Investing 41,372 billion VND to expand the expressway to the West to 6 - 8 lanes

The investment project to expand the Ho Chi Minh City - Trung Luong - My Thuan expressway with a length of 96.13 km will be implemented under the PPP method, BOT contract type.

Project Management Board 7 has just submitted a request to the Vietnam Road Administration (a specialized construction agency) to appraise the Feasibility Study Report of the Investment Project to build and expand the Ho Chi Minh City - Trung Luong - My Thuan Expressway under the PPP method, BOT contract type.

This is a project proposed by the consortium of Deo Ca Group Joint Stock Company, Ho Chi Minh City Technical Infrastructure Investment Joint Stock Company, Tasco Joint Stock Company, Hoang Long Construction Investment Corporation - JSC, CII Service and Investment One Member Co., Ltd. as the project investor.

The Ho Chi Minh City - Trung Luong - My Thuan Expressway expansion investment project has a total length of 96.13 km with the starting point at Cho Dem intersection, connecting with Tan Tao - Cho Dem road (now Vo Tran Chi road) and Binh Thuan - Cho Dem road, in Tan Nhut commune, Ho Chi Minh City; the end point is at Km105+454, the northern end of My Thuan 2 bridge, connecting with the My Thuan 2 bridge construction investment component project and the approach roads at both ends of the bridge, in An Huu commune, Dong Thap province.

According to the approved planning, the Ho Chi Minh City - Trung Luong section has a scale of 10-12 lanes (the section from Cho Dem - Ring Road 4 has a scale of 12 lanes; the section from Ring Road 4 - Trung Luong has a scale of 10 lanes); the Trung Luong - My Thuan section has a scale of 6 lanes.

However, in the divergence phase, the investor proposed that the Ho Chi Minh City - Trung Luong section should have a scale of 8 lanes, the geometric elements (plan, longitudinal section) should meet the standards of a 120 km/h expressway; the Trung Luong - My Thuan section should be expanded to ensure a scale of 6 lanes according to the approved plan; the geometric elements (plan, longitudinal section) should meet the standards of a 100 km/h expressway.

In addition to the non-stop automatic toll collection system, the Project also builds and upgrades the ITS intelligent traffic system according to current regulations, ensuring synchronization within the project scope and neighboring expressways, meeting the requirements for highway operation and exploitation, ensuring synchronous connection of the expressway network.

The project invests in expanding rest stops on the route with a scale of 15 - 20 hectares/side (station Km28+200 with a scale of 20 hectares/side and station Km78+220 with a scale of 15 hectares/side) to meet the needs of people and vehicles traveling on the highway, ensuring a long-term vision.

The total land use area of ​​the Project is estimated to be about 1,045.55 hectares, of which 949.71 hectares were cleared in the previous phase; about 95.84 hectares need to be cleared additionally (6.37 hectares in Ho Chi Minh City; 60.84 hectares in Tay Ninh province and 28.63 hectares in Dong Thap province).

With the above investment scale, the total investment capital of the Project is about 41,372 billion VND, of which the investor's equity is about 6,206 billion VND, and the capital mobilized by the investor is about 35,166 billion VND.

In this Project, the equity ratio is 15% of the total project investment capital; the investor's profit rate is 11.77%/year; the loan interest rate is 10.7%/year.

Project Management Board 7 proposed to organize the selection of investors and sign project contracts in 2025; implementation period from 2025 to 2028; operation and business period of about 21 years and 3 months (starting from 2029).

It is known that the investment in construction and expansion of the Ho Chi Minh City - Trung Luong - My Thuan expressway aims to reduce traffic congestion and contribute to ensuring traffic safety.

Together with the traffic projects being exploited in the region, the expressway will form a complete traffic network in the Southern Key Economic Zone and gradually complete the expressway network in the Mekong Delta region.

The project also contributes to meeting the transportation needs from the Western provinces to Ho Chi Minh City, the Southeast region and other provinces and cities nationwide; creating space and driving force for regional spatial development with a synchronous technical and social infrastructure system, connecting economic centers, international border gates and seaports; improving competitiveness, creating driving force for regional economic development; contributing to ensuring national defense and security; gradually successfully implementing the socio-economic development goals and strategies according to the Resolution of the 13th National Party Congress.
