Currently, the district has over 340 irrigation works, most of which are solid and operating stably. From 2023 to now, the district has invested in upgrading and renovating 8 works, building 3 new irrigation works, increasing the total area of stable irrigation land to over 1,800 hectares. Of which, the rice area is over 892 hectares, other crops are about 370 hectares and the rest is for aquaculture. The effectiveness of the works does not stop at ensuring irrigation water, but is also a lever for people to boldly expand production, build specialized areas for medicinal plants and fruit trees. In particular, the two irrigation works, Na Pa Huoi and Na Sai in Noong Heo commune, play a decisive role in maintaining a stable source of irrigation water for more than 400 hectares of rice in the district's key rice production area. In the highland area, the reservoir in Sa De Phin commune with auxiliary canals contributes to regulating water for agricultural production, maintaining a regular water source for areas specializing in medicinal plants, roses, etc.
Ms. Tan My Dao in Zone 1 (Sin Ho town) shared: “In previous years, the production of medicinal herbs or traditional crops encountered many difficulties due to lack of water. Since the district invested in building and repairing the irrigation system near the production area, my family has expanded the raw material area, creating more jobs for people in the area.”

People of Na Sai village (Noong Heo commune) clean the irrigation system in the village's fields.

However, due to the characteristics of high mountainous terrain, strongly divided by mountain ranges, deep ravines and large slopes, the irrigation system in Sin Ho is all small-scale, localized projects. This makes the storage, regulation and distribution of water on a large scale difficult. On the other hand, the terrain is also the main factor that makes the construction of large irrigation projects difficult and costly, requiring resources beyond the local capacity. Many local irrigation projects have been put into use for many years and have degraded. For example, the irrigation projects in Nam Beo village (Pu Sam Cap commune) and Nam Luc village (Phang So Lin commune) are affected by the impact of floods. Although these projects are still operating, the flow rate is not enough to meet the increasing water demand for production of the people.
Currently, Sin Ho is promoting the restructuring of the agricultural sector towards specialized development, increasing economic value per unit area. Therefore, the lack of water will become an obstacle, directly affecting crop productivity. In Zone 6 (Sin Ho town), a concentrated rose and medicinal plant growing area is being formed. Producers said that during the dry season, they had to reduce the production area due to insufficient irrigation water. Faced with this situation, the district reviewed and assessed the level of damage to each irrigation project in the area; developed a repair and renovation plan suitable to the terrain conditions and investment resources. Propaganda and mobilization of people to participate in the maintenance of small canals, use water economically, and organize rotational irrigation. These efforts have contributed to helping people gradually adapt to harsh weather conditions and stabilize production.
Mr. Vu Van Cuong - Vice Chairman of Sin Ho District People's Committee said: The district has proactively integrated, mobilized and effectively used investment capital sources to gradually complete the irrigation infrastructure system serving production. On that basis, allocate reasonable funding sources, focus on repairing, upgrading and building new canals suitable to the actual conditions of each production area. The district also focuses on propaganda and mobilization work to raise people's awareness of participating in the management, exploitation and protection of irrigation works. Local authorities regularly organize inspections, promptly detect and repair damaged locations, and conduct periodic dredging to ensure smooth flow and optimize water resources for production.
From the beginning of 2025, the People's Committee of Sin Ho district directed specialized departments, commune and village authorities to repair water intakes and canals buried by landslides, and repair works damaged after the previous year's flood season, ensuring adequate supply of domestic water and water for agricultural production throughout the year. Communes assigned specialized staff to supervise and operate irrigation works in the area, especially solid reservoir works, and report any incidents for timely remedial measures.
Prioritizing investment and upgrading irrigation works has created a clear change in the development of agricultural production in Sin Ho district. Not only gradually solving the shortage of domestic water, these works also promptly meet the irrigation needs, making it easier for people to implement comprehensive economic models, develop rural agriculture, and increase income.
