Auction of mineral exploitation rights in unexplored areas for 9 landfill mines

The Provincial People's Committee issued Decision No. 584/QD-UBND dated March 26, 2025 approving the Plan for auctioning mineral exploitation rights in unexplored areas for 9 landfill mines in the districts of Yen Thuy, Lac Thuy, Kim Boi, Luong Son, Lac Son, Tan Lac, Cao Phong, Da Bac, Mai Chau and Hoa Binh city.

Accordingly, the plan will be implemented in 2025; organize auctions for each mineral mine based on the principles, conditions, and procedures for auctioning mineral exploitation rights, ensuring compliance with current legal regulations. Specifically: In the second quarter, complete the auction documents. In the third quarter, organize the auction. In case by the end of the fourth quarter of 2025, the auction is unsuccessful or the auction of mineral exploitation rights for the mines approved in the plan has not been completed, it will be transferred to the auction of mineral exploitation rights in 2026 and the following years.

The Provincial People's Committee assigned the Department of Agriculture and Environment to preside over and coordinate with departments, branches, People's Committees of districts, cities and relevant agencies and units to organize the implementation of the plan. Thereby, creating a basis for determining reserves, approving project investment policies and granting mineral operation licenses in accordance with the provisions of law. Thereby, helping to manage, exploit and use reasonably and economically, meeting the demand for earth filling materials for works and projects, ending illegal exploitation due to lack of earth filling material supply. At the same time, promoting mineral potential, attracting investment in exploration and effective exploitation of mineral resources, increasing economic efficiency and revenue for the state budget.
