New developments in the Thu Thiem - Long Thanh railway investment project

The People's Committee of Ho Chi Minh City has just sent a document to the People's Committee of Dong Nai province to discuss the procedures for assigning a locality as the competent authority to prepare for investment in the Thu Thiem - Long Thanh railway line.

In a document issued by the Ho Chi Minh City People's Committee, Long Thanh Airport is expected to be commercially operational by mid-2026. However, the current transportation system connecting this airport with the center of Ho Chi Minh City is still limited.

In that context, the Thu Thiem - Long Thanh railway project is considered a strategic traffic connection between Ho Chi Minh City and Dong Nai province, contributing to enhancing regional connectivity and significantly shortening passenger travel time, especially meeting the transportation needs of foreign experts and investors when working at the International Financial Center in Ho Chi Minh City.

Therefore, the Ho Chi Minh City People's Committee believes that early investment and operation of this railway line will help increase the efficiency of exploiting Long Thanh Airport, and at the same time, it is an opportunity for Ho Chi Minh City and Dong Nai province to open up new development spaces.

The Ho Chi Minh City People's Committee further informed that the City has received many proposals from investors regarding the Thu Thiem - Long Thanh railway project. Investors mainly proposed the public-private partnership (BT contract) method.

Therefore, in order to have a basis to accelerate the preparation of investment projects using public capital or public-private partnership, it is necessary to unify the assignment of a locality as the competent authority to prepare for project implementation.

In case of implementation using public investment capital, the order and procedures for deciding on investment policy for projects implemented in two or more provincial-level administrative units include 3 steps as prescribed in Article 30 of the 2024 Law on Public Investment.

In case of investment implementation under the public-private partnership method, the implementation process also has 3 steps.

Therefore, in order to have a basis for reporting and asking for consensus from the People's Councils of the two localities, the People's Committee of Ho Chi Minh City agreed that the City will be the governing body and competent authority to implement the Thu Thiem - Long Thanh railway construction investment project.

In terms of form, the investment capital will be assigned to the Department of Finance and relevant departments of the two localities to coordinate, research investment plans, and agree on consulting the People's Committee of each locality.

According to the Pre-Feasibility Study Report of the Railway Project Management Board ( Ministry of Construction ), the Thu Thiem - Long Thanh railway line has an expected transport capacity of 30,000 - 40,000 passengers/hour/direction. The total investment capital is about 3.5 billion USD.

Currently, the Ministry of Construction has reported and proposed the Project to the Government. After that, the Prime Minister assigned Ho Chi Minh City to be the competent authority to implement the Project.
