Strengthen the movement to prevent smuggling, trade fraud and counterfeit goods

Prime Minister Pham Minh Chinh directed the establishment of a special working group of the Government and localities; launching a peak campaign to attack, fight, prevent and repel crimes of smuggling, trade fraud, counterfeit goods, copyright infringement and infringement of intellectual property rights nationwide from May 15 to June 15, 2025. This is not simply a campaign of inspection and suppression, but also a strong statement of action, demonstrating that the Government does not accept any business activities that violate the law.

In recent times, the situation of smuggling, trade fraud, counterfeit goods, and goods infringing intellectual property rights has become complicated, widespread, and involves many subjects, affecting people's health and trust, causing confusion and anxiety in public opinion about the fight against the work of functional forces, affecting social order and safety and the development of the country.

Since the beginning of the year, there have been many cases of smuggling, trade fraud, counterfeit goods, and poor quality goods with huge quantities discovered. Statistics from the market management force show that in the first 5 months of 2025, more than 34,000 violations were detected and handled; of which, more than 8,200 cases of trading and transporting prohibited and smuggled goods, more than 25,100 cases of trade fraud and tax fraud. The state budget collected more than 4,897 billion VND. Nearly 1,400 cases were prosecuted with more than 2,100 subjects.

In particular, cases related to counterfeit goods and intellectual property violations amounted to more than 1,100 cases, concentrated in groups of goods that directly affect people's health such as pharmaceuticals, cosmetics, food, etc. In response to this situation, the Prime Minister issued Official Dispatch No. 65/CD-TTg dated May 15, 2025, Official Dispatch No. 72/CD-TTg dated May 24, 2025 and Directive No. 13/CT-TTg dated May 17, 2025 to direct on this issue.

Accordingly, the Prime Minister not only requested drastic handling but also launched a nationwide emulation movement, assigning specific tasks to each locality, ministry and sector. A special task force and interdisciplinary inspection teams will be established to go to the site, urge and handle responsibilities if localities allow laxity to occur.

For Quang Tri, in recent times, departments, branches, localities and functional forces have made efforts in the fight against smuggling, trade fraud, counterfeit goods and infringement of intellectual property rights, achieving many results, contributing to improving the business environment, ensuring security and order, creating momentum for socio -economic development.

However, smuggling, trade fraud, counterfeit goods, smuggled goods, and goods of unknown origin are still being sold openly and increasing rapidly on the internet; infringement of intellectual property rights is becoming increasingly complex.

To prevent, repel and eventually end smuggling, trade fraud, counterfeit goods, and intellectual property rights infringement, and effectively implement Directive No. 13 and Official Dispatch No. 65/CD-TTg of the Prime Minister, the Standing Committee of the Quang Tri Provincial Party Committee has directed the Provincial Party Committee, the Provincial Vietnam Fatherland Front Committee, socio-political organizations, Party committees, authorities at all levels and functional forces to effectively perform a number of key tasks.

In particular, continue to thoroughly organize and seriously and effectively implement the directions of the Government, the Prime Minister, and the National Steering Committee 389 on crime prevention, smuggling, trade fraud and counterfeit goods, especially Directive No. 13 of the Prime Minister.

Strengthen state management, launch a high-profile campaign to combat and prevent smuggling, trade fraud, counterfeit goods, copyright infringement, and intellectual property infringement in the province. Develop a plan to implement Directive No. 13 of the Prime Minister. Strengthen inspection and strictly handle cases of smuggling, production and trading of counterfeit goods, goods infringing on intellectual property rights, goods of unknown origin, especially violations in the e-commerce environment; thereby proposing solutions to overcome legal loopholes, perfecting institutions on e-commerce, especially the Law on E-commerce.

In addition, it is necessary to effectively carry out propaganda and dissemination of the Party's guidelines and policies, the State's policies and laws on combating smuggling, trade fraud, counterfeit goods, and infringement of intellectual property rights; regularly meet, dialogue, and listen to the thoughts and aspirations of the people; and strengthen the role of socio-political organizations and people in monitoring and supervising public service activities.

Promote the movement of the entire population to participate in preventing smuggling, trade fraud, counterfeit goods, and infringement of intellectual property rights. Review, inspect, and examine production facilities, wholesale markets, rural markets, grocery stores, supermarkets, and strictly handle cases of production and trade of counterfeit and poor quality goods in the area.

Combating smuggling, trade fraud, counterfeit goods, and intellectual property infringement is a very important and long-term task that the whole society must respond to. This work must be done regularly, comprehensively, continuously, and without stopping with the participation of Party committees, authorities, fronts, organizations, unions at all levels, and the people. Gradually, an honest and transparent business environment will be built and formed, thereby eliminating the source of violations of commercial business laws.
