Proposal not to recover capital for the 2022 national target program

Comrade Lo Thi Luyen, Deputy Head of the Provincial National Assembly Delegation, spoke at the discussion on October 24, 6th session, 15th National Assembly .

Giving opinions on the implementation of the 2023 Socio-Economic Development Plan and the 2024 Socio-Economic Development Plan, delegate Lo Thi Luyen proposed that the Government assign the Ministry of Education and Training to research and survey the situation to find solutions to better implement the content of political ideology, ethics, and good lifestyle orientation for the young generation, especially in universities. The Government report stated that "Orienting political ideology, ethics, and good lifestyle for the young generation is still difficult", however, there has been no assessment of the implementation results as well as the subjective and objective causes of this difficulty.

Regarding the difficulties and obstacles of localities, delegates suggested that the Government pay attention to directing the implementation of vaccine procurement and supply to ensure sufficient vaccines for the Expanded Immunization Program. The 5th session of the 15th National Assembly issued Resolution No. 99/2023/QH15, which stipulates the allocation of the central budget to continue implementing the National Expanded Immunization Program to ensure consistency and effectiveness nationwide. Currently, localities are still lacking some types of vaccines, for example, in 2023, Dien Bien had a diphtheria epidemic, requiring about 20,000 doses of vaccine to prevent the disease, but the supply was not timely. Delegates hope that in the following years, the supply of vaccines will be stable, with forecasts according to the population growth rate.

Regarding the implementation of the 3 national target programs, delegate Lo Thi Luyen proposed not to recover capital for the 2022 national target program but to continue to extend the disbursement period until the end of the period, because the reason for the failure to disburse was clearly stated in the monitoring report, which was the untimely issuance of guiding documents. After more than two years of implementation, the system of documents has been completed, there is a basis for implementation, but capital is recovered, which is unreasonable.

The disbursement rate of career capital for the 3 national target programs is low, partly due to the fact that the implementation of livestock models is hindered by the provisions of the Animal Husbandry Law on the supply of breeds. At this session, the National Assembly needs to issue a resolution on specific mechanisms and policies to implement the 3 national target programs, which allows localities to use local breeds that are not in accordance with the provisions of the Animal Husbandry Law. Currently, there is no unit that is qualified to supply local breeds. If breeds from other places are used according to standards, they are in fact not suitable for the extensive, small-scale livestock farming of the people, and are not suitable for the local climate, environment, and animal feed conditions. The content on the use of local breeds has been stipulated in Decree 38/2023/ND-CP, however, due to the obstacles of the Animal Husbandry Law, this content has not been implemented so far.

Regarding the implementation of Resolution No. 43/2022/QH15 on fiscal and monetary policies to support the Socio-Economic Recovery and Development Program, it is recommended that the Government promptly allocate the third phase of capital for localities to implement because the Program implementation time is less than 03 months.

In addition, delegate Lo Thi Luyen requested the Prime Minister to pay attention to directing the implementation of the conclusions of the Prime Minister at the working session with the leaders of Dien Bien province in Document No. 160/TB-VPCP dated April 28, 2023. Voters and people of all ethnic groups in Dien Bien province are very happy and excited because the content of organizing the celebration of the 70th anniversary of Dien Bien Phu Victory is included in the main goals and solutions in 2024 and is mentioned by Prime Minister Pham Minh Chinh in the report on the results of the implementation of the socio-economic development plan in 2023, the expected socio-economic development plan in 2024 presented at the opening session of the 6th session of the 15th National Assembly. In the coming time, Dien Bien province hopes to continue to receive the attention and companionship of the Prime Minister in the process of socio-economic development, ensuring the lives of the people.
