Proposed guidelines for the operation of traditional medicine in medical examination and treatment facilities

(Chinhphu.vn) - The Ministry of Health is drafting a Circular guiding the activities of traditional medicine in medical examination and treatment facilities to build a legal corridor to guide medical examination and treatment facilities in performing traditional medicine activities, ensuring good health care for the people.

The Ministry of Health said that on January 10, 2014, the Ministry of Health issued Circular No. 01/2014/TT-BYT regulating the functions, tasks, organization and operation of the Department of Traditional Medicine and Pharmacy in state hospitals. After 11 years of implementing the circular, there are some shortcomings that need to be amended to suit the reality.

Specifically, Circular No. 01/2014/TT-BYT has not yet regulated the functions, tasks, organization and operation of the Traditional Medicine and Pharmacy Department for non-public medical examination and treatment facilities.

Examination, treatment and rehabilitation using traditional medicine are not in accordance with current regulations on rehabilitation.

In addition, some functions and tasks of the traditional medicine department have not been specified: Disease prevention, rehabilitation, training, fostering, continuously updating medical knowledge; practicing medical examination and treatment; applying information technology...

There are no regulations on the day treatment department; regulations on the scale and number of hospital beds to regulate the establishment of traditional medicine departments do not meet practical requirements; regulations on only preparing medicine for inpatients are not suitable for practice and the needs of medical examination and treatment.

The above shortcomings lead to limitations in organization; implementation of professional regulations; health insurance payment; human resource arrangement; pharmaceutical work; professional support, and technical transfer.

Therefore, it is necessary to amend Circular No. 01/2014/TT-BYT dated January 10, 2014 of the Ministry of Health regulating the functions, tasks, organization and operation of the Department of Traditional Medicine and Pharmacy in state hospitals, ensuring compliance with current practices and regulations.

Traditional medicine activities of the Department of Traditional Medicine in medical examination and treatment facilities

The draft clearly states that the Department of Traditional Medicine is a specialized department of traditional medicine under the medical examination and treatment facility and is under the direct direction of the head of the medical examination and treatment facility and performs the following activities:

Disease prevention, examination and treatment with traditional medicine; combining traditional medicine with modern medicine and rehabilitation: Including reception, first aid, emergency, medical examination and treatment with outpatient treatment, inpatient treatment, and daytime treatment using traditional medicine methods and techniques.

Organize reception, first aid, emergency care, medical examination and treatment using specialized methods and techniques combining traditional medicine with modern medicine; combining traditional medicine with modern medicine and rehabilitation.

Focal point in implementing activities to combine traditional medicine with modern medicine in general and specialized medical examination and treatment facilities; providing health care, consultation, clinical psychology, clinical nutrition, and infection control according to the provisions of law; using drugs, medical equipment, methods, and specialized techniques of traditional medicine; combining traditional medicine with modern medicine in disease prevention, medical examination, treatment, and scientific research...

Pharmaceutical work, medical equipment, tools, instruments, chemicals, medical supplies : The Department of Traditional Medicine develops plans for medicinal herbs, traditional medicinal ingredients, traditional medicines, herbal medicines, chemical drugs, medical equipment, tools, instruments, chemicals, and medical supplies according to regulations to meet the needs of medical examination and treatment of the Department of Traditional Medicine.

Participate in the hospital's drug and treatment council; the council for inspection of medicinal materials, traditional medicines, traditional drugs, and herbal medicines; organize the processing and preparation of medicinal materials, traditional medicines, traditional drugs, and herbal medicines when meeting the conditions prescribed by law; organize the preparation of herbal medicines for outpatients, day-time patients, and inpatients.

Research, apply science and technology, preserve and develop traditional medicine; combine traditional medicine with modern medicine:
