On the morning of May 5, the 9th Session of the 15th National Assembly solemnly opened at the National Assembly House, Hanoi.

At the opening session, presenting the Supplementary Assessment Report on the results of the implementation of the socio-economic development plan and the state budget in 2024; the implementation of the socio-economic development plan and the state budget in the first months of 2025, Prime Minister Pham Minh Chinh stated that, in the context of many difficulties, the results achieved in 2024 are very valuable, proud, better than in 2023 in most areas, especially maintaining "warm inside, peaceful outside", highly appreciated by the people of the whole country and the international community; creating momentum for reform, creating development force, creating a vibrant atmosphere and creating firm trust of the people in the leadership of the Party.

Regarding the implementation of the socio-economic development plan and state budget in the first months of 2025, the Prime Minister said that GDP growth in the first quarter of 2025 is estimated at 6.93%, the highest compared to the same period in the 2020-2025 period. In particular, tourism is a bright spot, attracting nearly 7.7 million international visitors, the highest ever, up 23.8% over the same period.

The cultural and entertainment industries have shown positive signs of development with many unique and creative cultural products and activities. The country's major anniversaries and traditional festivals are solemnly and meaningfully celebrated, such as the 95th Anniversary of the Founding of the Communist Party of Vietnam, the Hung Kings' Commemoration Day, etc.; the military parade, march and many national events celebrating the 50th Anniversary of the Liberation of the South and National Reunification were successfully organized, affirming the heroic history of the nation, strongly fostering the spirit of patriotism, deeply expressing gratitude to revolutionary generations, and consolidating the great national unity bloc.

Regarding the main tasks and solutions in the coming time, the Prime Minister stated that to achieve the growth target of 8% or more, the economic scale reaching over 500 billion USD (expected to rank 30th in the world, up 2 places), and GDP per capita in 2025 reaching over 5,000 USD, all levels, sectors, and localities are required to continue to resolutely, synchronously, and effectively implement the tasks and solutions set out in all fields.

In particular, closely monitor the international and domestic situation, proactively forecast and have flexible and timely policy responses, especially to the new US tariff policy; prioritize promoting growth associated with macroeconomic stability, controlling inflation, ensuring major balances of the economy. Strengthen trade promotion; resolutely prevent and combat smuggling, trade fraud, counterfeit goods, fake goods, poor quality goods, especially medicines, nutritional products and functional foods; prevent, strictly handle and end false advertising.

Effectively restructure industries and sectors. In particular, develop tourism with the motto "Unique products - Professional services - Convenient procedures - Competitive prices - Clean and beautiful environment - Safe, civilized and friendly destinations". Well implement the 2025 tourism stimulus program. Consider and decide to exempt entry visas for a limited period for some people who are scientists, businessmen, artists, athletes... and citizens of some countries, especially traditional friends and important partners. Build a "Duty-free port" model to turn Vietnam into a major logistics center.

In addition, develop culture, constantly improve the material and spiritual life of the people. Organize well the activities to celebrate major holidays and important events of the country. Presenting the Verification Report, Chairman of the National Assembly's Economic and Financial Committee Phan Van Mai said that in 2024, our country's socio-economic situation will recover positively, achieving all 15/15 main targets, creating comprehensive changes in all areas. In the first months of 2025, the macro economy will be stable; inflation will be controlled; industry, trade, services, and tourism will grow positively; foreign investment attraction will continue to flourish; science and technology, innovation, and digital transformation will be promoted.

The fields of culture, society, health, social security, sports, and media are of interest. Political stability; national independence and sovereignty are maintained; security and social order are guaranteed. Foreign affairs are proactive, comprehensive, and effective, expanding development space and enhancing the country's position. In particular, the national parade and march to celebrate the 50th anniversary of the Liberation of the South and National Reunification has aroused national pride and strongly encouraged the aspiration to build a prosperous and happy country.

According to Phan Van Mai, Chairman of the National Assembly's Economic and Financial Committee, in order to successfully achieve the GDP growth target of 8% or more in 2025, creating a solid foundation for a period of double-digit growth in the following years, it is necessary to focus on synchronous, drastic and flexible implementation of tasks and solutions.
