Proposal to approve the project "Developing and forming a medicinal plant industry center in Quang Nam with Ngoc Linh ginseng as the main crop"

According to the Provincial People's Committee, in 2022, in Notice No. 135, the Prime Minister agreed on the project "Development and formation of a Center for Medicinal Materials Industry in Quang Nam Province" (referred to as the project); at the same time, the Ministry of Health was assigned to preside over and coordinate with the Ministry of Agriculture and Rural Development, the People's Committee of Quang Nam Province and relevant agencies, localities and units to research and develop.

The content of this project was registered by the People's Committee of Quang Nam province in the 2023 Work Program of the Government and the Prime Minister and was approved by the Prime Minister in Decision No. 48 dated February 3, 2023 on promulgating the 2023 Work Program of the Government and the Prime Minister; Decision No. 53 dated January 15, 2024 on promulgating the 2024 Work Program of the Government and the Prime Minister.

In which, the People's Committee of Quang Nam province is assigned to preside over the construction and the Ministry of Health to appraise and submit to Deputy Prime Minister Tran Hong Ha for consideration and decision.

On this basis, on October 21, 2022, the Ministry of Health chaired a meeting with the People's Committee of Quang Nam province and relevant ministries and branches and issued Notice No. 1413 on the conclusion of Deputy Minister of Health Do Xuan Tuyen at the meeting. The content agreed to change the name of the project "Development and formation of a Center for Medicinal Materials Industry in Quang Nam province" to the project "Development and formation of a Center for Medicinal Materials Industry in Quang Nam province with Ngoc Linh ginseng as the main crop".

“Recently, the People's Committee of Quang Nam province coordinated with the Department of Traditional Medicine and Pharmacy Management - Ministry of Health (a unit assigned by the Ministry of Health) and the Institute of Medicinal Materials - a consulting unit to develop the project according to the assigned tasks. After completing the project outline, on October 11, 2023, the Project Editorial Team held a meeting to collect comments and unanimously approved the project outline" - the submission stated.

On April 1, 2024, at a meeting with the Steering Committee and the Project Editorial Team, the Ministry of Health requested Quang Nam to provide additional information on the development of Ngoc Linh ginseng and medicinal herbs in neighboring provinces and cities to identify raw material sources for the Medicinal Materials Industry Center.

On this basis, on May 10, 2024, the People's Committee of Quang Nam province issued Official Dispatch No. 3304 to the People's Committees of provinces and cities to coordinate in providing information on the development situation of Ngoc Linh ginseng and medicinal herbs to supplement the content of building raw material areas of the project.

At the same time, continue to coordinate with the Institute of Medicinal Materials to supplement and complete the project from information of the three provinces of Kon Tum, Gia Lai, and Quang Ngai; request the Ministry of Health to appraise and submit the project to the Prime Minister for consideration and approval.

Quang Nam currently has a total medicinal plant growing area of ​​more than 8,602.9 hectares, distributed in most districts. Of which, there are 9 medicinal plant species grown mainly on quite large areas such as: Ngoc Linh ginseng, cinnamon, Morinda officinalis, cardamom, codonopsis, Gynostemma pentaphyllum, ginger, turmeric, Polyscias fruticosa... Ngoc Linh ginseng alone has a growing area of ​​about 1,243 hectares.
