(QBĐT) - To achieve the goals of Resolution No. 21-NQ/TW on population work in the new situation, the Quang Binh Health sector identifies that communication work plays an important role in raising people's awareness of population-family planning (DS-KHHGĐ) issues.
Diversify forms of propaganda
In recent times, the Department of Population and Family Planning (Department of Health) has promoted propaganda activities to gradually raise people's awareness, create changes, and change behaviors about population and family planning. In particular, focusing on widespread implementation to all levels, sectors, agencies, organizations, communities, families, clans and especially couples of childbearing age. The propaganda content is practical, vivid with many diverse and rich forms, attracting everyone's attention.

In 2023, the province organized nearly 500 training conferences, consultations and talks on the scale, structure and quality improvement of population with more than 26,500 participants. The Department has proactively coordinated and integrated propaganda on population and family planning work with departments, branches and organizations and signed agreements with local press units, the Provincial Fatherland Front Committee, and the Provincial Women's Union to promote propaganda andeducation to all people to implement the Party's policies and the State's laws on population work in the new situation... At the same time, mobilize all people to well implement policies on population and family planning, focusing on issues of concern, such as: Giving birth to the third child or more, gender imbalance at birth, improving population quality...
In addition, the department has increased the replication of communication products and distributed to the grassroots over 8,200 copies of the Population and Family Planning newsletter, nearly 1,400 copies of the document "Guidelines for direct communication on adolescent reproductive health care", nearly 2,000 handbooks "Guidelines for communication on Population and Family Planning in ethnic minority areas for units with ethnic minorities". At the same time, it has maintained special topics, pages, columns, broadcast many news, articles, and propaganda reports on mass media at the provincial and district levels; built new and repaired propaganda panels on Population and Family Planning work throughout the province.
In particular, on the occasion of Thalassemia, World Population Day, World Contraception Day September 26, International Day of the Elderly, International Day of the Girl Child, National Action Month on Population and Vietnam Population Day..., the whole province organized more than 1,600 group counseling and household counseling sessions on improving the quality of population and family planning; communicated more than 4,000 sessions on loudspeakers of communes, wards and towns.
At the same time, coordination with health units in districts, towns and cities continues to be effectively implemented, communication activities are built in accordance with the characteristics of each region's population and the actual conditions of the locality. In particular, focusing on promoting the content of improving the quality of population through the activities of models and projects, such as: Prenatal and newborn screening; counseling, health check-up before marriage; controlling the rate of increase in sex at birth; health care for the elderly; improving the quality of population of ethnic minorities...
The Provincial Department of Population and Family Planning also promotes direct communication activities through the population staff at all levels and grassroots health care to propagate and mobilize to form and sustain positive behaviors in population and family planning among all classes of people... Thereby, many good models, typical advanced examples of population and family planning work have been maintained and replicated, creating a widespread spread in the community and the whole society, such as the model "Residential areas without people giving birth to the third child or more", "Reducing the rate of giving birth to the third child or more and minimizing the gender imbalance at birth", club activities "Adolescent and pre-marital reproductive health"... have contributed significantly to changing the behavior of implementing population and family planning policies in a positive direction of the people in the area.
There are still many challenges in population and family planning work.
Head of the Provincial Department of Population and Family Planning Phan Nam Binh said that thanks to good communication work, combined with strengthening, developing and improving the quality of family planning services, in recent years, population and family planning work in the province has achieved many positive results. Population quality has been increasingly improved, especially in ethnic minority areas, particularly disadvantaged areas, coastal areas...
Notably, the implementation of service package targets in the annual campaign has met and exceeded the plan: In 2023, the total number of couples applying modern contraceptive methods was over 46,800 cases, reaching 107.6% of the plan. The number of children born as the third child or more tends to decrease (in 2023, there were 2,362 children who were the third child, accounting for 20.59%, down 0.98% compared to 2022).
In 8 districts, towns and cities, the regular activities of 33 adolescent and pre-marital reproductive health clubs with the participation of more than 1,200 members are maintained; at the same time, periodic health check-ups are conducted for the elderly at the grassroots health care for nearly 26,000 elderly people. Elderly health care activities in the community are increasingly being implemented synchronously and in a variety of implementation methods, creating opportunities for the elderly to share and exchange knowledge related to elderly health care, contributing to helping the elderly live happily, healthily, and usefully... which is highly appreciated by the community.
According to the Ministry of Health, Vietnam's population size in 2023 is about 100.3 million people, with a population growth rate of 0.84%. The number and proportion of working-age population accounts for nearly 70%, in the golden population structure period. Population quality has improved in many aspects such as physical condition, life expectancy, educational level, reproductive health counseling; reducing early marriage, consanguineous marriage... However, Vietnam's population model is paradoxical such as the replacement fertility rate in mountainous areas is higher than in the plains, in rural areas is higher than in urban areas; the poorest group often has more children than the remaining groups. The sex ratio at birth is still high compared to the natural balance (104-106 boys/100 girls)... |
However, according to Mr. Phan Nam Binh, besides the achieved results, the work of population and family planning still has difficulties and challenges: The birth rate in 2023 is 11.71%o, an increase of 1.4%o compared to 2022; the sex ratio at birth is still high (105 males/100 females) compared to the natural balance.
The situation of cadres and party members who are not exemplary in implementing the population and family planning policy is increasing. In addition, the human resources for population work are not commensurate with the assigned tasks and requirements in terms of both quality and quantity from the provincial to grassroots levels. In particular, the limited local budget affects the implementation of targets, tasks and activities of projects to improve the quality of population.
“To continue to successfully complete the tasks, especially measures to control the birth rate and give birth to the third child or more, in the coming time, the Department of Population and Family Planning will focus on coordinating to strengthen propaganda and mobilization work to all people on the Population Ordinance, Resolution No. 21-NQ/TW and Action Program No. 18/CTr/TU of the Provincial Party Standing Committee on population work in the new situation...; strengthen the campaign to provide population and family planning services in communes with high birth rates, disadvantaged communes, ethnic minority and mountainous communes.
At the same time, closely coordinate with Quang Binh Newspaper, Provincial Radio and Television Station and local cultural-information-sports centers to build specialized pages, columns, reports, and media events on population and family planning to change awareness and sustainably maintain positive behaviors on population and development among all classes of people," Mr. Phan Nam Binh emphasized.
