Bright spot in building civilized urban lifestyle

The model of "Residential area saying no to votive paper" is spreading strongly in Hoa Cuong ward and becoming an important step in building a civilized urban community.

“Easy first, difficult later”

Whether on the 15th or 30th or 1st of the lunar month, many residential areas in Hoa Cuong ward always keep the environment clean, as local households do not burn votive paper.

This result was achieved through a long process of advocacy following the motto “easy first, difficult later”. Since 2018, the ward Front officials have selected residential areas with high levels of consensus to pilot the implementation to create a spillover effect.

As the person who proposed the implementation of the model when she was the Chairwoman of the Vietnam Fatherland Front Committee of the old Hoa Thuan Tay Ward, Ms. Nguyen Thi Kieu Linh, Vice Chairwoman of the Women's Union of Hoa Cuong Ward, said that when the propaganda and mobilization plan was first implemented, the cadres encountered many reactions from the people, because this model "goes against" the lifestyle and spiritual habits that have existed for generations.

In particular, there was a case where an elderly party official resolutely refused to sign the commitment, because he believed that offering a ceremony without burning votive paper was "against tradition".

Front officials determined that it was not easy to persuade people to give up a habit that had been deeply ingrained in their cultural and religious subconscious for generations, so during the implementation process, ward officials often chose to listen, explain and accompany instead of imposing.

“At that time, the working group had to patiently approach him individually, giving specific examples such as Hoa Thuan Tay ward (old) for many years in a row practicing a civilized lifestyle, not burning votive papers on New Year's Eve and New Year's Day, but the Party Committee still completed its tasks excellently, everything went smoothly and peacefully. Although not completely in agreement, that official accepted and did not strongly object anymore and promised to persuade relatives to gradually reduce the burning of votive papers,” Ms. Linh shared.

After a long period of "slow and steady wins the race", up to now, in the ward, there have been 18 residential areas effectively implementing the model "Residential areas say no to votive paper", thereby completely stopping the burning of votive paper on the 15th and 1st of the lunar month and on holidays, creating a clean living environment, contributing to the formation of a civilized lifestyle.

This is a positive step in building a cultural urban area, associated with the spirit of Directive No. 43-CT/TU of the Da Nang City Party Committee in the ward.

Actively respond for the common good

The propaganda and mobilization of the model "Residential areas say no to votive paper" is actually a very persistent "negotiation" process between officials and people, based on the actual situation of each residential area, each family, each person to have a suitable and effective approach.

Most local people clearly understand the harmful effects of burning votive paper, and have adjusted their behavior to gradually reduce and then completely eliminate this custom.

However, the biggest difficulties are still the group of businesses renting premises and temporary residents, who are constantly changing and have little long-term attachment to the locality. Therefore, local authorities need to persistently apply the motto "slow and steady wins the race" and flexibly approach each specific case.

Sharing her experience in mobilizing, Ms. Tran Thi Thuan, Head of the Front Committee of Residential Area 11HTT, said: “With many people renting houses, propaganda is not easy. Every time I meet people, I whisper to them about the harmful effects of burning votive paper on the environment and the health of their own families. After that, I encourage them to buy less and gradually reduce, for example, if they usually buy 50,000 votive paper, from now on they will only buy 15-20,000 symbolically, the remaining money can be used for many useful things such as responding to annual charity.

As a result, when the team went to collect funds for the “For the Poor”, there were households that donated hundreds of thousands of dong from their savings to buy votive paper. We were very happy to see such results. The campaign has brought about positive results, improving the living environment, reducing pollution and clearly raising people’s awareness.”

However, to maintain the sustainable effectiveness of the model requires great efforts from many sides. That is the drastic and close participation of the grassroots leadership team, in which, the Party cell secretaries, committee members, heads of departments, branches, associations, and mass organizations in residential areas must be exemplary in implementing.

Along with putting the model implementation target into the annual Party cell resolution, people are encouraged to implement the model of "not burning votive paper" well through summarizing and rewarding...
