The owner of this gas station shared: My family's gas station was built a long time ago, the machinery is old and outdated, investing in infrastructure to issue electronic invoices for each sale connecting from the pump to the computer will be very expensive and difficult to implement. Therefore, for now, we will buy a handheld POS machine worth 5 million VND to use to issue invoices for each sale according to state regulations.
This device has an AI camera, a phone application, and uses electronic invoices generated from the cash register. However, this device also has a limitation in that it cannot connect data to the pump, so every time a customer fills up gas, the employee must manually type in an invoice for each sale. The number of invoices issued during the day is saved in the software for tax authorities to check.

A representative of the Bac Nghe I Tax Department said: There are 40 gas stations in Quynh Luu district and Hoang Mai town. In compliance with the Ministry of Finance 's regulations on issuing invoices for each sale of gas, since the beginning of March, all 40 stores have applied electronic invoices for each sale. In which, gas stations mainly use software on phones and handheld POS machines to issue invoices.
It is known that currently, most of the petrol retail stores in Quynh Luu, Hoang Mai town have old infrastructure, it is very difficult to directly connect the pump to the computer, so it is necessary to use a POS machine to punch each time. If invoices are issued from the pump, it is necessary to invest synchronously, each new pump costs hundreds of millions of VND. If there is any improvement in the repair, changing the control program, it is necessary to report and approve the new model according to regulations.
In Do Luong district, most gas stations are now using manual electronic invoices. Mr. Nhu Sy Hien - manager of Cau Tien gas station in Do Luong town shared: Most customers do not get invoices when filling up with gas or oil, but we all base on the number of liters on the pump to issue invoices and send them directly to the tax authority. Currently, the unit has used Viettel 's S-Invoice Electronic Invoice Service software installed on the phone.
This software must be purchased, has the function of creating, creating, sending, receiving, storing and managing invoices, signed with digital signature, has legal value like normal paper invoices; can be converted to paper invoices when needed.
According to the report of the Tax Department of Song Lam 2 area, up to now, 3 districts managed by the unit including Do Luong, Thanh Chuong, Tan Ky have 53/61 gas stations that have issued electronic invoices for each sale. The remaining stores are continuing to upgrade their technical infrastructure to issue electronic invoices for each sale. Most stores use manual electronic invoices using handheld devices.

While gas stations of retail businesses choose to issue invoices using handheld machines, the stores of Nghe An Petroleum Company have invested in synchronously issuing invoices for each automatic sale. Mr. Cao Viet Dong - Head of Business Department, Nghe An Petroleum Company said: Currently, 84 gas stations of the unit have issued invoices for each sale since July 1, 2023. Each store invested over 200 million VND including hardware and software systems to issue automatic invoices. Each time the "trigger" is pulled to turn off the pump, the machine automatically issues invoices for each time to the customer. If the customer does not take the invoice, it is still saved in the machine.
Take decisive and synchronous action
Recently, the General Department of Taxation issued a document directing relevant agencies to synchronously and effectively deploy solutions to successfully implement electronic invoices for each sale of gasoline and oil retail business activities in the area. According to the assessment of the General Department of Taxation, some units have slow implementation progress because the Director has not properly assessed the importance, has not directly participated in directing the local tax authorities; there has not been a specific assignment and assignment of tasks to each department, each civil servant managing the enterprise; has not established a steering committee, working group at the Tax Department to deploy the issuance of electronic invoices for each sale at gasoline and oil retail stores according to regulations. From there, leading to gasoline and oil businesses having a mentality and mindset of procrastination, delaying implementation...

The General Department of Taxation also requested local tax departments to proactively establish inspection teams or advise the People's Committees of provinces and cities to establish interdisciplinary inspection teams to conduct inspections at retail gasoline stores; and impose penalties according to the law for cases of failure to issue or intentional failure to issue electronic invoices.
A representative of Nghe An Tax Department said that, implementing the direction of the Government, the Ministry of Finance and the General Department of Taxation, Nghe An Tax Department has reviewed organizations, businesses and retail stores selling gasoline in the area, requiring them to implement the regulations on issuing invoices for each sale. Up to now, the whole province has had 460/527 gasoline stores applying electronic invoices for each sale (reaching 87%). The remaining stores, the tax branches are continuing to inspect and support to handle problems.
Nghe An strives to complete 100% of the assigned targets by March 25, 2024. If by March 31, 2024, retail gasoline stores do not comply with the provisions of the Law on Tax Administration and Decree No. 123/2020/ND-CP of the Government, the tax authority will recommend that competent authorities consider suspending business operations and revoking licenses in accordance with the law.

The representative of Nghe An Tax Department recommends that issuing retail invoices after each gas filling is a measure to prevent fraud in the retail business of gasoline and oil, contributing to creating a transparent and equal gasoline and oil business environment, protecting the interests of consumers, and preventing tax losses. Of the 460 stores that have applied electronic invoices each time, 84 gas stations of Nghe An Petroleum Company issue automatic invoices, the rest mostly use software on phones and handheld POS machines to issue invoices manually.
