Ha Giang City Party Committee needs to focus on the task: "Party building is key, economic development is the focus"

BHG - On the afternoon of June 6, the Ha Giang City Party Committee held a mid-term review conference to implement the Resolution of the 18th Ha Giang City Party Congress, term 2020 - 2025. Comrade Nguyen Manh Dung, Acting Secretary of the Provincial Party Committee, Head of Working Group 575 of the Provincial Party Committee Standing Committee, who monitors and directs the implementation of political tasks for the Ha Giang City Party Committee, attended and directed the conference. Also attending were comrades: Nguyen Minh Tien, member of the Provincial Party Committee Standing Committee, Head of the Provincial Party Committee's Organization Committee; Tran Duc Quy, member of the Provincial Party Committee, Vice Chairman of the Provincial People's Committee; leaders and representatives of the Provincial Party Committee's Party Building Committees and the Provincial Party Committee Office.

Acting Provincial Party Secretary Nguyen Manh Dung delivered a speech directing the conference.

Implementing the Resolution of the 18th City Party Congress, term 2020 - 2025, with the spirit of "High determination, great efforts", the Ha Giang City Party Committee has implemented it synchronously, systematically and effectively; achieved many important and quite comprehensive results in all fields. The economy has grown quite well and sustainably; the trade, service and tourism sectors have developed in depth, focused and key, completing the general urban planning of Ha Giang, Ha Giang province to 2035 and 9/9 zoning plans. Land use planning is strictly managed, in accordance with regulations; spontaneous residential areas, illegal land leveling and excavation activities are strictly restricted. Compensation and site clearance for key projects of the province in the area have been implemented drastically and effectively. The socialized movement of urban beautification has been supported by the people, the urban appearance is increasingly spacious and synchronous. Ha Giang city was recognized by the Prime Minister for completing the New Rural Development Program; Phuong Thien commune was recognized for meeting advanced new rural standards. Social security is guaranteed, the average income per capita is estimated to reach 80.15 million VND/person/year in 2023, reaching 80.15% compared to the Resolution; the quality of education continues to be a bright spot in the whole province. The work of Party building and the political system has been strengthened and consolidated. The implementation of eliminating backward customs, practices, and habits, and building a civilized lifestyle in the city has been methodically implemented and has come into life. National defense has been strengthened, political security, and social order and safety have been ensured.

The conference focused on discussing and giving opinions on the following contents: Mid-term review report on the implementation of the Resolution of the 18th City Party Congress, term 2020 - 2025; Report on reviewing the leadership work of the City Party Executive Committee in the first half of the term 2020 - 2025; Report on evaluating the results of implementing 7 key tasks and 3 breakthroughs according to the Resolution of the 18th Ha Giang City Party Congress; Report on the results of leadership, implementation of inspection, supervision and discipline enforcement of the Party in the first half of the term; directions and key tasks in the second half of the term 2020 - 2025...

Speaking at the conference, Acting Secretary of the Provincial Party Committee Nguyen Manh Dung acknowledged and commended the achievements of the City Party Committee in the past half term, especially in Party building and political system building; economic growth rate; urban beautification, construction order management, etc. The Acting Secretary of the Provincial Party Committee also pointed out some limitations such as not attracting much non-budgetary investment; some cadres and party members have not fully promoted their sense of responsibility, the quality of public service is not high, and there are still harassments and troubles for people and businesses.

Regarding the tasks and solutions for the next half-term, the Acting Secretary of the Provincial Party Committee requested that the Ha Giang City Party Committee truly consider Party building as a key task; resolutely lead and direct the improvement of the quality of Party cell activities and Party member quality; improve the organizational capacity and fighting strength of grassroots Party organizations; practically and effectively implement the construction of "4-good Party cells" and "4-good Party organizations"; prevent early and from afar the degradation of ethics and lifestyle of cadres and Party members; improve the working spirit of cadres and Party members, especially leaders, to avoid the situation of not daring to do, not daring to take responsibility, and avoiding work; promote administrative reform associated with digital transformation; effectively carry out personnel work and rotate cadres; strengthen inspection, supervision and discipline work within the Party; and work to prevent corruption and negativity; Leading innovation in the content and methods of operation of the Vietnam Fatherland Front and socio-political organizations.

The Acting Secretary of the Provincial Party Committee requested the City Party Committee to focus on socio-economic development as the core task. Speed up and improve the quality of urban beautification work; develop trade and services; apply science and technology in agricultural and forestry production; persistently build a safe food belt; pay attention to attracting investment capital from outside the state budget; develop new urban areas, but do not divide plots or sell land. Continue to innovate and improve the quality of education and training, build a learning society, encourage learning and talent; effectively implement people's health care and social security work; focus on preserving, conserving and promoting the cultural identity of ethnic groups; persistently and regularly carry out the task of eliminating backward customs and practices. Continue to perform well the task of national defense and security, maintain social order and safety, and prevent organized crime groups from operating in a "mafia" style.
