Specifically, regarding the adjustment of the medium-term public investment plan of the central budget for the period 2021-2025 to implement the National Target Program on socio-economic development of ethnic minority and mountainous areas, the Deputy Prime Minister assigned the Ministry of Ethnic Minorities and Religions to preside over and coordinate with the ministries of Education and Training, Culture, Sports and Tourism, and Health to clarify the impact of the plan to adjust and reduce the medium-term public investment plan of the central budget for the period 2021-2025 of the Ministries of Education and Training, Culture, Sports and Tourism and the provinces of Hoa Binh and Bac Giang on the implementation of the goals and tasks of the Program, and send it to the Ministry of Finance before May 8, 2025 for synthesis and reporting to the Prime Minister according to regulations before May 12, 2025.

Regarding the allocation of the remaining 2025 central budget public investment plan of national target programs to localities and the National Target Program on New Rural Development, the Deputy Prime Minister requested that, based on Decision No. 864/QD-TTg dated May 5, 2025 adjusting the medium-term public investment plan of central budget capital for the 2021-2025 period to implement the National Target Program on New Rural Development, the Ministry of Finance urgently synthesizes the plan to allocate the remaining 43.66 billion VND of domestic capital in 2025 of the Program to localities, and report to the Government according to regulations before May 12, 2025.

Regarding the National Target Program on Socio -Economic Development for Ethnic Minority and Mountainous Areas, the Deputy Prime Minister assigned the Ministry of Finance to urgently synthesize the plan to allocate the remaining VND 2,540.97 billion of domestic capital in 2025 of localities, and report to the Government according to regulations before May 12, 2025.

The Ministry of Ethnic Minorities and Religions urgently proposes a plan to handle the unallocated VND 704,208 billion in 2025 of the ministries: Education and Training, Culture, Sports and Tourism, and sends it to the Ministry of Finance before May 8, 2025 for synthesis, reporting, and proposal to competent authorities before May 12, 2025.

Regarding the National Target Program on Sustainable Poverty Reduction, the Deputy Prime Minister assigned the Ministry of Agriculture and Environment to urgently propose a plan to handle the remaining unallocated public investment capital in 2025, send it to the Ministry of Finance before May 8, 2025, and report and propose to competent authorities before May 12, 2025.
