After synchronous investment in infrastructure and other important conditions, the Industrial Park on the left bank of the Da River ( Hoa Binh City) has attracted a project from Meiko Group - Japan with a total investment of over 200 million USD.
Previously, Tan Lac district was not highly appreciated for its advantages in developing industry and handicrafts. However, in recent years, development thinking has shifted towards properly assessing the importance of industry and handicrafts and rural industries in the process of local socio -economic development. Starting from focusing on planning and planning management, the district's top priority is to mobilize investment resources to develop infrastructure associated with promoting investment attraction in the fields of industry and handicraft production, urban development, trade and services. In addition to the Dong Lai - Thanh Hoi industrial cluster (IC) established in 2014, by 2020, the district will establish Phong Phu IC with a total area of 75 hectares. Notably, last April, the Provincial People's Committee issued a Decision approving the task of planning the construction zoning at a scale of 1/2000 for Thanh Hoi industrial park (IZ) in the district. Accordingly, directing the survey, assessment, and construction of a new industrial park in Thanh Hoi commune with a synchronous and modern technical infrastructure system to attract investment and create a suitable scale of industry structure in the industrial park. Together with the two existing industrial parks, Thanh Hoi industrial park, when put into operation, promises to attract investors, adding motivation to the development of the industry and handicraft industry in Tan Lac district.
In the first 4 months of this year, the province's industrial and handicraft production continued to achieve outstanding results, demonstrating its increasingly important role in the structure of economic sectors. Investment promotion activities and production and business efficiency of enterprises in industrial parks alone have become convincing evidence of the province's correct orientation in investing in the development of industrial parks. According to the Provincial Industrial Park Management Board, from the beginning of the year to the end of April 2025, 5 projects were newly granted Investment Registration Certificates with registered capital of 2.7 million USD and 310.54 billion VND. Up to now, the total number of investment projects in the province's industrial parks is 117 projects. Of which, 28 are foreign direct investment projects, with a total registered capital of 435.05 million USD and 89 are domestic investment projects, with a total registered capital of nearly 10,523 billion VND. There are currently 71 projects in production and business, contributing to job creation for local workers, transforming the industry structure and making positive contributions to the state budget.
According to the Industrial Park Development Plan in the Hoa Binh Provincial Planning for the period of 2021 - 2030, with a vision to 2050, the province plans to have 16 industrial parks with a total area of about 3,904 hectares (including 8 industrial parks planned from the previous period, 8 newly planned industrial parks). The Provincial People's Committee directs departments, branches and localities to actively accompany businesses to speed up site clearance, invest in synchronous infrastructure development, and create clean land funds in industrial parks to attract secondary investors. Preliminary statistics show that the average occupancy rate of industrial parks with infrastructure development investors is 53.6%.
Regarding industrial clusters, with a strategic vision, the province has planned 38 industrial clusters with a total area of about 2,209 hectares (of which 17 industrial clusters were previously planned and 21 were newly added). Up to now, 15/38 industrial clusters have been decided to be established by the Provincial People's Committee with a total area of about 705 hectares; the average occupancy rate of industrial clusters with technical infrastructure investors is 41.3%. Comrade Duong Quoc Thang, Deputy Director of the Department of Industry and Trade, acknowledged: The development of industrial clusters contributes significantly to the economic restructuring, promoting industrial production, services as well as socio-economic development of the locality. The Strategy for the Development of Industrial Clusters and Industrial Clusters in Hoa Binh province to 2030 has identified groups of solutions to improve the operational efficiency of industrial clusters and industrial clusters. Although there are many challenges ahead, this will continue to be an important driving force to promote the restructuring process, creating a breakthrough in development for the industry and handicrafts sector.
The Standing Committee of the Provincial Party Committee has assessed the implementation results of Project No. 07-DA/TU, dated November 1, 2021 on the development of industry and handicrafts in Hoa Binh province for the period 2021 - 2025. From there, the orientation in the coming time is to continue to build and perfect mechanisms and policies to promote the development of industry and handicrafts. Among the key solutions that need to be implemented, the Standing Committee of the Provincial Party Committee emphasized the effective implementation of mechanisms and policies to mobilize investment resources for infrastructure development inside and outside the fences of industrial zones and clusters; especially industrial zones and clusters located in the dynamic areas and key projects of the province. The process of attracting investment in industrial zones and clusters needs to prioritize attracting large industrial projects, reputable enterprises, effective production and business, using high technology in the fields of manufacturing industry, supporting industry, electronics industry, encouraging industrial investment serving agriculture and rural areas... Thereby contributing effectively to restructuring the industry and handicraft industry towards developing high technology content, being environmentally friendly, increasing added value and competitiveness of the industry and products. That is the orientation of sustainable development, contributing to the formation of a new economic growth model in the near future.
