In order to diversify activities to prevent and combat drowning for children, in recent times, the Party Committee, the government and the Youth Union of Duy Tien town have always focused on directing and promoting swimming lessons for teenagers and children every summer. This is a practical and effective activity, not only helping teenagers and children to exercise and improve their health, but also equipping them with survival skills and limiting drowning accidents.
Arriving at Ha Hoa Tien swimming pool (Hoang Dong ward, Duy Tien town) early in the morning, we saw many officers of Hoang Dong ward's youth union and some parents bringing their children to learn to swim. Waiting for his grandson to practice swimming, Mr. Do Van Thinh (Ngoc Dong residential group, Hoang Dong ward) shared: Being promoted and mobilized by the ward's Youth Union, understanding the meaning and necessity of letting teenagers and children participate in swimming lessons during the summer, my family registered my grandson very early. I think that teaching children to swim not only improves their health but also helps them have skills to prevent drowning accidents. Thanks to the dedicated guidance of the coaches and the ward's youth union, after just over 10 days, my grandson has mastered basic swimming skills. Up to now, he has been able to swim quite a long distance and is continuing to learn other swimming styles.
Secretary of the Hoang Dong Ward Youth Union, Ta Quang Quan, said: This year is the third year that the Ward Youth Union has coordinated with the Ha Hoa Tien Swimming Pool Management Board to organize swimming classes, equipping children with skills to prevent and combat drowning. In 2022, the Ward Youth Union has coordinated to open 3 classes for 60 children in the area. This year, the number of children learning to swim is expected to increase significantly compared to last year. Since the beginning of summer, the Ward Youth Union has opened 2 classes for 45 children to participate; next week, a new class will continue to open. Parents are responsible for picking up and dropping off their children. If any parents are busy working shifts, the Ward Youth Union will assign some members and youth to be responsible for picking up and dropping off the children during swimming lessons.
At Huong Chinh swimming pool (Van Phai residential group, Bach Thuong ward), we found the atmosphere in the swimming class rented by Tien Noi ward Youth Union to be quite lively. Nguyen Ha Linh (12 years old, Tien Noi ward) shared: I have participated in swimming classes for 10 sessions so far. Learning to swim here, I was guided step by step by the enthusiastic coach, from warming up, how to put on a life jacket to basic practice movements, making it easy to learn and absorb.
Ms. Nguyen Thi Loi, Secretary of the Tien Noi Ward Youth Union, said: Before coming here, most of the children did not know how to swim and were afraid to go into the water. Through the class, the children gradually grasped basic swimming skills and became more confident when interacting and handling situations in the water. Since the beginning of the summer, the Ward Youth Union has organized 3 swimming classes, attracting 60 children from 8 to 14 years old to participate. According to the plan, in the summer of 2023, the Ward Youth Union will open 6-8 swimming classes for about 150 teenagers and children. Due to the characteristics of the locality, the parents of the students mostly work in industrial parks, so the Ward Youth Union has proactively rented cars and assigned Youth Union officers to pick up and drop off the children during swimming lessons. The funding for organizing swimming classes is partly facilitated by the local Party Committee and government, partly by socialized sources from organizations and individuals, and the rest is contributed by parents.
Discussing this issue, Mr. Nguyen Huu Thanh, Vice Chairman of Tien Noi Ward People's Committee said: We determined that the organization of swimming lessons and equipping children with skills to prevent and combat drowning in the area is the main responsibility of the local Party Committee and authorities. Therefore, since the directive document of the Duy Tien Town Party Committee and People's Committee, the ward has established a steering committee and assigned specific responsibilities to its members. The ward's Youth Union is directly responsible for propagating, gathering and organizing the transportation of children and teenagers to participate in swimming classes every summer.
The reality in Duy Tien town over the past years has shown that there is still a lack of playgrounds for children during the summer, while the local terrain has many ponds, lakes, rivers, and streams, and there have been many drowning accidents. In response to this reality, in 2018, the Standing Committee of Duy Tien Town Youth Union advised the Standing Committee of the Town Party Committee to issue a document directing the Party committees and authorities of wards and communes to strengthen the organization of swimming lessons and equip children with skills to prevent and combat drowning in the area. Accordingly, every year, the Town Youth Union coordinates with the Departmentof Education and Training to direct the Youth Unions of wards and communes to coordinate with schools to organize swimming classes and equip children with skills to prevent and combat drowning. On the other hand, the Town Youth Union in coordination with local Party committees and authorities proactively contacts organizations and individuals operating swimming pool services in the area to coordinate in teaching swimming to children. The City Youth Union also assigned targets to the Youth Union units in the town, at least every summer vacation, each unit organizes 2-3 swimming classes for teenagers and children. The Youth Union units are responsible for taking the children from home to the swimming pools divided into areas to ensure convenience and safety.
The organization of swimming classes is also one of the important criteria in the annual assessment and classification of the quality of youth union and association organizations. Thanks to the direction, implementation and synchronous implementation, from 2018 to now, the whole town has opened 186 swimming classes in 16 wards and communes, attracting nearly 3,000 teenagers and children to participate. Swimming classes are organized at 12 swimming pools in the town. In 2023 alone, the town strives to open 85 - 90 swimming classes, attracting 1,500 - 1,800 teenagers and children to participate in swimming lessons.
It can be affirmed that the organization of swimming lessons and equipping children with drowning prevention skills implemented by Duy Tien Town Youth Union in wards and communes in the area in recent times is a meaningful and practical work, not only helping the majority of teenagers and children in the area to exercise, improve their stature, but also equipping them with survival skills, limiting drowning accidents. Hopefully, the results and practical experiences in Duy Tien town will be studied and applied by local Party committees, authorities and youth organizations in the province, thereby contributing to minimizing tragic drowning accidents in children.
