Promote emulation movements, determined to successfully achieve goals and tasks in 2024

On the morning of January 12, the Provincial People's Committee held a conference to summarize the patriotic emulation movement in 2023 and launch the patriotic emulation movement in 2024.

Widely deploy patriotic emulation movements

In 2023, the emulation and reward work of the province has had clear changes in both quality and quantity. The work of issuing documents has been focused on, ensuring timeliness and synchronization with the documents of the Central Government. Emulation movements in batches and on topics have been launched to effectively carry out the political tasks of the locality, enthusiastically responded by all classes of people, creating a vibrant emulation atmosphere in the province. Emulation movements are regularly launched and widely deployed in all fields of socio-economy, national defense - security, and political system building; the content and forms are rich and practical, closely following the political tasks of the province, of each agency, unit, and locality. The work of discovering, fostering, and replicating advanced models has been implemented methodically and effectively and received the attention of agencies, units, and localities in many rich and diverse forms, bringing about positive results. With the spirit of emulation, the consensus and determination of the entire political system and the enthusiastic response of the people, in 2023, the socio-economic, security and defense in the province achieved positive results. Gross regional domestic product (GRDP) in the province increased by 7.37% compared to 2022 (exceeding the national average). Budget revenue in the province reached over 11,000 billion VND. In particular, it was the first year that Thai Binh province achieved a record of attracting FDI capital of 3 billion USD, the highest ever, ranking 5th in the country. Cultural and social fields were focused on comprehensive development. Discipline and administrative discipline in state agencies were strengthened. National defense, security and social order and safety were maintained stably.

Determined to successfully achieve goals and tasks in 2024

Launching the patriotic emulation movement in 2024, the Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, Chairman of the Provincial Emulation and Reward Council requested all levels, sectors, localities and units to promote practical and effective emulation movements, striving to successfully implement the goals and tasks of socio-economic development in 2024. Continue to implement the emulation movements: "The whole country joins hands to build new rural areas"; "Responsibility, discipline, strengthening reforms, taking advantage of opportunities, breaking through" in the province; "Digital transformation" in the period of 2023 - 2025 in the province and emulation movements launched by departments, sectors and localities.

Launch and implement new emulation movements in line with political tasks and practical situations. All levels, sectors and localities are determined to overcome all difficulties and challenges, maintain the spirit of solidarity, self-reliance, proactive adaptation, flexibility, drastic, scientific and effective actions, actively innovate and create with the spirit of "Discipline, responsibility; proactive and timely; accelerated innovation; sustainable efficiency".

Focus on proactive, flexible, timely, effective direction and management, closely coordinating, synchronously and smoothly between policies. Closely follow the practical situation, respond to policies promptly and appropriately, especially to urgent issues arising in the short term, while effectively implementing tasks and fundamental solutions in the medium and long term. Unleash resources, seize breakthrough opportunities to create conditions for investment and development. In particular, with the highest spirit and determination to "overcome the sun, overcome the rain"; when there is work, it must be completed, regardless of holidays, festivals, and New Year; when the goals and objectives are clear, be determined to achieve them; do not be discouraged or back down when facing difficulties in order to effectively implement key projects and works.

Right from the beginning of 2024, it is necessary to focus on immediately implementing key tasks such as: organizing the announcement of the Provincial Planning for the period 2021 - 2030, with a vision to 2050 approved by the Prime Minister so that all levels, sectors, agencies, organizations, business communities and all people know, understand and agree on awareness for implementation; organizing production and starting construction of projects right from the beginning of the year to create new momentum and new spirit to promote the socio-economic development of the province. Prepare well the conditions to serve the people to welcome the New Year and the Lunar New Year of Giap Thin 2024 happily, healthily, safely and economically. Focus on reviewing and understanding the living conditions of policy beneficiaries, people in difficult circumstances, poor households, social protection beneficiaries, workers, laborers, etc. to care for and promptly support, ensuring that everyone can enjoy Tet and welcome spring.

Effectively carry out administrative reform; continue to promote the responsibility, discipline, and public service discipline of cadres and civil servants at all levels and sectors, especially the responsibility of leaders. Review, adjust and promptly supplement mechanisms and policies towards openness, transparency, openness, creating favorable conditions for people and businesses; improve the investment environment, enhance competitiveness to attract large-scale foreign investment projects, high-tech content, economical use of land, labor and contributing much to the provincial budget...

Promote personal responsibility, civil servants, public employees, especially the responsibility of leaders and need to do a good job in personnel work. Timely commend, reward, plan, train, and foster experienced, qualified, enthusiastic people with the desire and aspiration to contribute. Promote the spirit of solidarity and shared responsibility in Party committees, authorities, and the entire political system at all levels; thereby creating high consensus among the people to effectively organize the implementation of policies, guidelines, and plans for socio-economic development of the province.

Innovate, create positive and effective changes in the work of commendation, ensure accuracy, publicity, transparency, and set an example. Pay attention to rewarding small groups and individual workers directly. Discover advanced models and new factors through emulation movements and task performance to have appropriate and timely forms of commendation. Promote propaganda, discovery, training, and replication of advanced models, new models, and new factors. Media agencies increase the time, build special pages and columns on patriotic emulation movements, advanced models, good people and good deeds to commend, honor, replicate, and create a spread.

Strive for every sector, every level, and every locality to have more and more advanced models. The Provincial Fatherland Front Committee, unions, socio-political organizations, social organizations, and socio-professional organizations at all levels closely coordinate with Party committees and authorities at all levels, promote the strength of the great national unity bloc in mobilizing union members, association members, cadres, civil servants, public employees, workers and people of all walks of life to actively respond to and participate in emulation movements, so that emulation movements are truly a driving force and have a positive impact in successfully implementing the tasks and socio-economic, security and defense targets of the province in 2024 and the 5-year plan (2021 - 2025).
