With the proposal to extend the agricultural land use tax exemption period as currently regulated until December 31, 2030, the amount of agricultural land use tax exempted is about 7,500 billion VND/year.

On the morning of May 13, continuing the program of the 9th session of the 15th National Assembly, at the National Assembly House, the National Assembly listened to the presentation of the Submission and the Verification Report on the draft Resolution of the National Assembly on extending the period of exemption from agricultural land use tax.

Authorized by the Prime Minister, Minister of Finance Nguyen Van Thang presented the Report on the Draft Resolution of the National Assembly on extending the period of exemption from agricultural land use tax as stipulated in Resolution No. 55/2010/QH12 of the National Assembly on exemption and reduction of agricultural land use tax, which has been amended and supplemented by a number of articles according to Resolution No. 28/2016/QH14 and Resolution No. 107/2020/QH14.

According to Minister of Finance Nguyen Van Thang, the draft Resolution was developed to continue institutionalizing the viewpoints, policies, and guidelines of the Party and State on agriculture, farmers, and rural areas in Conclusion No. 54-KL/TW, Conclusion No. 36-KL/TW, Conclusion No. 81-KL/TW, Resolution No. 18-NQ/TW, Resolution No. 19-NQ/TW, Resolution No. 20-NQ/TW; Land Law 2024 and Decisions of the Prime Minister assigning tasks and solutions to amend and supplement tax and fee policies in the direction of facilitating production and business activities of the agricultural sector.

Along with that, implementing the Party and State's policy of hunger eradication and poverty reduction, and at the same time supporting farmers and encouraging the development of agricultural production, the policy of exemption and reduction of agricultural land use tax has been implemented since 2001. According to current regulations, agricultural land use tax is exempted until December 31, 2025 according to Resolution No. 55/2010/QH12, Resolution No. 28/2016/QH14 and Resolution No. 107/2020/QH14 of the National Assembly.

According to Minister Nguyen Van Thang, in order to continue promoting the results achieved by the agricultural land use tax exemption policy, in the coming time, it is necessary to continue implementing the agricultural land use tax exemption as currently regulated in order to continue to encourage organizations and individuals to invest in the agricultural sector, promote land accumulation and concentration, contribute to improving the competitiveness of agricultural products, and ensure compliance with Vietnam's international commitments and international practices.

Continuing to exempt agricultural land use tax until the end of 2030 will not reduce revenue because this is a policy that is being implemented in practice. With the proposal to extend the agricultural land use tax exemption period as currently regulated until December 31, 2030, the amount of agricultural land use tax exempted is about 7,500 billion VND/year.

Minister Nguyen Van Thang said that this will continue to be a form of direct support to farmers, a source of direct financial investment for the agricultural sector, farmers, and rural areas to invest and expand production scale to improve productivity and product quality, thereby helping to create jobs for farmers, improve their lives, and connect with agricultural production activities, contributing to encouraging investment and promoting sustainable development of the agricultural economy. At the same time, it demonstrates the consistent policy of the Party and State on agriculture, farmers, and rural areas; in line with the 5-year socio-economic development strategy and the overall planning for agricultural production development.

Presenting the review report on the above Draft Resolution, Chairman of the National Assembly's Economic and Financial Committee Phan Van Mai said that the majority of opinions in the Standing Committee of the Economic and Financial Committee agreed on the necessity of extending the agricultural land use tax exemption policy in the coming period as proposed by the Government. This is to avoid creating additional costs for agricultural production compared to the current policy being applied, in the current difficult production and business conditions.

The implementation of tax exemption is of great significance, implementing the Party and State's policies and guidelines in supporting and encouraging the development of agriculture, farmers and rural areas, and in reality, there have been no difficulties or problems.

The Economic and Financial Committee agrees with the Government's proposal to submit to the National Assembly for consideration and decision on the Draft Resolution of the National Assembly to extend the period of exemption from agricultural land use tax as prescribed in Resolution No. 55/2010/QH12, Resolution No. 28/2016/QH14 and Resolution No. 107/2020/Q15 until December 31, 2030.

However, the Economic and Financial Committee recommends that the Government consider not exempting agricultural land use tax in cases where land is left fallow or used for purposes other than agricultural purposes. At the same time, it should periodically evaluate the effectiveness of the agricultural land use tax exemption policy from the perspectives of impact on the agricultural economy, farmers' lives and land use efficiency.
