According to the draft, the purpose of awarding commendations is to recognize, praise, encourage, and motivate students to cultivate their character, strive for excellence in their studies and lives; and to honor and promote exemplary individuals and good deeds.

The principles of awarding commendations must ensure transparency, objectivity, accuracy, fairness, timeliness, targeting the right recipients, and proportionality between the form of commendation and the achievements attained.

5 forms of reward

The draft regulations stipulate five forms of commendation, including: 1. Commendation in front of the class; 2. Commendation in front of the entire school; 3. Certificate of Merit from the Principal; 4. Letter of Commendation; 5. Other forms of commendation and reward.

Classroom commendations are given to students who exhibit good behavior, have a positive influence on other students in the class, or who show significant progress in their studies and character development. Teachers decide and carry out classroom commendations at appropriate times.

School-wide commendation is given to students with outstanding achievements, exemplary behavior, a positive influence on other students in the school, or students with outstanding academic and behavioral performance. The homeroom teacher proposes that the Principal commend the student in front of the entire school .

Principal's Certificate of Merit : Students who achieve one of the following accomplishments will be considered for a Principal's Certificate of Merit: achieving the standards for student assessment set by the Ministry of Education and Training ; making significant contributions to the class, school, or youth organization activities; actively participating in community activities as recommended by the homeroom teacher and recognized by the class; achieving success in emulation movements, competitions, and contests as prescribed.

The homeroom teacher, based on the students' academic performance, conduct, and achievements, will recommend to the Principal that they be awarded a Certificate of Commendation according to regulations.

Letters of commendation are given to students who have shown significant progress in their studies and conduct, who have surpassed their own limitations, or who have achieved outstanding accomplishments. Teachers, principals, and administrators at all levels will award letters of commendation to students depending on the nature and level of their achievements.

Other forms of commendation and reward: In addition to the forms of commendation and reward stipulated in this Circular, agencies, organizations, and individuals may implement other appropriate forms of commendation and reward to promptly motivate and set a good example for students in their studies and training. For forms of reward as stipulated in the regulations on emulation and reward, the Principal shall commend the student in front of the entire school and submit the case to the competent authority for awarding.

Discipline aims to prevent, deter, and address violations committed by students.

The draft clearly states that the purpose of discipline is to prevent, deter, and address violations by students; and at the same time, to educate and help students recognize their violations; to voluntarily adjust their behavior, rectify the consequences, and consciously cultivate and improve themselves to form disciplined habits and lifestyles.

The principles of discipline are respect, tolerance, objectivity, and impartiality, ensuring students' right to participate and protecting their interests in relevant matters. Disciplinary measures that are violent, insulting to dignity, or detrimental to students' physical and mental well-being should not be used.

Disciplinary measures

Disciplinary measures for elementary school students include: a) Warning; b) Requiring an apology.

Disciplinary measures for students outside of primary school include: a) Warning; b) Criticism; c) Requiring a written self-assessment.

Some key support activities to address misconduct include advising and encouraging students to recognize their misconduct and find ways to correct it; monitoring, advising, and supporting students during the corrective process; and coordinating with students' families and other stakeholders to advise and support students in overcoming their misconduct.

The Ministry of Education and Training is currently seeking feedback on this draft at the Ministry's official website.
