
* Reporter : What has the Ministry of Science and Technology done in the past to implement Resolution 57 of the Politburo , Deputy Minister?
- Deputy Minister Bui Hoang Phuong : The Ministry of Science and Technology has identified institutional improvement as a top priority task, in line with the spirit of Resolution 57. In the past, many tasks could not be carried out due to "institutional problems", so the first task is to create a synchronous legal corridor not only in the fields of science and technology, innovation, digital transformation but also investment, finance, etc. In just about 10 months, the Ministry has developed 10 laws and submitted nearly 30 decrees and circulars. In particular, the legal documents and decrees this time were issued with the spirit of "immediate implementation", without having to wait for guiding circulars as before, helping to bring the law into life more quickly.


It can be affirmed that Resolution 57 has been vigorously implemented nationwide with the close direction of the Central Steering Committee through weekly meetings to resolve hundreds of related tasks. Unlike before, when only tasks were assigned, now the assignment of tasks is accompanied by specific resource allocation. For example, this year, the Government has added 25,000 billion VND, of which ministries, branches and localities registered about 16,000 billion VND for implementation. Not stopping there, the Government also directed ministries, branches and localities to request support if they encounter difficulties. Large Vietnamese technology enterprises such as Viettel, VNPT,FPT are accompanying and ready to support. Currently, all are focusing on building digital platforms, building national databases, industry data, local data...
With drastic and comprehensive actions, the Ministry of Science and Technology is increasingly proving its pioneering role in promoting science and technology activities, innovation and digital transformation, creating a solid driving force for Vietnam to move quickly and effectively into the new era.

* Reporter : The Law on Science, Technology and Innovation, developed by the Ministry of Science and Technology and passed by the 15th National Assembly at the 9th session (June 2025), is considered an important step to realize the strategic "breakthroughs" of Resolution 57. What has the Ministry of Science and Technology done to soon bring the contents of this law into life?
- Deputy Minister Bui Hoang Phuong : Immediately after the Law on Science, Technology and Innovation was passed by the National Assembly, the Ministry of Science and Technology was assigned to preside over the development and submission to the Government for promulgation of 6 detailed guiding decrees. To date, all 6 decrees have been promulgated. Specifically:

Decree 262/ND-CP details and guides the implementation of a number of articles of the Law on Science, Technology and Innovation regarding information, statistics, assessment, digital transformation and general issues.

Decree 263/ND-CP details and guides a number of articles of the Law on Science, Technology and Innovation on the mechanism of autonomy and self-responsibility of public science and technology organizations, human resources, talents and awards in the field of science, technology and innovation.

Decree 264/ND-CP regulates the national venture capital fund and local venture capital funds.

Decree 265/ND-CP detailing and guiding the implementation of a number of articles of the Law on Science, Technology and Innovation on finance and investment in science, technology and innovation.

Decree 267/ND-CP details and guides the implementation of a number of articles of the Law on Science, Technology and Innovation related to science, technology and innovation programs and tasks; and at the same time provides regulations to promote scientific research, technology development and innovation activities.

Decree 268/ND-CP stipulates and guides in detail a number of articles of the Law on Science, Technology and Innovation on innovation, including: encouraging science, technology and innovation activities in enterprises; recognizing innovation centers; supporting and recognizing individuals and innovative startups; developing network infrastructure and innovative startup ecosystem.
For the contents requiring guidance circulars, the Ministry is urgently drafting and issuing them as soon as possible. At the same time, the functional units of the Ministry will coordinate with relevant agencies to organize propaganda, disseminate new regulations, support and answer questions for organizations, individuals and local Departments of Science and Technology when requested.

* Reporter : Could you please tell us about the role of the Ministry of Science and Technology in implementing Resolution 57?
- Deputy Minister Bui Hoang Phuong : The Ministry of Science and Technology is the standing agency of the Government's Steering Committee on Science and Technology Development, Innovation, Digital Transformation and Project 06. In the process of implementing Resolution 57, the Ministry is assigned the task of coordinating, urging, synthesizing and advising on the implementation of the resolution nationwide. Accordingly, the Ministry is both the focal point for policies and institutions, and the technical center, coordinating inter-sectoral connections, to ensure that the pillars of Science and Technology, Innovation and Digital Transformation develop harmoniously, consistently and complement each other.
It can be affirmed that the implementation of Resolution 57 is not only the responsibility of the Ministry of Science and Technology, but also of the entire political system, all ministries, branches and localities. In particular, the Ministry of Science and Technology has played a very active role. This is clearly demonstrated through the construction and completion of the legal corridor. Along with that, the Ministry of Science and Technology is coordinating with the Ministry of Finance to allocate capital to support the implementation of Resolution 57 for ministries, branches and localities. The Ministry is also responsible for building an organizational framework, an implementation framework for the national database, a framework for building a digital platform, and a framework for e-Government, Digital Government, etc. These are the tasks that the Ministry of Science and Technology is doing every day, every hour.

* Reporter : After nearly 1 year of issuance, how does the Ministry of Science and Technology evaluate the implementation of Resolution 57 at all levels, across the country ?
- Deputy Minister Bui Hoang Phuong : Resolution 57 has created comprehensive changes, from institutions, technology infrastructure, data, to human resources and capacity to master strategic technology. Ministries, branches and localities have issued specific action plans, integrated into the socio-economic development plan for the 2025-2026 period. The Resolution has created a mechanism to promote the science and technology market, innovation and national data to take initial shape; digital transformation in state management has been promoted. A team of domestic and foreign science and technology experts has actively participated, through AI, data and high-tech networks.
However, there are still some difficulties such as science and technology activities still tend to be processing and assembling, some key laboratories are not operating effectively; resources deployed in localities are not uniform; coordination between ministries and branches needs to be further strengthened... In the coming time, the Ministry of Science and Technology will continue to promote its role as a focal point, coordinating with ministries, branches and localities to perfect the institutions on innovation and national data; invest in strategic technology infrastructure and high-quality human resources; focus on synchronously operating the Innovation Portal - Exchange - National Data Center, towards forming a unified and effective science and technology - innovation - digital transformation ecosystem.
* Reporter : Thank you, Deputy Minister!

Immediately after Resolution No. 57 was issued, the Ministry of Science and Technology, as the standing agency of the Government's Steering Committee on Science and Technology Development, Innovation, Digital Transformation and Project 06, proactively and resolutely implemented the tasks assigned by the Government and the conclusions of the Central Steering Committee. Some outstanding results have been achieved:

The work of building and perfecting the legal corridor has been accelerated to remove inherent bottlenecks. The Ministry of Science and Technology has submitted five laws to the National Assembly for approval at the 9th Session, including the Law on Science, Technology and Innovation - which for the first time puts “innovation” on par with science and technology, creating a legal basis to mobilize the participation of all people. At the same time, the Ministry is presiding over the construction of five new draft laws, expected to be submitted to the National Assembly for approval at the 10th Session.

According to Decision No. 1131/QD-TTg dated June 12, 2025 of the Prime Minister, 11 technology groups and 35 strategic products have been identified. The Ministry of Science and Technology is submitting to the Prime Minister for approval the National Science, Technology and Innovation Program, aiming to deploy in 2025 for 4 priority product groups, including: large language models and Vietnamese virtual assistants, AI Camera, mobile robots; 5G devices and systems; blockchain infrastructure and traceability applications, encrypted assets; civil UAVs. The remaining programs are expected to be completed and submitted in December 2025.

The Ministry of Science and Technology has issued a list of 84 national digital platforms, of which 21 have been put into operation, serving two-level e-government and 100% of group A public services. At the same time, the Ministry has also issued the National Digital Architecture Framework - the basis for ministries, branches and localities to build digital architecture in line with the general direction.

In August 2025, the National Portal for Science and Technology Initiatives, Innovation and Digital Transformation (https://sangkien.gov.vn) was officially launched, allowing login via VNeID and online submission of initiatives. The Science and Technology Exchange on the TechmartVietnam platform was officially launched on June 30, 2025, with a physical space at 24 Ly Thuong Kiet (Hoan Kiem, Hanoi) and an online space at: https://techmartvietnam.vn .

The Ministry of Science and Technology has actively promoted international cooperation in the fields of science and technology, innovation and digital transformation. It has negotiated and signed 17 new international commitments and agreements, including 1 Government-level agreement and 16 memorandums of cooperation with strategic partners, thereby contributing to expanding the cooperation network and attracting international resources to serve the development of science and technology and innovation.

According to the Ministry of Science and Technology, besides the achieved results, there are still many shortcomings and limitations that need to be promptly overcome.

National digital transformation and digital infrastructure in some agencies in the political system have degraded and lacked synchronization. Progress in deploying national and specialized databases is still slow; connection and sharing between information systems are ineffective, and the value of data has not been fully exploited. The quality of online public services has not yet met expectations.

Science and technology, innovation and high-tech manufacturing are still mainly processing and assembling. Some key national laboratories are not operating effectively. The mechanism for resolving and granting industrial property protection certificates is still inadequate. The National Initiative Portal on Science and Technology, Innovation and Digital Transformation has not met the requirements of the tasks assigned by the Steering Committee, and has not demonstrated the true role and stature of a national initiative portal. The deployment of strategic technologies is still limited and inadequate.

In the coming time, the Ministry of Science and Technology will continue to closely coordinate with ministries, branches and localities to:
- Focus on deploying strategic technologies prioritized according to the direction of the Party and State.
- Building and perfecting technical infrastructure, creating a solid foundation for the development of high-tech industries.
- Developing high-quality human resources to meet the requirements for effectively implementing key tasks assigned in Resolution No. 57 on breakthroughs in science and technology development, innovation and national digital transformation.
