(QBĐT) - Over two decades of construction and development, with its own strength and the "will of the Party and the people," Dong Hoi City has achieved many important accomplishments in economics , culture-social affairs, national defense-security... With aspirations, vision, and new thinking, the Party Committee, government, and people of Dong Hoi City are determined to create a strong breakthrough to elevate the city to a new level.
Many outstanding and groundbreaking achievements.
Starting from humble beginnings as a town, over the past 20 years, Dong Hoi City has gradually transformed into a modern, civilized, and well-developed urban center. The city's economy has steadily grown, achieving significant growth, with a well-directed economic structure; annual budget revenue has consistently met and exceeded targets with a high percentage of surplus, reaching a total of 17,178 billion VND from 2004 to April 2024.
Industry continues to develop, gradually and effectively exploiting the city's potential advantages. During the period 2004-2024, the value of industrial production increased by an average of 5.42% per year. The city has 6 industrial clusters and 1 small-scale handicraft center operating stably and efficiently. The city's agriculture is developing towards concentrated commodity production, shifting its structure to suit the urbanization process. The value of agricultural, forestry, and fisheries production increased by an average of 3.91% per year.
With the goal of strongly developing service industries, considering service development as a breakthrough area of the city's economy, and tourism development as a key economic sector, the city has oriented and directed the implementation of comprehensive solutions, creating conditions for trade and services to develop and expand in scale, initially exploiting the potential and advantages of the locality.

Infrastructure serving trade, services, and tourism has been invested in, upgraded, and gradually improved, especially supermarkets and markets; hotel and restaurant systems, etc.; at the same time, resources have been mobilized to invest in the construction of Khe Chuoi tourist area (Quang Phu), Bao Ninh 2 beach; expanding and upgrading the infrastructure of Nhat Le, Bao Ninh, and Quang Phu beaches; renovating and beautifying the Mother Suot monument area; completing infrastructure at the pedestrian street, upgrading Bao Ninh beach square...
The number of high-end accommodation establishments and resorts is increasing; new tourism products and types are being diversified and adapted to the tastes and needs of tourists; the potential and advantages of local nature and culture are being leveraged to develop ecotourism products associated with environmental protection, along with the active participation of local communities.
As a result, in 2023-2024, Dong Hoi received over 2,906,000 tourists; the average annual increase during the 2004-2024 period was 6.63%. Notably, in February 2023, Dong Hoi City was awarded the annual Traveller Review Award 2023 by Booking.com, recognizing it as one of the 10 friendliest destinations in Vietnam in 2023.
Many key projects have been built, managed, and operated effectively, creating highlights for the city, such as: Dong Hoi Airport, Nhat Le 2 Bridge, Bao Ninh 1 and 2 beach squares, Nhat Le Park...; urban and residential area projects, such as: Bao Ninh 1 and Bao Ninh 2 urban areas, Phu Hai ward new urban area...
| The total social investment in construction in Dong Hoi City from 2004 to the present is 61,924 billion VND; of which, 12,119 billion VND comes from the state budget, and 49,805 billion VND is mobilized from other sources and from the people. |
Furthermore, the city has also attracted many domestic and foreign investors to invest in commercial, service, and tourism projects, contributing to socio-economic development and creating jobs for workers, such as: Co.opmart supermarket, Vingroup's shopping mall and hotel, Sun Spa Resort... All of these have created an increasingly bright, green, clean, beautiful, and modern urban landscape for Dong Hoi, with all 9 wards achieving the standard of a civilized urban area.
Implementing the smart city development project for the period 2021-2024, the city has installed 31 free Wi-Fi hotspots at beaches, tourist attractions, and historical and cultural sites to serve a large number of residents and tourists. Services such as transportation, postal and telecommunications services, finance and banking, and shopping are increasingly developing to meet the growing demands of tourists and city residents.
Preserving urban identity
The city has invested in restoring and developing traditional festivals, creating significant highlights and impressions for both locals and tourists, such as: the Fishing Festival, the Lantern Festival, the Cù Festival, the traditional boat racing festival on the Nhật Lệ River, and the Bài Chòi Festival... The annual Đồng Hới Culture and Tourism Week, organized on an increasingly large and professional scale, has become a typical and unique cultural activity of Đồng Hới City, aiming to preserve and promote traditional cultural values; to promote and introduce the potential and strengths of Đồng Hới tourism, attract tourists, and promote tourism development.
In particular, the major cultural works of significant political importance, such as the monument to President Ho Chi Minh and the people of Quang Binh, and the temple dedicated to President Ho Chi Minh and the heroic martyrs, which the province invested in building, have created an impressive highlight for the city. These works not only express deep affection and reverence for President Ho Chi Minh but also contribute to the completion of the social infrastructure of Dong Hoi city towards a civilized, modern direction, imbued with national cultural identity in the trend of integration and development.
The national target program for building new rural areas has been implemented decisively. To date, out of the city's six communes, two communes, Duc Ninh and Quang Phu, have been recognized by the Provincial People's Committee as achieving advanced new rural area standards; Thuan Duc and Nghia Ninh communes have completed all 19 criteria to become new rural communes; and the remaining two communes, Loc Ninh and Bao Ninh, have achieved 18 out of 19 criteria and 17 out of 19 criteria respectively.

Currently, all 137 villages and residential areas in the city have spacious community centers equipped with essential facilities for community activities. Poverty reduction efforts have been implemented through various comprehensive solutions, with the poverty rate decreasing from 7.65% in 2004 to 0.28% in 2023. The material and spiritual lives of the people have improved significantly...
A significant step forward for the city is the development of a smart city, effectively serving political tasks, state management, and the building of e-government in the area. The city has effectively put into operation various smart city subsystems, such as: smart citizen applications; traffic monitoring and management; security camera surveillance systems; flood monitoring and warning systems; and the development and upgrading of urban infrastructure management systems. A highlight is the effective utilization of the "DongHoi SmartCity" smart citizen application, which to date has over 40,000 registrations and users, and has received more than 700 feedback comments from citizens.
However, alongside the achievements, during its 20-year journey of construction and development, Dong Hoi City still faces some challenges, such as: development not commensurate with its potential and advantages; some inadequacies in urban management, planning, and infrastructure construction; and a lack of significant progress in urban civilized lifestyles...
With its unique position and achievements, in the coming years, Dong Hoi City is determined to make a strong breakthrough in all fields, completing the criteria of a type II urban area in the direction of sustainable and modern development; continuing to make good use of its potential and advantages, fulfilling its role as the political, economic, cultural, and scientific center of the province, building Dong Hoi into a beautiful, prosperous, and civilized tourist city along the Nhat Le River.
