Promoting the movement to build learning communities.

The work of promoting education and talent development, and building a learning society in the province has always been a priority for Party committees and authorities at all levels, and has been effectively implemented. In particular, the Associations for the Promotion of Learning at all levels, playing a core role, have connected and organized many meaningful activities such as awarding scholarships, commending disadvantaged students who have excelled in their studies, building and maintaining learning models, and contributing to promoting the "Lifelong Learning" movement in the community.

The Hai Long Community Learning Center (Hai Hau District) was established in 2003. Since its inception, the center has become a useful place for local people to live and learn, following the motto "learn what you need." The center's management has proactively advised the local government to invest in equipment and facilities to support teaching, such as offices, computers with internet access, and filing cabinets. The center has built a community library with hundreds of books of various types, including law, science and technology, training materials on farming, livestock breeding, etc., meeting the teaching and learning needs of the people. The center also actively cooperates with organizations and associations such as the Women's Union, the Veterans' Association, and the Youth Union to promote awareness through various forms about the purpose and significance of community learning, so that people understand the role of learning and participate in regular, lifelong learning. In particular, with the goal of raising awareness and improving the intellectual level of the people, serving economic , cultural, and educational development, and ensuring sustainable development, the center regularly surveys and understands the learning needs of the people to build monthly, quarterly, and annual activity plans and programs that are accurate and effective. On average, each year, the Hai Long Community Learning Center opens over 10 specialized classes focusing on topics such as: aquaculture, rice planting and cultivation techniques, understanding pesticides, computer science, winter crop care techniques, porcupine farming, ornamental plant cultivation techniques, reproductive health care, embroidery, etc., with over 1,000 participants. The commune's educational facilities, from preschool, primary, and secondary schools to the community learning center, have all been invested in and built to meet the required standards, and their quality and achievements consistently rank among the top in the district. Annually, officials and civil servants receive training and professional development, with financial support from the commune People's Committee as per regulations. The rate of workers regularly participating in training reaches 92%, of which 65% have vocational degrees and certificates. The movement of learning families is developing strongly. Hai Long commune is recognized as a model "Learning Community" at the district level.

Another exemplary example in the movement to promote learning and talent is Nghia Hung Secondary School (Lieu De town, Nghia Hung district) - one of the high-quality educational institutions in the province. To achieve this result, in addition to professional work, the school always promotes learning and talent, encouraging teachers and students to strive for excellence. Currently, 100% of the families of the school's staff and teachers have achieved the title of "Learning Family" and participate in the "Learning Clan" activities in the locality. Every year, the Learning Promotion Association, in coordination with the school's management board, directs its members to actively improve the quality of teaching; care for and assist students in their studies and lives; and create favorable conditions for staff and teachers to participate in training courses to improve their professional skills. The school fosters mutual care, support, and assistance in work and life, building a united and cohesive teaching staff, effectively implementing "Democracy, discipline, compassion, and responsibility," and wholeheartedly dedicating itself to the cause of education. The school also regularly collaborates with the Parent-Teacher Association and the School, District, and Commune/Township Promotion Associations to implement support programs for underprivileged students, and to encourage and reward students and teachers who excel in teaching and learning. For many years, the school has maintained a scholarship fund to promptly motivate teachers and students to strive for excellence. The school's Talent Nurturing Fund has rewarded and encouraged hundreds of students with high academic achievements and provided scholarships to underprivileged students who excel academically, as well as exemplary school administrators, teachers, and staff with outstanding achievements. Annually, over 80% of students achieve excellent academic performance; 100% of students achieve good or higher conduct grades. Of these, 99.8% achieved good conduct grades. For many years, the school has consistently ranked among the top junior high schools in the province in terms of quality and the percentage of students passing the entrance exam to high school. The school is recognized as an exemplary learning institution.

Over the years, the implementation of learning models in the province has become increasingly systematic, developed, and effective, creating a strong social impact and attracting positive responses from collectives and individuals, especially the dedication, enthusiasm, and high responsibility of the education promotion staff from the provincial to the grassroots level. Families, clans, communities, and learning units in the province all have a correct understanding of the importance of learning for every citizen; each learning clan has established an education promotion committee and operates effectively and systematically, creating favorable conditions for children of school age to attend school, and providing care and education to help them become good children and excellent students. In particular, each unit and residential area, when building a learning community or learning unit, is linked to the movements "All people unite to build a cultured life," "Building new rural areas," and "Building civilized urban areas"... Through this, the cultural life is gradually improved, the economy is developed, human resources are trained, jobs are created, and ways of thinking and doing are changed to jointly achieve the goals of local socio-economic development. Currently, the number of communities achieving the title of learning community in the whole province is 2,154 communities, reaching 89.2%; the number of units achieving the title of learning unit is 987 units, reaching 80%; and the number of learning communities (at the commune level) has reached 100%.

With the close attention and guidance of Party committees and authorities at all levels, the efforts of localities, and the dedication of the education promotion staff, learning models have proven effective, creating a strong social impact and attracting positive responses from collectives and individuals. Particularly noteworthy is the dedication, commitment, and high sense of responsibility of education promotion staff from the provincial to the grassroots level in contributing to building an increasingly strong learning society in localities.
