Resolute from policy to project site

According to Mr. Cung Trong Cuong, Director of the Hue City Institute for Research and Development: "The city has transformed from the mindset of "management - asking for and giving" to the model of "administrative service", with a team of officials who are always close to the people, have a firm grasp of the market, have professional knowledge, are creative and are ready to take responsibility".

However, it must be said that site clearance for projects is still one of the biggest bottlenecks in the locality. The huge amount of work and overlapping land records have caused many projects to stall. This is also a constant fear for many investors.

A leader of a real estate business shared: “I appreciate the receptiveness of Hue leaders, but the processing of land acquisition and clearance dossiers still takes months. The government should proactively provide more support.”

To improve the situation, Hue City has accelerated the completion of the land data system with more than 1 million land plots, directly connected to the national population database, helping to shorten processing time and make information transparent. At the same time, the resettlement land fund has been prepared in a relatively systematic manner with more than 6,800 land plots and 1,000 apartments, aiming not only at relocation and compensation, but also at stabilizing and developing long-term livelihoods.

The highlight of the land acquisition process in Hue is the promotion of democracy at the grassroots level by organizing direct dialogues, publicizing compensation plans, and adjusting policies according to reasonable feedback from the people. This is a remarkable step in the context of many places still applying rigid administrative management methods.

For key projects, the city also established a working group under the direct direction, supervision and handling of on-site work by the Chairman and Vice Chairmen of the City People's Committee. Thanks to this, many projects were restarted after a long period of stagnation.

According to Vice Chairman of Hue City People's Committee, Mr. Hoang Hai Minh, most of the key projects in the city are being implemented under the close direction of the government. The city has requested investors to issue specific implementation plans for each project and coordinate with departments, branches and localities to complete administrative procedures.

Remove bottlenecks, tighten discipline

As a centrally-governed city with unique cultural and heritage features, Hue is making good use of special policies under Resolution 38 of the National Assembly , allowing the city to increase its outstanding loans and retain a portion of land use fees. The Hue Heritage Conservation Fund also contributes to creating long-term resources for conservation associated with development.

A highlight that is being highly appreciated is Hue's application of a software system to monitor progress integrating planning, land and site clearance databases. This system not only serves leaders in decision-making but also makes the process transparent, creating trust for people and businesses.

Projects prioritized for completion in 2025 and ready to start construction in 2026 have been clearly classified. Specialized working groups will closely follow each project, remove each bottleneck, and develop a specific, practical roadmap, especially in key areas.

However, besides the positive signals, the lessons from suspended and abandoned projects, typically in Chan May - Lang Co Economic Zone, are still a warning worth paying attention to. Many projects have been licensed for a long time but are still "lying still", occupying large land funds without construction, causing waste of resources, affecting the overall planning and losing opportunities for serious investors. The lack of progress commitment, no timely handling sanctions and lax post-inspection are the main reasons for this prolonged situation.

To overcome this, in managing projects, Hue needs to have more drastic solutions, resolutely withdrawing projects that do not have the capacity to implement. In addition, it is necessary to establish a mechanism of "commitment to implement in stages" with clear timelines, associated with corresponding incentives and sanctions. It is necessary to form a system of periodically evaluating investment efficiency, not only based on registered capital, but also on disbursement rate, job creation, budget contribution and spillover.

Vice Chairman of Hue City People's Committee, Mr. Hoang Hai Minh, emphasized: "In the coming time, we will resolutely handle cases of delay in implementation, as well as strictly handle departments and branches that are slow in carrying out investment procedures."
