Captain Tran Vinh Chien was nominated for the Outstanding Young Vietnamese Faces Award 2024.

During his work, Captain Tran Vinh Chien, Deputy Head of Team 3, Drug Crime Investigation Police Department (PC04), Ho Chi Minh City Police, directly fought and discovered dozens of complicated cases, arrested and handled many "bosses" and criminals with an especially large amount of drugs seized.

On February 11th, the Ho Chi Minh City Police announced that Captain Tran Vinh Chien (born in 1994), Deputy Team Leader of Team 3, PC04 Department, has been nominated for the Outstanding Young Vietnamese Face Award 2024.

To be nominated for this award, Captain Chien has made many contributions and achievements in his field of responsibility. Specifically, during his training and development from an officer in the Security Investigation Department to an investigator in the PC04 Department, Captain Chien directly fought against and solved dozens of complex cases; arresting and prosecuting hundreds of "kingpins" and criminals involved in exceptionally large quantities of drugs.

This includes the dismantling of a criminal ring led by Le Thanh Hung, who exploited "green lane" transport vehicles during the Covid-19 pandemic to transport drugs from Cambodia to Ho Chi Minh City. They also participated in dismantling a drug manufacturing, transporting, and trading ring that illegally brought drugs from France to Vietnam via international express delivery services, led by Tri "the Whale".

As a result, the police arrested 21 people and seized over 18,000 finished ecstasy pills; effectively preventing the suspects from successfully researching and producing ecstasy (which was only missing one chemical substance) and causing harm to society.

The investigation into the "Illegal trafficking of narcotics" case carried out by Nguyen Thanh Vinh was expanded; as a result, the police thoroughly apprehended the ringleader Tran Van Hai and seized over 104 kg of narcotics.

Particularly in his role as the lead investigator in the investigation of the illegal drug trafficking ring through Tan Son Nhat International Airport involving four female flight attendants, under the direction of the Head of the Ho Chi Minh City Police Investigation Agency - Head of the Special Task Force, Comrade Chien proactively innovated his investigative thinking and was creative in his methods of collecting evidence.

At the same time, he pioneered the application of science and technology, advising the Special Investigation Team to direct the review and mapping of 7 illegal drug shipments that the criminal network had successfully transported. Through this, the police traced the "flow" of drugs, cutting off 383 branches and sub-branches of the network operating in 36 provinces and cities, uncovering each "cover" of the drug "kingpins".

To date, the police have prosecuted 1,332 defendants, seized 324 kg of drugs, 12 guns, 3 grenades, and many related pieces of evidence, proving that the amount of money involved in drug trafficking transactions exceeded 28,000 billion VND...

From 2021 to the present, Comrade Chien has consistently achieved the title of Emulation Soldier at the grassroots level; received numerous certificates of merit and commendations from the People's Committee of Ho Chi Minh City, the Ministry of Public Security, the Ho Chi Minh City Police Department, and the Central Committee of the Ho Chi Minh Communist Youth Union; and was honored to be awarded the Third-Class Military Merit Medal by the President of the Socialist Republic of Vietnam (in 2024).
