Accordingly, to continue implementing the Prime Minister 's direction in Official Dispatch 766/CD-TTg dated August 24, 2023 on strengthening solutions to prevent, stop and handle "black credit" activities, the State Bank requires credit institutions and foreign bank branches to proactively balance capital sources, promote diversification of credit programs and products suitable to the needs of each target group and customer segment, especially the need for legitimate and legal loans to serve people's lives and consumption.
Strengthen digital transformation, drastically deploy and promote the application of science and technology to speed up the processing time of customers' loan applications, promote the review and simplification of internal processes and procedures to create maximum convenience for customers to borrow capital.
At the same time, the organization shall immediately deploy solutions to apply data from the national population database in lending activities to serve people's living and consumption needs; consider and decide within its authority the application of solutions to apply population database in evaluating borrowers provided by the Ministry of Public Security , ensuring safe and effective lending activities, creating conditions for people to access bank credit sources.
On the other hand, promote communication work, disseminate knowledge, widely, fully, clearly and promptly inform about loan programs and products, as well as ways to access capital so that people can grasp and access policies.
Periodically on the 12th of each month, report to the State Bank (Monetary Policy Department) on the situation of customers accessing loans via electronic means.
