The arrangement must be based on the existing reality of headquarters, traffic infrastructure, means of transport, information technology infrastructure, as well as the requirements for digital transformation in government operations. If necessary, in the initial phase, it is possible to maintain work at multiple headquarters to ensure state management in the merged area, while reducing difficulties in travel and living for cadres, civil servants, public employees and workers.
The Prime Minister emphasized the requirement that the use of public assets after the reorganization must ensure efficiency, transparency, sustainability, avoid loss and waste, and be consistent with practical conditions. Ministers, heads of ministerial-level agencies, government agencies, and chairmen of provincial and centrally-run cities are responsible for organizing the strict implementation of this directive, ensuring that the provision of public services to the people is not affected or interrupted during the transition.
The development of plans for the arrangement, disposition, and handling of public assets must be carried out simultaneously with the process of developing a Project for the arrangement and reorganization of administrative units at all levels; priority must be given to the arrangement and disposition of healthcare,education , and community culture.
The plan for handling surplus assets must be developed according to the guidance of the Ministry of Finance, ensuring “6 clear”: clear people, clear work, clear time, clear responsibility, clear product, clear authority; on that basis, the handling must be implemented according to the issued plan, not to waste assets. Determining the arrangement and handling of assets is one of the bases for considering and evaluating cadres in the process of arranging and streamlining the political system apparatus.
The Prime Minister requested ministries, central agencies and localities to strengthen inspection and examination of the arrangement and handling of assets before, during and after the arrangement of the apparatus and administrative units; assign members of the Standing Committee to directly monitor, direct and lead the arrangement and arrangement of headquarters and facilities in each field and locality; establish working groups to urge and provide direct guidance at agencies, organizations, units and localities with a large volume of headquarters and facilities, complex nature and slow processing progress; strictly handle the responsibilities of collectives and individuals who do not perform or do not fully perform assigned tasks, especially the responsibilities of the heads, affecting the progress and effectiveness of the arrangement and arrangement of headquarters and facilities under their management.
