According to Binh Dien Hydropower Joint Stock Company, to ensure the replacement forest area achieves high results, the unit has always focused on propaganda and mobilization of people to protect forests, prevent and fight fires, and not graze livestock in areas where forests have been planted. The company also regularly checks and monitors pests and diseases to take timely preventive measures and fully implement other measures according to the approved plan.

Mr. Nguyen Quang Hai, General Director of Binh Dien Hydropower Joint Stock Company, said that the area of ​​forest that must be planted to replace and protect the environment after the construction of Binh Dien Hydropower Plant is 384 hectares. Over the years, many areas of forest have been planted, and the trees are growing and developing well. The planting location is the semi-flooded land of Binh Dien Hydropower Reservoir in sub-areas 130, 131, 132, 142, 144 in Binh Dien and Binh Thanh communes, Huong Tra town (old) with Australian Melaleuca trees. For the ineffective planting area that did not develop into forest, the Company has fulfilled its obligation to pay replacement money at a unit price of 79,500,000 VND/ha according to the regulations of the Provincial People's Committee (now the City People's Committee) on collecting replacement forest planting money for the Binh Dien Hydropower Project.

To protect this replacement forest area, Binh Dien Hydropower Joint Stock Company has arranged a system of forestry roads, fire barriers, signs and forestry works; organized forest patrol teams, used cameras and flycams to monitor during the dry season to promptly detect forest fires and mobilize firefighting forces in time when forest fires occur; regularly monitored forest fire forecast levels to be proactive in prevention. At the same time, the Company equipped technical materials to ensure initial forest fire fighting while waiting for support from professional forces.

Similarly, at Huong Dien Hydropower Plant under Huong Dien Hydropower Joint Stock Company, the total area of ​​replacement forestation when converting the purpose of forest use to other land to build Huong Dien Hydropower project is more than 260 hectares. Of which, the investor organized the replacement forestation with an area of ​​more than 57.6 hectares, paid money to the Forest Protection and Development Fund because there was no land fund to replace the forestation of more than 203 hectares.

Huong Dien Hydropower Joint Stock Company has hired a consulting unit to prepare a technical design document and estimate for reforestation on an area of ​​57.66 hectares. Currently, the trees are growing and developing stably, the survival rate and forest formation rate according to the approved design document are quite high. For the area of ​​dead trees that do not meet the criteria for forest formation, the company has completed the obligation to pay for reforestation for this area and has been confirmed by the Forest Protection and Development Fund.

Will plant 70 hectares of replacement forest

In order to increase resilience to the impacts of climate change, develop sustainable forestry and conserve indigenous resources, the city has issued a plan to plant replacement forests when converting forest use to other purposes, with a total area of ​​more than 70 hectares in the period 2025 - 2031. Accordingly, the city plans to plant replacement forests on a total area of ​​about 70 hectares, including 65 hectares of production forest and 5 hectares of protection forest. The specific allocation will be implemented at 3 locations in Chan May - Lang Co, Nam Dong and A Luoi communes. Specifically, at plots 4 and 6 of sub-area 248, Chan May - Lang Co commune, under the production forest planning; plots 14 of sub-area 378 and plots 10 of sub-area 379, Nam Dong commune, under the production forest planning; Block 6, 7 sub-zone 337 and block 5, 8 sub-zone 338, A Luoi 5 commune, belong to the planning of protective forests and production forests.

According to the Department of Agriculture and Environment, the City People's Committee has assigned the investor of the replacement forest to select a consulting unit according to regulations to conduct surveys and investigate the current situation on the field to determine specific technical measures and make designs and estimates. Based on the natural conditions of each ecological sub-region and the tree species to be planted, choose the appropriate forest planting season. At the same time, choose the tree species according to the regulations on the functions of the 3 types of forests. In particular, note that for protective forests, it is necessary to choose tree species suitable for the site conditions, prioritize planting native trees, especially green lim trees or imported tree species that have been planted for many years, grow and develop in accordance with the local ecosystem. For production forests, it is necessary to choose tree species suitable for the production and business purposes and the site conditions where they are planted, prioritize planting green lim trees on suitable sites, both to increase long-term economic value and support the preservation of precious wood species.

Currently, the survey and estimation steps have been promoted by relevant units to ensure that the reforestation is carried out on schedule, in accordance with each specific terrain. Thereby, contributing to maintaining stable forest cover, while effectively using the converted land area, meeting green development goals in the context of increasingly complex climate change.
