According to the report of the Land Fund Development Center of Van Ninh district, it is expected that the unit will arrange resettlement for 102 cases affected by the Co Ma New High-end Urban Area Project. Currently, the project is in the land acquisition phase, so the information on resettlement arrangement is only relative. Therefore, the People's Committee of Van Ninh district finds it necessary to increase the number of reserve resettlement land plots by about 20% for the project, as a basis for determining the need to establish a resettlement area construction project. The locality plans to arrange about 120 land plots, each with an area of ^​​150m2 to ^200m2 (similar to the area of ​​land plots arranged for resettlement for households affected by the Van Phong - Nha Trang Expressway Project in the same area). Thus, to have 120 resettlement plots, an area of ^{​​18,000m2} to ^24,000m2 is needed (not including the land area for building technical infrastructure works, such as: roads, sidewalks, drainage systems, trees...).

Ninh Ma resettlement area, phase 1 (in Van Tho commune).

It is known that in the district, there is Ninh Ma Resettlement Area, phase 1 (in Van Tho commune) has invested in building infrastructure to serve the Van Phong - Nha Trang Expressway Project. Currently, this Resettlement Area still has many spare land plots that have not been arranged. Specifically, the total area of ​​this Resettlement Area has been recovered by the locality of more than 6.8 hectares, with about 171 Resettlement lots. However, during the implementation process, based on the actual situation, this Resettlement Area has only completed technical infrastructure within an area of ​​more than 4 hectares with 57 land plots (41 Resettlement lots have just been arranged, 16 lots have not been arranged); the remaining area of ​​more than 2.8 hectares has only been partially invested in items, such as: Raising the roadbed, raising the ground level, making drainage infrastructure. If this area is fully invested, there will be 114 Resettlement lots.

Complete investment procedures for 2 resettlement areas

Mr. Nguyen Thanh Son - Vice Chairman of Van Ninh District People's Committee said that if the Provincial People's Committee allows, the locality will continue to complete the technical infrastructure of Ninh Ma Resettlement Area, phase 1 to divide the resettlement plots. Thus, the land fund for resettlement arrangement for the Co Ma New High-class Urban Area Project will be guaranteed. Completing the technical infrastructure of this Resettlement Area is very convenient because there is no need to carry out land acquisition work. Therefore, the District People's Committee recommends that the Provincial People's Committee consider allocating public investment capital to complete the investment in the remaining items of Ninh Ma Resettlement Area.

It is known that in 2024, the People's Committee of Van Ninh district submitted to competent authorities for approval of phase 2 of the Ninh Ma Resettlement Area Project. However, most of the resettlement area (about 19.2 hectares) of the project has a land use plan that is not in accordance with the Adjustment of the General Planning for the Construction of Van Phong Economic Zone to 2040, with a vision to 2050. Currently, the Management Board of Van Phong Economic Zone is implementing local adjustments to the General Planning for the Construction of Van Phong Economic Zone, expected to be completed before May 31. In addition, in Van Phuoc commune, there is a Resettlement Area on Road 2-9 with an area of ​​about 3.5 hectares, with 99 land lots. This is the Resettlement Area arranged for cases affected by the Van Phong - Nha Trang Expressway Project. During the implementation process, the locality only completed the infrastructure for 40 land lots to suit the actual situation; The remaining 59- lot area has not completed technical infrastructure construction.

Recently, working with leaders of departments, branches and the People's Committee of Van Ninh district on the resettlement plan for the Co Ma High-end Urban Area Project, Mr. Tran Hoa Nam - Vice Chairman of the Provincial People's Committee emphasized that the Co Ma High-end New Urban Area Project is located entirely in Van Phuoc commune. Therefore, the People's Committee of Van Ninh district needs to survey the resettlement site needs to arrange in accordance with the legitimate aspirations of the people. Mr. Tran Hoa Nam assigned the Department of Finance to preside over and coordinate with the People's Committee of Van Ninh district and related departments, branches and sectors to implement the procedures to complete the investment in Ninh Ma Resettlement Area and 2-9 Road Resettlement Area as initially approved, and promptly report to the Provincial People's Committee for consideration and decision.
