Immediately after the Ministry of Education and Training (MOET) announced the regulations for junior high school and high school admissions from 2025, some localities said that the third exam subject for 10th grade admissions will be English.

In particular, the Department of Education and Training of Ho Chi Minh City is the first unit to finalize the third subject in the 10th grade exam as English. Mr. Ho Tan Minh - Chief of Office of the Department of Education and Training of Ho Chi Minh City said that choosing a foreign language (mainly English) as the third subject in the 10th grade exam is in line with the education and human resource training strategy of Ho Chi Minh City and the plan to strive to soon make English the second language in schools as concluded by the Politburo .

Along with that, 3 other localities, Tien Giang , Khanh Hoa, Quang Nam, are also expected to choose English as the third subject for the 10th grade entrance exam. According to the leaders of the Department of Education and Training of the above localities, English is a suitable choice, helping to motivate and encourage students to increase their study of this subject in the context of international integration. Mr. Le Quang Tri - Director of the Department of Education and Training of Tien Giang province, acknowledged that students need to be good at English to access documents and information during their studies. When entering the labor market, they need to use this language to work and communicate.

At this time, not only 9th grade students but also teachers and parents in Hanoi are still "waiting" for the third exam subject for 10th grade. Hanoi is a locality with an educational scale that accounts for 1/10 of the whole country. The number of 9th grade students entering the 10th grade high school exam every year is also very large, with about more than 100,000 candidates taking the exam. Every year, Hanoi recruits more than 60% of junior high school graduates to enter 10th grade public high schools, so the exam plan and the 10th grade public high school exam always attract the attention of many people.

Previously, to facilitate teaching and learning in secondary schools and students to be proactive in learning and reviewing, from the end of August 2024, the Hanoi Department of Education and Training announced the format structure and sample questions for the subjects: Math; Literature, English, History and Geography, Natural Sciences, Information Technology, Civic Education. At the same time, it affirmed that this was the basis for building a question bank and making 10th grade exams according to the 2018 General Education Program.

Regarding the upcoming 10th grade entrance exam, Director of the Hanoi Department of Education and Training Tran The Cuong said that based on the structure and format of the 10th grade entrance exam for the 2025-2026 school year, the Hanoi Department of Education and Training requested that the Departments of Education and Training direct and guide schools to strengthen the construction of question banks and test matrices according to the requirements of the subject and organize for students to practice thoroughly; encourage schools to build a digital library of test questions to enhance exchange and mutual support. Currently, the Hanoi Department of Education and Training is in the process of developing a plan for 10th grade high school admission, including reviewing, calculating, and consulting with experts to agree on the third exam subject. After that, the Department of Education and Training will submit it to the City People's Committee for consideration; and announce it immediately after approval.

Mr. Nguyen Xuan Thanh - Director of the Department of Secondary Education (Ministry of Education and Training) said that the Ministry does not fix the third subject of the 10th grade entrance exam to be Foreign Language because students will neglect other subjects, leading to disadvantages when entering high school. In response to the requirement of fundamental and comprehensive education reform, the responsibility of secondary schools is to ensure comprehensive teaching and learning, helping students to be fully equipped with basic general knowledge, creating a foundation for them to continue studying at higher levels and have good career orientation. If the third subject is fixed, from grade 6, students will only focus on the subject they will take the exam, affecting the time and quality of studying other subjects, not ensuring the goal. For example, if the regulation is "rigid" about three subjects: Math, Literature and English, students will only focus on studying these three subjects, not spending time on History, Geography, Natural Sciences, etc.

Regarding the regulation that the third exam subject or paper is announced after the end of the first semester but no later than March 31 every year, Mr. Nguyen Xuan Thanh said: The Ministry of Education and Training has calculated to balance students to focus on completing all subjects according to the program but still have enough time to review, prepare both knowledge and psychology for the exam subjects, ensuring fairness among all localities across the country for students to study and review for the exam.
