Proposal to increase monthly allowance by 12.5% ​​from July 1 for commune-level officials

The Ministry of Home Affairs is seeking public opinions on the draft Circular guiding the adjustment of monthly allowance levels from July 1, 2023 for commune, ward and town officials who have retired under Decision No. 130-CP dated June 20, 1975 of the Government Council and Decision No. 111-HDBT dated October 13, 1981 of the Council of Ministers.

The subjects of application are commune, ward and town cadres who have retired and are entitled to monthly allowances according to Decision No. 130-CP dated June 20, 1975 of the Government Council and Decision No. 111-HDBT dated October 13, 1981 of the Council of Ministers (hereinafter referred to as retired old commune cadres).

Accordingly, from July 1, 2023, the monthly allowance level for retired elderly commune officials will be adjusted according to the provisions of the Government's Decree adjusting pensions, social insurance benefits and monthly allowances as follows: Increase the monthly allowance by 12.5% ​​compared to the allowance level enjoyed at the time of June 2023 for the above subjects.

The monthly allowance received from July 1, 2023 is calculated according to the following formula: Monthly allowance received from July 1, 2023 = Allowance received at June 2023 x 1.125

In particular, the subsidy level enjoyed at the time of June 2023 is the subsidy level prescribed in Clause 2, Article 2 of Circular No. 02/2022/TT-BNV dated January 29, 2022 of the Minister of Home Affairs guiding the adjustment of monthly subsidy levels from January 1, 2022 for commune, ward and town officials who have retired according to Decision No. 130-CP dated June 20, 1975 of the Government Council and Decision No. 111-HDBT dated October 13, 1981 of the Council of Ministers.

The monthly allowance for retired old communal cadres after adjustment according to regulations is lower than 3,000,000 VND/month, the allowance will be increased as follows: Increase by 300,000 VND/person/month for those with monthly allowance below 2,700,000 VND/person/month; Increase by 3,000,000 VND/person/month for those with monthly allowance from 2,700,000 VND/person/month to less than 3,000,000 VND/person/month.

Based on the above regulations, the monthly allowance from July 1, 2023 (rounded) for retired old commune cadres is as follows: For cadres who were former Party Committee Secretaries, Chairman of the Commune People's Committee: VND 2,782,000/month; For cadres who were former Deputy Secretaries, Vice Chairman, Standing Party Committee, Secretary of the People's Committee, Secretary of the Commune People's Council, Commune Team Leader, Commune Police Chief: VND 2,700,000/month; For the remaining positions: VND 2,517,000/month.
