Ensuring production, consumption and export of agricultural, forestry and fishery products in the context of global trade fluctuations

Implementing the Prime Minister 's Official Dispatch No. 59 dated May 8 on focusing on directing the implementation of ensuring production, consumption and export of agricultural, forestry and fishery products in the context of global trade fluctuations; especially changes in tariff policies of some countries, on May 27, the Provincial People's Committee issued a document requesting relevant departments, branches and People's Committees of districts and cities to implement the tasks.

Specifically, the Provincial People's Committee assigned the Department of Agriculture and Environment to focus on restructuring the agricultural sector towards large-scale commodity production, developing green, organic, circular and sustainable agriculture; enhancing the application of science and technology, innovation, and digital transformation in the agricultural sector; guiding the construction of models for applying technical advances in production; promoting the development of geographical indications, product brands, granting growing area codes, tracing origins, and avoiding trade fraud.

The Department of Industry and Trade, the Provincial Police, and Chairmen of the People's Committees of districts and cities, according to their functions, tasks, and management areas, are responsible for proactively directing and implementing solutions to ensure production and consumption of agricultural, forestry, and fishery products.

Strengthen inspection and prevention of fraud, disguise of origin of goods, prevent counterfeit and poor quality goods; strictly manage the use of additives, processing aids, and post-harvest preservation of agricultural products, overcome the use of chemicals harmful to consumers' health; strictly handle cases of origin fraud, price manipulation, information confusion, and manipulation that cause market instability; be responsible for ensuring security, safety, environmental hygiene, and food in the area.

The Department of Finance and the State Bank of Vietnam, Region IV Branch, review, advise and propose to the Provincial People's Committee to allocate resources to support the development of production, processing and consumption of agricultural products; prioritize investment capital for high-tech agricultural projects and post-harvest preservation.

Direct credit institutions in the province to proactively support credit for enterprises, cooperatives and agricultural production households; consider solutions to restructure debt repayment terms, extend debt, and reduce interest rates in accordance with regulations, in order to create favorable conditions for entities in the agricultural value chain.

The Provincial Business Association guides production and business enterprises in the province to closely monitor information on global trade developments, especially tariff policies of some traditional markets, to flexibly adjust production and business plans in order to proactively and effectively adapt to market fluctuations.

Promote the construction of linkage chains, invest in developing raw material areas, cold storage systems, apply technology to production, deep processing, preserve agricultural products, and build brands; regularly grasp the agricultural import policies of countries importing goods and agricultural products of the province, avoid being passive and surprised by policy changes of importing countries; increase the purchase of agricultural and aquatic products, especially during the main season to support people's consumption and serve deep processing, improve product quality.
