Ms. Luong Thi Ngoc's household has been assisted by local authorities to resolve land issues to issue a Land Use Rights Certificate and provide funding for house repairs according to regulations.

Most recently, the People's Committee of Yen Lap district issued 2 Decisions on granting the first Certificate of land use rights and ownership of assets attached to land to 2 individuals in the area of ​​temporary and dilapidated houses. Among them, Ms. Luong Thi Ngoc, born in 1962, residing in Zone 6, Ngoc Dong commune, is a near-poor household. Ms. Ngoc is a single mother, in poor health, raising her daughter alone. Sympathizing with her situation, her younger brother gave his sister a small piece of land so that the mother and daughter could have a place to "set up shop", open a small shop selling drinks to earn money to support their lives. The house Ms. Ngoc lives in is temporarily built, without any auxiliary structures.

After being included in the list of people receiving support for house renovation, Ms. Ngoc was supported by the People's Committee of Ngoc Dong commune to complete the procedures for applying for the first Certificate of land use rights and house ownership rights attached to land. The time to complete the procedures until the approval decision was issued only took about 20 days. Ms. Luong Thi Ngoc said: "I don't know what to say other than two words of deep gratitude to the local authorities at all levels for helping me with legal procedures and supporting part of the funding for me to renovate and repair the house I am living in to make it more spacious and solid."

Ngoc Dong commune currently has 25 poor, near-poor households, and meritorious people who have started to build new houses or repair houses. Of these, 14 households have completed the procedures for disbursement. After review, Ngoc Dong commune still has 10 poor, near-poor households, and meritorious people with land problems such as not meeting the conditions in the residential land planning, and are requesting to complete the procedures for measuring, granting, dividing plots, donating, and changing the purpose of land use rights. Up to now, 2 households that meet the conditions have had their land use purposes changed and their land use rights recognized.

Leaders of Ngoc Dong Commune People's Committee visited and encouraged the family to repair their house to make it more spacious.

Comrade Ha Thang Long - Chairman of Ngoc Dong Commune People's Committee said: "The movement to eliminate temporary and dilapidated houses has received attention from local Party committees and authorities, spreading to each residential area. Recognizing that the subjects are poor and near-poor households, the majority of the policy beneficiaries are disadvantaged people with limited understanding of legal procedures, the commune officials go to each house to check, grasp the situation and promptly take measures to help people to speed up the progress of eliminating temporary and dilapidated houses in the area".

As of April 20, 418/488 eligible households in the district have started construction and repair of their houses. The remaining 70 households will continue to build and repair new houses from now until the end of June 2025 with a total mobilized resource of over 45.5 billion VND and many days of contributed labor.

The policy of eliminating temporary and dilapidated houses has become a widespread movement not only in Yen Lap district but also spread throughout the province.

Comrade Dinh Hai Nam - Vice Chairman of Yen Lap District People's Committee said: "The propaganda and mobilization work to eliminate temporary and dilapidated houses has been paid attention to and widely implemented. The work of mobilizing resources has been carried out flexibly, suitable for all subjects. The implementation process is proactive, creative and flexible such as reviewing and classifying subjects to assign responsibilities to each sector and organization, connecting sponsors with households, for households that are not able to respond, the authorities at all levels are creative in the form of turnkey to help disadvantaged households have housing".

Regarding land issues, in the coming time, the district will continue to direct all levels, sectors and organizations to resolutely resolve issues and difficulties related to land use purposes, update and adjust land use planning and plans, and issue land use right certificates to facilitate the construction and repair of houses for families eligible for support. Thereby, contributing to speeding up and completing the progress of eliminating temporary and dilapidated houses in the locality.
