'Roll call' of park projects with violations in Hanoi

TPO - From 2021 to present, through inspection work, the city's functional agencies have discovered a number of park projects that have violated regulations. Many projects have been cleared and put into operation, but the Capital Youth Park Project has only so far corrected 60% of its violations.

According to the Hanoi People's Committee, from 2021 to now, the city has completed the renovation and construction of 70 parks and flower gardens. It is expected that from now until the end of 2025, the city will continue to renovate about 199 parks and flower gardens. After 2025, 11 parks and flower gardens will continue to be implemented.

In addition, the city's authorities also conducted inspections and discovered violations in a number of park projects. For example: Capital Youth Park (Hai Ba Trung District); Astronomy Park Project - Duong Noi New Urban Area (Ha Dong District).

According to the Hanoi People's Committee, the Capital Youth Park is a park with many long-term violations related to construction order and public land use, specifically: Some construction items in the park were built against planning, used for purposes other than the function of a green park serving the community. Many constructions and premises in the park were rented out for business services in violation of regulations.

Authorities at all levels have organized many inspections, checks, and violations but have not been thorough. The City People's Committee has organized many meetings with departments and branches to resolve violations at the Capital Youth Park project.

Up to now, only 9/14 violating works and items have been handled. Hai Ba Trung District People's Committee is continuing to handle 3 works (Lieu Temple, swimming pool, 7 households re-encroaching after land acquisition and clearance), and is dismantling 1 work (Cung Xuan). Hai Ba Trung District is also developing a plan to handle 1 work (basement of 1,500-seat gymnasium) that is being used for the wrong purpose. Hai Ba Trung District People's Committee is coordinating with the Department of Finance in settling invested works to prepare for the reception and handover of service works.

Hanoi People's Committee said that in the period of 2021 - 2025, the handling of violations at the Capital Youth Park basically reached over 60%. Currently, Hai Ba Trung District People's Committee is continuing to handle the remaining violating works and items.

Astronomy Park is a part of the Duong Noi Urban Area Construction Investment Project invested by Nam Cuong Group Joint Stock Company.

According to the Hanoi People's Committee, during the construction investment process, the investor built the items in the wrong proportion compared to the detailed planning scale of 1/500 of the entire Duong Noi Urban Area approved by the competent authority (increasing the water surface area, reducing the green area); and did not build the wastewater treatment plant of the Urban Area in the park. As a result, the main items of the park were basically completed in 2020 but were not handed over and put into use.

After many meetings between the City People's Committee, departments and investors, the Astronomy Park project has basically completed the main items and was temporarily handed over by the Investor to the Ha Dong District People's Committee to put into use to serve the people during the Lunar New Year 2024.

Currently, the investor is completing the documents to proceed with the handover to the People's Committee of Ha Dong district.

Phung Khoang Park started construction in 2016, but the investor encountered many difficulties during the implementation process. After many meetings and instructions from the city, the difficulties and obstacles were gradually resolved. On January 15, 2025, Phung Khoang Lake Park was basically completed and temporarily handed over to the People's Committee of Nam Tu Liem District to open for the public.

The Hanoi People's Committee proposed that the City People's Council issue a Resolution on the mechanism to encourage investment and exploitation of parks and trees as a basis for implementation. In addition, after stabilizing the organizational structure according to the 2-level government model, the City People's Council will review and consider continuing to promote decentralization of management of parks and flower gardens to the commune level.
