The political report at the congress stated: During the past term, the Party Committee of the 280th Engineer Brigade focused on leadership, comprehensively implemented and successfully completed the targets and tasks set forth in the Resolution of the 13th Brigade Party Congress.
In leading the implementation of political tasks, the Party Committee of the 280th Engineer Brigade has thoroughly grasped and strictly implemented the instructions and orders of the superiors on combat readiness, natural disaster prevention, and search and rescue. The training, drills, competitions, and sports events have been well implemented, with overall quality and combat strength improved. In particular, the Brigade regularly promotes the role of the commander and the agency in directing and operating training, correctly implementing the 3 viewpoints, 8 principles, and 6 combinations in training. The training is organized correctly, sufficiently, in terms of content and program, closely following the motto: "Basic, practical, solid", focusing on specialized training suitable for the unit's tasks. At the end of the training, 100% of the content met the requirements, over 75% achieved good and excellent results, meeting the targets set by the resolution. Promote research and effectively implement 14 initiatives and technical improvements used in training and construction (an increase of 4 initiatives compared to the previous term). In leading the implementation of the task of building combat works, from 2020 to present, 10 works have been constructed and 6 works have been completed and handed over, an increase of 1 work compared to the previous term.
The Party Committee of the 280th Engineer Brigade has also led the building of a strong, comprehensive, "exemplary, typical" unit, successfully completing all assigned tasks. Notably, the project "innovation of political education work at the unit in the new period" has been effectively implemented. Organizing political education, disseminating and educating the law for the subjects in accordance with the content and program, the results of the inspections in the years have been 100% satisfactory, the average rate of good and excellent is 79.8% (an increase of 4.1% compared to the previous term). Effectively implementing the policies: "Rice jar for the poor", the journey "The Army joins hands for the poor - no one is left behind", the emulation movement "Skilled mass mobilization", "The 280th Engineer Brigade joins hands to build new rural areas". During the past term, the Brigade built and handed over 4 comrade houses, 1 house worth 100 dongs to 5 cadres with a total amount of 400 million dong. Visited and presented gifts to policy families and local revolutionary leaders with a total amount of more than 370 million dong, built 3 gratitude houses for families with books with a total amount of 260 million dong. In particular, the Brigade was awarded the Flag of Excellence by the Ministry of National Defense in implementing the movement "Building and managing regular, green, clean, and beautiful barracks".
The work of building a strong Party organization in terms of politics, ideology and ethics has been widely deployed. The vast majority of cadres and party members in the Brigade have a strong political stance, are ready to receive and complete assigned tasks well, and do not allow degradation in "political ideology, lifestyle ethics", "self-evolution, self-transformation" within the organization. The work of training and creating sources for party development has been well implemented, recruiting 21 new party members (exceeding 4.8% of the resolution).
At the congress, delegates focused on discussing to propose solutions to overcome shortcomings and limitations, and unanimously voted to approve targets for implementation in the new term. In particular, in the 2025-2030 term, 100% of cadres are trained according to decentralization, with over 75% achieving good and excellent results. Building over 80% of agencies and units to meet comprehensively strong standards. 100% of agencies and units are politically strong. 100% of organizations and Party committees complete their tasks, of which 90% or more complete their tasks well and excellently. 9/9 Party cells have Party committees. 100% of cadres and Party members complete their tasks, of which over 90% are classified as completing their tasks well or better. The Brigade Party Committee completes its tasks well or better.
