Dak Lak: Opening of the 1st Provincial Party Congress, term 2025-2030

On the morning of September 30, in the atmosphere of the entire Party, people and army enthusiastically competing to achieve achievements to welcome the 14th National Congress of the Party, the Dak Lak Provincial Party Committee solemnly opened the 1st Congress of Delegates, term 2025-2030. This is a particularly important political event, marking a new step of development after the merger of Dak Lak and Phu Yen provinces, opening up a large development space, with a new stature and position.

Attending and directing the Congress were Politburo member, Standing member of the Party's XIV Congress Document Subcommittee Nguyen Van Nen; Party Central Committee members, former Party Central Committee members; leaders of central departments, ministries, branches, Military Regions, Army Corps, and neighboring provinces; Heroic Vietnamese Mothers, Heroes of the People's Armed Forces, Heroes of Labor, and 449 official delegates representing the intelligence, mettle, will and solidarity of more than 137,200 Party members of the entire Provincial Party Committee.

In his opening speech, Dak Lak Provincial Party Secretary Nguyen Dinh Trung emphasized that this is a Congress of trust, solidarity, innovation and development.

During the past term, despite many difficulties due to the Covid-19 pandemic, global economic fluctuations, natural disasters and non-traditional security challenges, the Party Committee, government and people of all ethnic groups in the province have made efforts to overcome and achieved many important results.

The provincial economy maintained a fairly good growth rate, with an average GRDP of 6.24% per year; the economic structure shifted positively; the total GRDP in 5 years reached more than 9 trillion VND, an average increase of 11.8% per year. Transport infrastructure was gradually synchronized; services, trade, and tourism developed; science - technology, and digital transformation made many advances.

Culture and society have positive changes, education and training have been innovated; grassroots healthcare has been strengthened; social security and poverty reduction have been given attention, and people's lives have been improved. Party building and the political system have achieved many remarkable changes; the work of preventing and combating corruption and negativity has been promoted. National defense and security have been maintained, and the people's hearts and minds have been increasingly consolidated.

Dak Lak Provincial Party Secretary Nguyen Dinh Trung delivered the opening speech at the Congress.

In particular, the province has completed the merger of administrative units, officially operating the 2-level local government model from July 1, 2025, marking a breakthrough in apparatus reform, shifting from passive management to serving the people.

In addition to the achievements, the Congress also frankly pointed out the limitations such as economic growth not commensurate with potential; weak industrial, tourism and urban infrastructure; high poverty rate, especially among ethnic minorities; and shortcomings in some areas of land, resource and security management. These are issues that require determination to overcome in the new period.

The first Congress has the theme: "Promoting the strength of solidarity, building a clean, strong Party and political system that operates effectively, efficiently and effectively; firmly ensuring national defense and security; determined to successfully implement the goal by 2030, building Dak Lak province to develop rapidly, sustainably, civilizedly and with identity".

The general goal by 2030 is to effectively exploit the potential, advantages and cultural identities of ethnic groups, promote innovation in growth models based on science - technology, innovation, green economic development, circular economy, digital economy; link economic development with ensuring social security, improving people's lives, protecting the environment and maintaining national defense and security.

The Congress set out 18 main targets, of which the following are notable: GRDP increases by an average of 10.5% per year; GRDP per capita reaches 153 million VND; digital economy scale reaches 30% of GRDP; sustainable poverty reduction, by 2030 there will be no more multidimensional poor households; forest coverage rate reaches over 42%; 70% of schools meet national standards; attracting 43 million tourists, revenue reaches over 97 trillion VND.

The Congress also identified eight key tasks and three breakthroughs, emphasizing the development of high-quality human resources; promoting science and technology, innovation and digital transformation; and mobilizing resources to build synchronous and modern infrastructure.

With the motto of action "Solidarity - Democracy - Discipline - Breakthrough - Development", the 1st Congress of Dak Lak Provincial Party Committee, term 2025-2030 affirmed the determination to realize the aspiration of building the province into a fast-growing, sustainable, civilized and unique locality, contributing worthily to the cause of building and defending the socialist Vietnamese Fatherland in the new period.
