The Department of Education and Training of Ho Chi Minh City has just reported information related to the American International Primary-Middle-High School (American International School in Nha Be District - Ho Chi Minh City) after the controversy about parents hanging banners demanding tuition debt at this school.
According to the report, the department received feedback from parents of students at the school and through the press regarding the issue of the school's management company signing aneducational investment contract with parents.
The leaders of the Department of Education and Training invited Ms. Nguyen Thi Ut Em, President of the American International School Council, to work on September 19 and 20, 2023; at the same time, they requested the school to make a report on the form of educational investment contracts that have been and are being implemented, the payment status of due and overdue educational investment contracts to parents of students, and the teaching activities.
However, up to now, the department has not received a complete and comprehensive report from the school as requested.
The City Department of Education and Training also said it had met with some parents of the school's students, receiving more information about the school's situation and the wishes of parents and students.
Implementing the direction of the City People's Committee on supporting schools to stabilize teaching and learning activities, the Department of Education and Training will organize a working session with the school board to review the school's operations and actual conditions, and coordinate with relevant authorities to inspect and evaluate the entire situation of the school, from which a report will be submitted to the City People's Committee.
As reported by Nguoi Lao Dong Newspaper, some parents gathered to hang banners demanding debt in front of the gate of the American International School. This is one of the international schools with the highest tuition fees in Ho Chi Minh City.
The incident arose from a dispute over debt settlement related to a loan contract for education investment. Specifically, in many cases, parents who sent their children to school were advised that if the parents lent the school some money, the students would be exempted from tuition fees during their entire time at the school.
Many parents then signed contracts, some worth billions of dong and with no interest for the entire time the student was studying at the school. The contract period is calculated from the date the two parties signed the contract until the student completes the course or completes the procedures to stop studying at the school. After the contract ends, the school will refund all the money that the parents have lent the school.
However, in many cases, students have graduated from grade 12 and completed their studies at the American International School, but the school has not yet paid the money according to the contract, while contacting the representative is very difficult.
