People suffer because of slow project implementation

Recently, representatives of 25 households residing in residential group 7A, Tan Loi ward, submitted a petition to the authorities, reflecting that their lives were disrupted by the flooding of rainwater in alley 19 Giai Phong street (now alley 99 Dong Khoi street).

This is the 6th time that households in this area have sent a petition to the People's Committee of Tan Loi Ward and the People's Committee of Buon Ma Thuot City to request investment in the construction of a rainwater drainage system at the end of alley 19 and the 2nd time they have sent a petition to the Standing Committee of the Provincial Party Committee to request early implementation of the construction of Road No. 3 Project and the opening of Road No. 15, the new urban area in the center of Tan Loi Ward (phase 1).

Residents in residential group 7A indignantly recounted their suffering after having to deal with water flooding into their homes every rainy season for many years.

Ms. Huynh Thi Huong (81 years old) who lives in this alley reported that alley 19 Giai Phong street is a dead-end alley, in the alley there are many first-class alleys opened to serve the travel and daily activities of households. Although the road has been paved for a long time, there is no rainwater drainage system, so every year when the rainy season comes, the households at the end of the alley always have to face the situation of surface water flooding into the house, damaging belongings, and potential risks from electrical equipment. Not only does rainwater flood into the house, but all the garbage, dirt and sand from other places that flow into this area stagnates, causing unsanitary conditions, mosquitoes breed and develop very quickly, affecting the surrounding living environment.

Just a few steps away from Ms. Huong's house, Mr. Nguyen Van Hong was equally indignant: "Every time there is a heavy rain, rainwater and garbage all flow into the house. When the rain stops, the whole family has to put everything aside to clean up the mud and garbage, and sometimes even have to ask the neighbors to come over to help. We know that the project of Road No. 3 and the opening of Road No. 15, the new urban area in the center of Tan Loi ward (phase 1) has been approved since the beginning of 2024, but for some reason it has not been implemented yet. This is an extremely urgent project because it affects the daily life of dozens of households."

Regarding the petition of the households, in Report No. 274/BC-UBND, dated June 11, 2024, the People's Committee of Buon Ma Thuot City assigned the People's Committee of Tan Loi Ward to urgently carry out legal procedures to soon start construction and complete, put into use the project No. 3 and open the route No. 15, the new urban area in the center of Tan Loi Ward to serve the people in the area. However, up to now, the problems related to the project have not been resolved, the people in the project area are still worried every time the rainy season comes.

It is known that the project of Road No. 3 and the opening of Road No. 15, New Urban Area in the center of Tan Loi Ward (phase 1) was approved by the People's Committee of Buon Ma Thuot City in Decision No. 597/QD-UBND, dated February 2, 2024. The project is invested by the People's Committee of Tan Loi Ward, with a total investment of 13.2 billion VND, from the city budget.

According to the approval decision, the drainage system of the project is designed to be underground, in which the longitudinal sewer uses D80 cm centrifugal concrete sewer, the horizontal sewer uses D60 cm centrifugal concrete sewer. The project uses a combination of surface water intake wells and manholes, with the drainage system connected to the current drainage system of Ha Huy Tap Street. When completed, this project will contribute to ensuring a stable life for people in alley 19 Giai Phong Street (now alley 99 Dong Khoi Street), avoiding flooding and environmental pollution, and connecting traffic with other areas in the ward.

On the investor's side, Chairman of Tan Loi Ward People's Committee Pham Van Thai said that the project was approved by Buon Ma Thuot City People's Committee for the contractor selection plan on March 25, 2024. The investor signed a contract to carry out site clearance work with Buon Ma Thuot City Land Fund Development Center in Compensation Contract No. 02/2024/HDBT-GPMB, dated May 14, 2024. Currently, the City Land Fund Development Center has measured, counted, and extracted 13 land plots of 12 households in the project area, but because the specific land price for calculating compensation and support has not been determined, the project has not been implemented.

To ensure the progress of implementation and disbursement of investment capital for the above project, the People's Committee of Tan Loi Ward has sent a document requesting the City Land Fund Development Center to speed up the work of compensation, support, and site clearance so that the investor can soon start the project.

People in alley 19 Giai Phong street (now alley 99 Dong Khoi), Tan Loi ward are looking forward to the project of road number 3 and road number 15, Tan Loi new urban area to be implemented soon.

Mr. Truong Van Chinh, Director of the Land Fund Development Center of Buon Ma Thuot City, said that on August 15, 2024, the Center sent an official dispatch to the City's Department of Natural Resources and Environment requesting the establishment of specific land prices to calculate land compensation when the State reclaims land to implement projects in the city, including 13 plots of land belonging to the Road No. 3 Project and the opening of Road No. 15, the New Urban Area in the center of Tan Loi Ward (phase 1). However, nearly 9 months have passed, the Department of Agriculture and Environment has not yet determined the specific land price, so the Land Fund Development Center of Buon Ma Thuot City has no basis to implement the next steps.
