Faced with the complex and dangerous developments of the storm, localities in the province have activated the entire response system at the highest level; in which, people's lives and safety are put first.
With the motto of ensuring the highest safety for people when storm No. 13 comes ashore, localities, especially coastal communes and wards directly affected when the storm makes landfall, have urgently evacuated all people residing in key, vulnerable areas that are likely to be directly affected by storms, floods, landslides, hills, high tides, etc.
In Xuan Loc commune, the work of screening and evacuating people was carried out urgently: 287 households with 846 people in low-lying areas, riverside and lagoon areas were all relocated to safe places, reaching 100%. The Civil Defense Command has assigned forces to participate in support, ensuring that people are not isolated or lack essential goods.
The commune has 371 households with 661 cages and rafts. Households are instructed to reinforce and lower their cages, anchor them securely, and absolutely not stay on the rafts when the storm hits. Specialized agencies also instruct people to harvest early to minimize damage caused by natural disasters.

Logistics work was prepared according to the "four on-site" motto, equipped with additional rescue vehicles and supplies and mobilized more than 110 cadres, militia, and youth volunteers on duty 24/7. In addition, the Commune People's Committee has deployed a plan to reserve essential goods, coordinating with businesses to ensure the supply of food when necessary. Storm information and warnings are broadcast continuously on the commune's public address system, on average every 15-20 minutes, helping people proactively respond, ensuring the safety of life and property.
Due to the impact of storm No. 13, Song Cau ward experienced prolonged heavy rain, with a risk of local flooding in residential groups. Through screening, the entire ward has 426 households (1,082 people) located in areas at risk of deep flooding, isolation or unsafe housing. The authorities have arranged evacuation sites in cultural houses, schools, public offices and solid houses; 92 households at high risk have been relocated to safe places. The ward has also prepared enough necessities for people during the time of sheltering and overcoming the consequences after the storm. Militia, police and army forces supported 50 households in Dan Phu 2 area to reinforce their houses.
In the entire Song Cau ward, 102 fishing vessels have been notified to anchor safely. The ward also has 1,944 aquaculture households (89,723 cages and 3,091 rafts), which have been instructed to brace, anchor rafts, move people ashore, and strictly prohibit staying in cages and rafts when the storm is near the shore.
In addition, the ward conducted a review, prepared full equipment, barriers, warning ropes, contracted to mobilize vehicles, organized the dredging of sewers, inspected the drainage system, trimmed trees, removed dangerous signs, etc. to ensure safety when the storm made landfall. The ward also established 3 working groups in charge of each key area, and issued 18 decisions to establish shock troops in residential groups. Propaganda and warning work was widely deployed through the radio system and social networks, helping people to promptly grasp the developments of the storm.

On November 6, Head of the Provincial Party Committee's Propaganda and Mass Mobilization Department Dinh Thi Thu Thanh and Vice Chairman of the Provincial People's Committee Dao My chaired a conference to deploy response work for storm No. 13 (Kalmaegi) with Song Cau and Xuan Dai wards and Xuan Canh, Xuan Tho and Xuan Loc communes.
Speaking at the meeting, Vice Chairman of the Provincial People's Committee Dao My requested localities to update response plans according to each level of natural disaster risk; arrange forces on duty 24/24 hours, ready to handle emergency situations. The agricultural sector and the transport sector coordinate to check the safety of dams, irrigation works, and traffic. The police, military, and border forces are fully prepared with means and forces, ready to support evacuation and rescue when requested.
At an emergency meeting at the Dak Lak Provincial Forward Command Headquarters chaired by Chairman of the Provincial People's Committee Ta Anh Tuan on the afternoon of November 6, right before the storm made landfall, the Chairman of the Provincial People's Committee requested all leaders, commanders, and commanders of units to urgently coordinate with relevant units and localities to focus on evacuating all people residing in key, vulnerable areas that are likely to be directly affected by storms, floods, landslides, hills, high tides, etc., especially non-permanent houses that are likely to collapse when encountering natural disasters. In areas affected by the storm, from 4:30 p.m. on November 6, 2025 until the storm passes, people are prohibited from going out (except for functional forces on duty); and vehicles are prohibited from participating in road traffic from Hoa Xuan commune to Xuan Loc commune.
Storm No. 13 moves quickly and has a wide range of influence in Dak Lak province. Therefore, not only coastal communes and wards, but also localities in the West of Dak Lak are highly focused and ready with plans to respond to the storm and its impacts after it passes.
Through the survey, in Ea Knop commune, the area with strong storms is the old Ea Tih commune; the area with floods and flash floods includes the old Ea Sar commune, along the Krong H'nang river; the area with landslides on the embankment is Ea Knop lake. In that situation, Ea Knop commune held an emergency meeting in the early afternoon of November 6 to deploy a scenario plan to respond to storm No. 13 and heavy rain, floods, and landslides in Ea Knop commune.
Accordingly, the commune focused on promoting "four on-the-spot", organizing the evacuation of people from storm and flood areas to safe shelters, minimizing damage to people and property; supporting the evacuation of production materials and people's property. The commune's propaganda force increased announcements and warnings of storms and floods through the commune's radio system, schools, bulletin boards, zalo groups; propagandized and disseminated knowledge to people on how to respond to storms making landfall, reinforced houses, architectural works, food reserves, etc. Ea Knop commune has also fully prepared human resources, vehicles, necessities, medicines, etc. to respond to storm No. 13; prepared plans to overcome the consequences of storms and floods.

In Ea Kly commune, due to the impact of storm No. 13, from noon to afternoon of November 6, there was heavy rain in the commune, some areas were flooded. By 4:30 pm of November 6, the water in the fields of villages 9 and 11 was rising rapidly, about to enter the houses of some people. The local authorities urgently mobilized people, especially the elderly, women and children, to move to a safe place. People in low-lying areas who stayed to evacuate their belongings were given life jackets and life buoys by the authorities.
The locality has mobilized forces to support the relocation of assets for 7 households in this area. The commune has also put up signs and barricades on deeply flooded roads, especially roads leading to low-lying areas with high risk; people are advised to absolutely not leave their homes unless absolutely necessary, especially in areas along rivers and streams.
Mr. Nguyen Hai Sam, Vice Chairman of Ea Kly Commune People's Committee, said that due to heavy rain and water from Vu Bon Commune, many areas of the commune are forecast to be deeply flooded. All storm prevention forces of the commune are closely monitoring the natural disaster situation, focusing on implementing emergency response work, ensuring the safety of people's lives and property.
Due to the impact of storm No. 13, in Pong Drang commune, there was heavy rain and strong winds, many green trees were knocked down. Local authorities have directed relevant forces to promptly prune and clear up fallen trees, in order to minimize the risk to people's lives and property when storm No. 13 continues to affect the area. Pong Drang commune People's Committee recommends that people limit going out from the evening of November 6, reinforce houses, ensure electrical safety, promptly evacuate from low-lying and landslide areas, and proactively respond according to the "four on-site" motto to minimize damage when the storm makes landfall.
The Party Committee and People's Committee of Pong Drang commune, together with the Commune Civil Defense Command, inspected and reviewed areas at risk of landslides, floods, low-lying areas and lake and dam systems in the area to proactively deploy response plans, ensuring the safety of people's lives and property.
