Agricultural land is compensated at 252,000 VND/m2, what does Hanoi say?

Regarding land, voters of Hoang Mai district (Hanoi) requested Hanoi to review the compensation price for agricultural land when the State reclaims land for project implementation. The current compensation price for agricultural land is 252,000 VND/m2, which is not suitable to reality and does not ensure the rights of people whose land is reclaimed.

Responding to voters' petitions in the report summarizing voters' opinions after the 14th session of the Hanoi People's Council recently, the Hanoi People's Committee said that currently, the price of agricultural land for rice cultivation, annual crops, perennial crops, and aquaculture in districts is based on decisions on promulgating regulations and price lists for land types in the area.

The Hanoi People's Committee also said that, based on the provisions of the 2013 Land Law and Decree No. 12/2024 dated February 5, 2024 of the Government , the land price used as the basis for compensation and support for site clearance is the specific land price approved by the People's Committee at the competent level.

Accordingly, agricultural land prices in the city are surveyed, investigated and regulated in Decision No. 30/2019/QD-UBND regulating and pricing tables of land types in Hanoi. The application is from January 1, 2020 to December 31, 2024 based on the assessment of factors affecting land prices by an independent consulting unit, the proposed report of the People's Committee of Hoang Mai District has been reviewed and approved by the agencies according to regulations.

At the same time, agricultural land prices in Hoang Mai district are currently higher than the average price in localities adjacent to the capital.

The Department of Natural Resources and Environment received voters' opinions and requested the People's Committee of Hoang Mai district to review, investigate, survey, and based on the actual situation in the locality, report and propose to the Department of Natural Resources and Environment to synthesize and submit to the City People's Committee to adjust and supplement the City's land price list during the time of building the Land Price List according to the 2024 Land Law.
