
In the hallway of the National Assembly , expressing their views on the Draft Resolution of the National Assembly stipulating a number of mechanisms and policies to remove difficulties and obstacles in the organization of the implementation of the Land Law, the delegates basically agreed with this Draft Resolution to create mechanisms and policies to promptly remove difficulties and obstacles in the organization of the implementation of the current Land Law. However, some opinions also said that it is necessary to urgently resolve a number of specific issues in the process of implementing the Land Law (amended) to facilitate people and businesses.
Delegate Nguyen Duy Thanh ( Ca Mau ) said that the Land Law (amended) is a law with a wide scope of impact on the rights of people and businesses. The early promulgation of a Resolution of the National Assembly stipulating a number of mechanisms and policies to remove difficulties and obstacles in organizing the implementation of the Land Law (amended) is an urgent task. In fact, for many years, projects have been stalled due to the lack of transitional regulations or regulations lacking consistency between issued laws such as the Land Law, Investment Law, Housing Law and Planning Law, etc. Therefore, the Resolution on the implementation of the Land Law needs to ensure feasibility, clarity, and not create additional procedures or costs for people and businesses.
According to delegate Nguyen Duy Thanh, it is necessary to ensure fairness and transparency in land acquisition for socio-economic purposes. Land acquisition lacking fairness and transparency is one of the causes of prolonged complaints, affecting the security and political situation in many localities. Non-transparent land acquisition and slow resettlement cause difficulties for people, even causing loss of livelihoods. Therefore, this Resolution needs to clearly stipulate land acquisition frameworks, resettlement must be carried out before land acquisition to ensure the best housing for people equivalent to their old residence. In addition, when building a compensation mechanism, it is necessary to build assessments of people's livelihood impacts, not just stopping at price compensation.
Sharing the same view, delegate Nguyen Van Loi ( Ho Chi Minh City) said that some current difficulties in implementing the Land Law (amended) mostly come from overlapping regulations from the management agency, not from the people. However, people are being greatly affected and influenced by these problems.
The delegate added that in many localities, there are projects that have been implemented but still owe people for resettlement. There are projects that have owed people for 10 years or even 20 years without implementing resettlement projects for people, causing many difficulties for people in terms of stabilizing their lives. There are projects that, after completing resettlement works, when it comes to procedures for issuing certificates, require people to pay according to current regulations, at current prices, that is, at a very high cost while compensation for land acquisition is calculated 10 to 20 years earlier. Such a huge difference that people find difficult to accept. This is unfair.
In addition, according to the delegate, to solve the current problems in land issues, it is necessary to do a good job of connecting administrative procedures. The tax sector must promote the application of digital technology to reduce difficulties and obstacles for people in the process of fulfilling tax obligations. Recently, people in many localities have reflected a lot on these problems and obstacles. Therefore, the tax sector must urgently implement connecting procedures, creating the most favorable conditions for people and businesses to fulfill their tax obligations to the State in the field of land.
Regarding the Draft Resolution of the National Assembly on a number of specific mechanisms and policies to improve the effectiveness of international integration, delegate Nguyen Thi Kim Anh (Bac Ninh) expressed the need to issue this Resolution as the Government's Submission to institutionalize Resolution 59-NQ/TW of the Politburo. The delegate said that international integration is truly an important driving force to enhance internal strength, effectively serving the country's development, including the development of science, technology, digital transformation, education - training, culture, health, making our country's economy grow stronger and deeply integrate with the world.
According to the delegate, international integration must be synchronous, comprehensive, and extensive. In which, the fields must be closely linked, complementing each other in an overall strategy, with focus and key points. In each period and each locality, it is necessary to have the title of Counselor in a number of specific fields to handle professional work. Currently, the title of Counselor in agriculture is only available in a number of localities but has not been widely arranged, so it is necessary to study and expand the implementation in other key localities.
According to the delegate, Vietnam currently does not have a Medical Counselor position abroad, so resolving issues related to cooperation in the health sector is sometimes difficult. Especially in urgent stages such as dealing with large-scale epidemics, requiring cooperation from many countries around the world; or when cooperating with countries with developed medicine to research and manufacture medical products to serve urgent needs... In reality, countries that have deployed Medical Counselors abroad have reaped immeasurable benefits. They can grasp information early, be more proactive in international cooperation activities and have early access to international medical resources.
If Vietnam arranges Health Counselors in some key areas, we will have early access to epidemic information, thereby proactively issuing warnings about epidemic risks as well as effective response measures. We will also have more advantages in promoting international cooperation in health, negotiating technology transfer, attracting investment in the health sector, etc. The delegate emphasized that health is a "non-political - humanitarian" field, contributing to increasing the national image. Therefore, Vietnam needs to research to be able to establish Health Counselors in some key areas.
