Proposal to increase health insurance support for students to 50%

This information was given at the Conference on implementing a number of new regulations of the Law on Health Insurance (HI) and summarizing the implementation of Decree No. 146/2018, Decree No. 75/2023, Decree No. 02/2025; soliciting opinions on the draft Decree detailing and guiding the implementation of a number of articles of the Law on Health Insurance organized by the Ministry of Health .

According to Vu Nu Anh, Deputy Director of the Department of Health Insurance (Ministry of Health ), the current monthly health insurance premium for students is 4.5% of the basic salary (of which the state budget supports 30%, and the remaining 70% is paid by students themselves).

Regarding this proposal, a representative of the Health Insurance Department said that for students from grades 1-12, in the impact assessment report, the Ministry of Health expects the state budget to increase by VND 3,700 billion to raise the health insurance contribution support level from 30% to 50%.

For the student group, currently about 2.8 million people, the support level remains at 30%. The drafting agency has added this issue and will submit it to the Government in the near future.

Thus, if the health insurance support level is increased to 50%, students only need to pay 631,800 VND/year, equivalent to nearly 53,000 VND/month.

The representative of the Ministry of Health further informed that, in addition to the group of students whose support level is proposed to be increased to at least 50% of the contribution level, the Ministry of Health proposed a number of other groups including: Village and hamlet health workers; village and hamlet midwives; non-professional workers in villages and residential groups according to the provisions of law; people participating in the force participating in protecting security and order at the grassroots level; victims of bombs, mines and explosives after the war; people awarded the title of People's Artisan, Meritorious Artisan according to the provisions of the Law on Cultural Heritage.

According to the Ministry of Health's calculations, with a card purchase support level of 50% and a contribution level of 4.5% of the current basic salary of VND 2,340,000, the estimated budget needed to pay a maximum for these two groups is more than VND 44,800 billion.
