Raising the bar on transportation

Decision No. 1587/QD-TTg amending and supplementing a number of contents in Decision No. 1829/QD-TTg dated October 31, 2021 of the Prime Minister approving the Inland Waterway Infrastructure Planning for the 2021-2030 period, with a vision to 2050.

Specifically, Decision No. 1587/QD-TTg amends and supplements the transport target in the direction of increasing transport volume. Accordingly, by 2030, the volume of freight transport will reach about 835 million tons (the old regulation was 715 million tons) ; the volume of passenger transport will reach about 418 million passengers (the old regulation was 397 million passengers) ; the volume of freight transport will reach about 164 billion tons.km (the old regulation was 150 billion tons.km) ; the volume of domestic passenger transport will reach about 9 billion passengers.km (the old regulation was 7.7 billion passengers.km) .

Increase transport volume through 9 waterway transport corridors

Regarding the planning of inland waterway infrastructure to 2030, Decision No. 1587/QD-TTg amends and supplements the planning of 9 waterway transport corridors towards increasing transport volume. Specifically:

Coastal waterway transport corridor from Quang Ninh to Kien Giang : transport volume 97.5÷105 million tons (old regulation is 62.5÷70 million tons) ; serving the transport needs of coastal provinces, cities and localities with connecting river and sea transport routes. In particular, the Central region from Thanh Hoa to Binh Thuan has 11 main transport routes and other rivers capable of exploiting waterway transport directly connected to the coastal waterway transport corridor; transport volume is about 15÷18 million tons.

Quang Ninh - Hai Phong - Hanoi waterway transport corridor : transport volume is about 108÷115.7 million tons ( old regulation is 93÷100 million tons) .

Quang Ninh - Hai Phong - Ninh Binh waterway transport corridor : transport volume is about 60.3 ÷ 65.3 million tons (old regulation is 60 ÷ 65 million tons) .

Hanoi - Nam Dinh - Ninh Binh waterway transport corridor : transport volume is about 22.4 ÷ 23.6 million tons (old regulation is 21.5 ÷ 22.6 million tons) .

Hanoi - Viet Tri - Lao Cai waterway transport corridor : transport volume is about 33.7 ÷ 36.4 million tons (old regulation is 27.8 ÷ 30.1 million tons) .

Ho Chi Minh City - Can Tho - Ca Mau waterway transport corridor : transport volume is about 264.4 ÷ 285 million tons (old regulation is 99 ÷ 105 million tons) .

Ho Chi Minh City - An Giang - Kien Luong waterway transport corridor : transport volume 66.85 ÷ 70.7 million tons (old regulation is 55.2 ÷ 58.5 million tons) .

Tay Ninh - Ho Chi Minh City - Ba Ria Vung Tau waterway transport corridor (Cai Mep Thi Vai seaport area - Can Gio international seaport): transport volume is about 43.3 ÷ 48.7 million tons (old regulation is 31.5 ÷ 35.5 million tons) .

Water transport corridor connecting with Cambodia (via Tien River, Hau River) : transport volume 15.1÷18.2 million tons (old regulation is 12.7 ÷ 15.3 million tons) .

Increase total capacity of port clusters

At the same time, Decision No. 1587/QD-TTg also amends and supplements the Planning of inland waterway port clusters towards increasing the total capacity of port clusters.

Specifically, planning 54 cargo port clusters, total capacity of about 513 million tons (old regulation is 361 million tons) , including: The North has 25 port clusters, total capacity of about 290 million tons; the Central region has 08 port clusters, total capacity of about 19 million tons; the South has 21 port clusters, total capacity of about 204 million tons.

Planning 39 main passenger port clusters with a total capacity of about 68.7 million passengers (old regulation is 53.4 million passengers) , including: The North has 10 port clusters, total capacity of about 18.1 million passengers; the Central region has 14 port clusters, total capacity of about 3.5 million passengers; the South has 15 port clusters, total capacity of about 47.1 million passengers.

Increased demand for land and water use

Regarding land and water surface use demand by 2030, Decision No. 1587/QD-TTg is amended to increase land use demand from about 5,908 ha to 6,569 ha and increase water surface use demand from about 8,765 ha to 9,775 ha.

Specifically, the total land use demand is about 6,569 hectares, including: the Northern region about 3,219 hectares, the Central region about 421 hectares, and the Southern region about 2,929 hectares.

Total water surface demand is about 9,775 hectares, including: Northern region about 4,667 hectares, Central region about 568 hectares, Southern region about 4,540 hectares.
