Promote the movement to build learning communities

The work of promoting learning, promoting talents and building a learning society in the province has always been of interest to Party committees and authorities at all levels and has been effectively implemented. In particular, the Association for Promoting Learning at all levels, with its core role, has connected and organized many meaningful activities such as awarding scholarships, praising disadvantaged students who have excelled in their studies, building and maintaining learning models, contributing to promoting the "Lifelong Learning" movement in the community.

Hai Long Commune Community Learning Center (Hai Hau) was established in 2003. Since its operation, the center has become a useful place for local people to live and study according to the motto "learn what you need". The center's board of directors has proactively advised the local government to invest in equipment and facilities for teaching such as: offices, computers connected to the internet, document cabinets... The center has built a community bookcase with hundreds of books of various types such as: law, science - technology, training materials on cultivation, livestock and poultry farming... to meet the teaching and learning requirements of the people. The center also actively coordinates with organizations and unions such as: Women's Union, Veterans' Union, Youth Union... to promote propaganda in many forms about the purpose and meaning of community learning so that people are aware of the role of learning and participate in regular and lifelong learning. In particular, with the goal of raising awareness and intellectual level of the people, serving economic , cultural and educational development, ensuring sustainable development, the center regularly surveys and learns about people's learning needs to develop monthly, quarterly and annual plans and programs of activities that are correct and meet the set goals. On average, each year, the Hai Long commune community learning center opens over 10 specialized classes focusing on the following contents: aquaculture, rice planting and care techniques, learning about pesticides, informatics, winter crop care techniques, porcupine raising, ornamental plant growing techniques, reproductive health care, embroidery... with over 1,000 students participating in the study. The commune's educational facilities from kindergarten, primary school, secondary school, and community learning center are all invested in building standard facilities according to regulations, with quality and achievements always in the top of the district. Every year, cadres and civil servants are trained and supported by the Commune People's Committee with study expenses according to regulations. The rate of employees who regularly study is 92%, of which 65% have degrees and vocational certificates. The family learning movement is developing strongly. Hai Long Commune is considered a typical "Learning Community" at the district level.

Another typical example in the movement to encourage learning and talent is Nghia Hung Secondary School (Lieu De town, Nghia Hung) - one of the units building high-qualityeducational facilities in the province. To achieve that result, in addition to professional work, the school always promotes learning and talent promotion, encouraging teachers and students to strive to improve. Currently, 100% of the families of the school's staff and teachers have achieved the title of "Learning Family" and participate in the activities of the "Learning Family" in the locality. Every year, the Association for Learning Promotion coordinates with the school's Board of Directors to direct members to actively improve the quality of teaching; care for and help students in their studies and lives; create favorable conditions for staff and teachers in the school to participate in training courses to improve their professional qualifications; caring, visiting, helping each other in work and life, building the school into a united, unified pedagogical collective, implementing well "Democracy, discipline, love, responsibility", devoted to the cause of education. The school also regularly cooperates with the Parents' Association, the Association for Promoting Education of the school, the district and communes and towns to implement forms of support for poor students overcoming difficulties, encouraging and rewarding students and teachers who teach well and study well. For many years, the school has maintained a scholarship fund to promptly encourage teachers and students to strive to improve, in which the school's Talent Nurturing Fund has rewarded and encouraged hundreds of students with high achievements in studying, training and granting scholarships to poor students who overcome difficulties, train well to excel in studying and exemplary school administrators, teachers and staff with outstanding achievements. Every year, the school has over 80% of students classified as excellent academic students; 100% of students have good conduct or better; Of which 99.8% have good conduct. For many years, the school has been in the top of the province's secondary schools in terms of quality and the rate of students passing the high school entrance exam. The school is considered a typical learning unit.

In recent years, the implementation of learning models in the province has become increasingly systematic, developed, promoted effectively, created strong social effects, attracted positive responses from groups and individuals, especially the dedication, enthusiasm, and high responsibility of the team of learning promotion officers from the province to the grassroots. Families, clans, communities, and learning units in the province all have the right awareness of learning for each person; each learning clan has established a learning promotion committee and operated effectively and systematically, creating favorable conditions for school-age children to go to school, take care of and educate them to become good children and good students. In particular, for each unit and residential area, when building a learning community, the learning unit is associated with the movements "All people unite to build a cultural life", "Building a new countryside", "Building a civilized urban area"... Thereby, gradually improving cultural life, developing the economy, training human resources, solving employment, changing the way of thinking, the way of doing to together successfully implement the goals of local socio-economic development. Currently, the number of communities achieving the title of learning community in the whole province is 2,154 communities, reaching 89.2%; the number of units achieving the title of learning unit is 987 units, reaching 80%; the number of learning communities (commune level) reaches 100%.

With the close leadership and direction of Party committees and authorities at all levels, the efforts of localities and the enthusiasm of the team of learning promotion officers, the learning models have been effective, creating strong social effects, attracting positive responses from groups and individuals, especially the enthusiasm, dedication and high responsibility of the team of learning promotion officers from the province to the grassroots in contributing to building an increasingly strong learning society in localities.
