Attending and directing the drill were comrade Hoang Quoc Khanh, member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Committee; Colonel Pham Hung Hung, member of the Provincial Party Standing Committee, Commander of the Provincial Military Command; members of the Provincial Steering Committee for Disaster Prevention and Search and Rescue (PCTT&TKCN), representatives of provincial agencies, leaders of districts, towns, cities, communes and townships in Bat Xat district, and nearly 1,000 people participating in the drill.
The exercise consists of two main parts: mechanism exercise and live exercise.
The hypothetical situation is due to the impact of storm No. 3, heavy and prolonged rain, strong water flow from upstream, risk of flash floods, especially in Lang San village, Quang Kim commune. After implementing initial response plans, Quang Kim commune reported to the district People's Committee for timely support. After receiving the information, the Civil Defense Command of Bat Xat district mobilized forces, established a command post, directed the disaster response and search and rescue forces, and at the same time reported to the provincial level and requested to increase forces to help Bat Xat district overcome the consequences of the natural disaster. During the exercise, the forces coordinated smoothly, organized the evacuation of people and property to safety; used boats to rescue and search for victims; medical forces coordinated to organize emergency aid for victims, and handled environmental sanitation after the flood receded.

According to the assessment of the Command Committee for Disaster Prevention, Control and Search and Rescue of Bat Xat district, the exercise was successful, achieved the set goals, and ensured safety for the forces.
Speaking at the experience sharing session, Mr. Hoang Quoc Khanh, Standing Vice Chairman of the Provincial People's Committee, praised the efforts of the forces participating in the exercise. He requested localities to closely follow the instructions of Military Region 2 and the Provincial Military Command to gain experience; at the same time, advise and propose to organize Civil Defense exercises in an innovative and practical direction to proactively respond to all types of natural disasters; focus on disseminating the Law on Civil Defense, which will take effect from July 1, 2024.
