On the morning of February 23, on behalf of the Party and State leaders, Prime Minister Pham Minh Chinh awarded the First Class Labor Medal to VNU-HCM on the occasion of its 30th anniversary (January 27, 1995 - January 27, 2025).
Also attending the ceremony were formerPresident Truong Tan Sang, former President Nguyen Minh Triet, Secretary of the Ho Chi Minh City Party Committee Nguyen Van Nen..., leaders of central ministries and branches, and leaders of Ho Chi Minh City National University through the periods.
At the ceremony, the Prime Minister welcomed, highly appreciated and basically agreed with the vision of developing VNU-HCM into a top research university system in Asia, with three core values: Excellence, pioneering, integrity in training and research; responsibility, transparency, efficiency in operations and engagement, serving the community.

To achieve the above vision and goals, the Prime Minister requested that VNU-HCM strive to be among the top 100 universities in Asia by 2030. Accordingly, it is necessary to focus on building and operating a university governance model on a digital platform, ensuring university autonomy, promoting the strength of the multidisciplinary and multi-field university system; developing into a leading education - science - technology ecosystem in Vietnam; promoting the selection and training, nurturing talents...
The Prime Minister wishes that VNU-HCM will be an excellent pioneer in three areas: Innovation in thinking and methodology in approaches to solving practical problems, with "far-sighted vision, broad thinking, deep thinking, big action", "respecting time, respecting intelligence and decisiveness"; training and fostering high-quality human resources, scientific and technological research, innovation, digital transformation, green transformation, circular economy, knowledge economy; preserving identity, core values and set goals, contributing to the education and training career of the whole country.
The Prime Minister directed the Ministry of Education and Training to preside over and work with relevant agencies to urgently complete and submit to the Government for promulgation the Decree on National Universities. It clearly defines: Granting high autonomy; having outstanding mechanisms and policies on attracting talents; effectively attracting investment resources from international and domestic organizations...
The People's Committee of Ho Chi Minh City, the People's Committee of Binh Duong province, and relevant ministries and agencies are requested to support Ho Chi Minh City National University in immediately removing financial, planning, site clearance, administrative procedures, etc. obstacles to soon complete phase 2 of the Ho Chi Minh City National University urban area.
