Captain Tran Vinh Chien was nominated for the Outstanding Young Vietnamese Faces Award 2024.

During his work, Captain Tran Vinh Chien, Deputy Head of Team 3, Drug Crime Investigation Police Department (PC04), Ho Chi Minh City Police, directly fought and discovered dozens of complicated cases, arrested and handled many "bosses" and criminals with an especially large amount of drugs seized.

On February 11, Ho Chi Minh City Police announced that Captain Tran Vinh Chien (born in 1994), Deputy Captain of Team 3, PC04 Department, was nominated for the Outstanding Young Vietnamese Faces Award in 2024.

To be nominated for the above award, Captain Chien has contributed many achievements in the field he is in charge of. Specifically, during the process of training and striving from an officer of the Security Investigation Department, an investigator of the PC04 Department, Comrade Chien directly fought and discovered dozens of complicated cases; arrested and handled hundreds of "bosses" and criminals with especially large quantities of drugs.

Including the dismantling of a criminal ring led by Le Thanh Hung, who took advantage of “green lane” trucks during the Covid-19 outbreak to transport drugs from Cambodia to Ho Chi Minh City. Participating in the dismantling of a ring that manufactured, transported, and illegally traded drugs from France to Vietnam through international express delivery services led by Tri “whale”.

Thereby, the police arrested 21 people, seized more than 18,000 finished ecstasy pills; promptly prevented the subjects from researching and successfully producing ecstasy (only missing one chemical) which is harmful to society.

Or expand the investigation of the case of "Illegal transportation of drugs" carried out by Nguyen Thanh Vinh; through that, the police thoroughly handled the ringleader Tran Van Hai, confiscating more than 104 kg of drugs.

Especially in the role of the main investigator in the investigation of the illegal drug trafficking ring through Tan Son Nhat International Airport involving 4 female flight attendants, under the direction of the Chief of the Ho Chi Minh City Police Department - Head of the Special Case Committee, Comrade Chien proactively innovated investigative thinking and was creative in methods of collecting evidence.

At the same time, he pioneered in applying science and technology, advising the Task Force to direct the review and diagram of 7 shipments of illegal drugs that the criminal ring had successfully transported. Thereby, the police followed the "flow" of drugs, cut off 383 branches and sub-branches of the ring operating in 36 provinces and cities, and exposed each "cover" of the drug "bosses".

To date, the police have prosecuted 1,332 defendants, seized 324 kg of drugs, 12 guns, 3 grenades and many related evidences, proving that the amount of money the subjects traded in drug trafficking was more than 28,000 billion VND...

From 2021 to present, Comrade Chien has continuously achieved the title of Emulation Fighter at the grassroots level; many certificates of merit from the People's Committee of Ho Chi Minh City, the Ministry of Public Security, the Ho Chi Minh City Police, the Central Executive Committee of the Ho Chi Minh Communist Youth Union; and was honored to be awarded the Third Class Military Exploit Medal by the President of the Socialist Republic of Vietnam (2024).
