Delegate Tu Anh expressed concern that the removal of ministerial-level inspections would create a gap in quality control of manufactured, imported, and circulated goods in interdisciplinary product groups such as functional foods and children's products. Therefore, she proposed adding regulations to establish the Ministry of Science and Technology as the focal point to preside over and unify national goods quality inspection activities and connect inspection data between ministries and sectors.
In addition, it is necessary to clarify the coordination mechanism between the Government Inspectorate and market management agencies after removing specialized inspection at the ministry.

Delegates from Lam Dong province especially emphasized the strengthening of the role of localities: "The draft only stipulates the responsibility for inspection under the professional agency of the provincial People's Committee, does not mention the commune and ward levels and updates the 2-level local government model. In fact, counterfeit goods, food, cosmetics, clothing... floating in rural wholesale markets are a very common phenomenon. However, the provincial inspection force cannot control in time, the commune and ward levels detect but cannot handle because they do not have enough authority".
Therefore, according to Ms. Tu Anh, the draft law needs to add provisions allowing the People's Committees at the commune level to proactively organize inspections of goods circulating on the market; research to allow the People's Committees of communes and wards to perform some basic functions such as making records, warnings, and even punishing goods that violate quality...
This delegate also proposed to increase the penalty framework for the production and distribution of counterfeit and poor quality goods, " add regulations on repeated administrative violations to increase the penalty of suspension of operations, and expand joint responsibility to transport units showing signs of complicity".
Concerned about the difficulty in controlling and checking all the goods floating on the market, delegate Tran Thi Nhi Ha (Hanoi Delegation) pointed out the inadequacy when the number of products and goods announced or self-announced is increasing, while the post-inspection team is still small and technical means are limited.
According to Ms. Nhi Ha, it is necessary to focus on post-inspection with a focus on key products and goods in the high-risk group or organizations and individuals that have been disciplined for violations many times.
The draft law stipulates that inspections are only allowed when there are signs of violations or when there are reports or warnings from authorities, international organizations or consumers. According to Ms. Ha, the above regulation is passive. This delegate proposed to change from a passive inspection mechanism to a proactive, planned one, based on data analysis and reports from many sources, rather than just waiting until there are violations to handle.
In addition, the Hanoi delegation said that it is necessary to supplement regulations on publicizing post-inspection results and apply a mandatory recall mechanism to thoroughly recall all batches of products at risk of being unsafe, especially high-risk products.
