Investigator in flight attendant drug case nominated for Outstanding Young Person Award.

According to the Ho Chi Minh City Police, among the nominees for the Outstanding Young Vietnamese Faces 2024 award, the unit has an officer from the Drug Crime Investigation Police Department (PC04) - Captain Tran Vinh Chien.

Captain Chien currently holds the position of Deputy Team Leader of Team 3, PC04 Department. Throughout his training and dedication, Captain Tran Vinh Chien has been a shining example, spreading positive energy and inspiring young police officers in Ho Chi Minh City with his patriotic spirit and aspiration to contribute to "peaceful life and people's happiness," making silent contributions to the development of the country and the city.

During his career, this officer directly investigated and uncovered dozens of complex cases, arresting hundreds of drug kingpins and other drug offenders, seizing exceptionally large quantities of drugs.

As the lead investigator in the case of tracking down a drug trafficking ring operating through Tan Son Nhat International Airport, involving four female flight attendants, under the direction of the Head of the Ho Chi Minh City Police Investigation Agency, Captain Chien pioneered the application of technology, advising the special task force and mapping out seven shipments of illegally transported drugs by the criminal ring; tracing the flow of drugs to sever 383 branches and sub-branches in 36 provinces and cities, uncovering the various disguises of the drug kingpins.

To date, the Ho Chi Minh City Police have prosecuted 1,332 defendants, seized 324 kg of various types of drugs, 12 guns, 3 grenades, and many related pieces of evidence, proving that the amount of money involved in drug transactions exceeded 28,000 billion VND.

Furthermore, Captain Chien played a prominent role in dismantling the criminal ring led by Le Thanh Hung, which exploited "green lane" transport vehicles during the Covid-19 pandemic to transport drugs from Cambodia to Ho Chi Minh City for consumption. In addition, this officer also participated in dismantling a drug manufacturing, transporting, and trading ring that illegally brought drugs from France to Vietnam via international express delivery services, led by Tri "Ca Voi," arresting 21 suspects and seizing over 18,000 ecstasy pills, thus preventing the suspects from successfully researching and producing ecstasy.

Not only is Captain Chien excellent in his professional work, but he is also a prime example of active participation in youth union activities; he participated in compiling materials and organizing 4 online training courses and dozens of sessions to disseminate laws on drug prevention and harm reduction at schools in Ho Chi Minh City, with nearly 50,000 teachers, students, and pupils participating, contributing to raising awareness, skills, and resilience against the allure and temptation of drugs.

With his achievements, Captain Chien has been awarded the title of "Outstanding Soldier at the grassroots level" for four consecutive years, received 10 commendations from the Director of the Ho Chi Minh City Police Department, a commendation from the Ministry of Public Security , 2 commendations from the Ho Chi Minh City People's Committee, and a commendation from the Central Committee of the Ho Chi Minh Communist Youth Union. Notably, Captain Chien was also honored to receive the Third-Class Military Merit Medal from the President of Vietnam (in 2024).

In addition, Captain Chien was honored with the titles of Exemplary Young Police Officer of Ho Chi Minh City in 2022, Outstanding Young Party Member of Ho Chi Minh City Police in 2024, Exemplary Young Police Officer of Ho Chi Minh City in 2024, and Exemplary Young Citizen of Ho Chi Minh City in 2022.
