In the case of "Illegal drug trafficking" carried out by Nguyen Thanh Vinh, the mastermind was Tran Van Hai, the police seized more than 104kg of various synthetic drugs. Captain Tran Vinh Chien said that in mid-2022, the Drug Crime Investigation Police Department discovered a drug trafficking and illegal transportation ring in large quantities from Cambodia to Ho Chi Minh City for consumption.
The ringleader, who lives in Cambodia, directed Tran Van Hai and Nguyen Thanh Vinh to distribute to his subordinates for consumption in Ho Chi Minh City.
On the evening of June 4, 2022, Captain Tran Vinh Chien and the reconnaissance force inspected and caught Vinh red-handed while driving a car carrying 99.2 kg of methamphetamine disguised in 6 sacks from An Giang to a "warehouse" in Nha Be district, Ho Chi Minh City.
Being arrested, Vinh still stubbornly refused to cooperate, in order to hide his accomplice. Vinh had 4 previous convictions and 6 previous convictions, so he had experience in dealing with the investigation agency, but he loved his wife and children very much. The point to untie the knot appeared, Captain Tran Vinh Chien encouraged and persuaded Vinh to make meritorious deeds to atone for his crime in order to receive leniency from the law. As the main investigator in the case of investigating a drug trafficking ring through Tan Son Nhat International Airport involving 4 female flight attendants, Captain Tran Vinh Chien proactively innovated his investigative thinking, was creative in collecting evidence, pioneered in applying science and technology, and advised the Task Force to direct the review and diagramming of 7 shipments of illegal drugs that the criminal ring had successfully transported; Following the "flow" of drugs, cutting off 383 branches and sub-branches of criminal networks operating in 36 provinces and cities, exposing each "cover" of drug "bosses", prosecuting 1,332 defendants, seizing 324 kg of various drugs, 12 guns, 3 grenades and many related evidences, proving that the amount of money the subjects had traded in drug trafficking was more than 28,000 billion VND.
In addition, Captain Tran Vinh Chien and his teammates also investigated and discovered many other major cases such as: The case of "Illegal drug trafficking" and "Illegal drug transportation", which occurred in the Ho Chi Minh City area by Chu Ba Chung and his accomplices; evidence collected was more than 94.9 kg of synthetic drugs; Participating in the working group in Vientiane Capital - Laos, extraditing 9 subjects who had wanted/searched for decisions in the investigation project coded 923C and 1 wanted subject of District 10 Police back to the country...
Up to now, Captain Tran Vinh Chien has directly and with his teammates participated in handling and investigating more than 40 cases and incidents with 130 defendants, confiscating more than 350kg of various types of drugs and many other related exhibits and assets...
Tran Vinh Chien is also a typical example in participating in the Youth Union movement. Typical with the project "Youth of the Drug Crime Investigation Police Department takes the lead in propagating the law and preventing the harmful effects of drugs in Ho Chi Minh City", Captain Tran Vinh Chien participated in compiling documents and directly organized with the Youth Union members 4 online training courses and dozens of propaganda sessions at schools in the city with the participation of nearly 50,000 teachers, students and pupils.
