Conditions for considering promotion of public teachers from December 15, 2024 are stipulated in Circular 13/2024/TT-BGDDT, effective from December 15, 2024.

1. Conditions for consideration of promotion of public preschool teachers from December 15, 2024

* Standards and conditions for consideration of promotion to grade II preschool teacher from December 15, 2024:

Preschool teachers are eligible to register for consideration for promotion to the professional title of preschool teacher grade II (code V.07.02.25) when meeting the following standards and conditions:

- Appointed to the professional title of preschool teacher grade III (code V.07.02.26).

- During the time holding the professional title of preschool teacher grade III or equivalent, there are 02 consecutive years of work before the year of consideration for promotion to the professional title with quality classified as completing tasks well or better; having good political qualities and professional ethics, not being subject to disciplinary action; not being subject to implementation of regulations related to discipline according to the Party's regulations and the law.

- Meet the standards on training and fostering qualifications of the professional title of preschool teacher grade II as prescribed in Point a, Clause 3, Article 4 of Circular 01/2021/TT-BGDDT and Clause 2, Article 1 of Circular 08/2023/TT-BGDDT.

- Meet the standards of professional competence and skills of the professional title of preschool teacher grade II as prescribed in Point a, Point b, Point c, Clause 4, Article 4 of Circular 01/2021/TT-BGDDT and Clause 4, Clause 5, Article 1 of Circular 08/2023/TT-BGDDT.

- Meet the requirements for the time holding the professional title of preschool teacher grade III (including the time holding the equivalent rank) as prescribed in Clause 6, Article 1 of Circular 08/2023/TT-BGDDT.

In case teachers, before being recruited and accepted, have worked for a period of time in accordance with the provisions of law and have paid compulsory social insurance, they shall comply with the Government's regulations at Point d, Clause 1, Article 32 of Decree 115/2020/ND-CP (amended and supplemented at Clause 16, Article 1 of Decree 85/2023/ND-CP).

(Article 3 Circular 13/2024/TT-BGDDT)

* Standards and conditions for promotion to grade I preschool teacher from December 15, 2024:

Preschool teachers are eligible to register for consideration for promotion to the professional title of preschool teacher grade I (code V.07.02.24) when meeting the following standards and conditions:

- Appointed to the professional title of preschool teacher grade II (code V.07.02.25).

- During the time holding the professional title of preschool teacher grade II or equivalent, there are 05 consecutive years of work before the year of consideration for promotion to the professional title with quality classified as completing tasks well or better, of which at least 02 years are classified as completing tasks excellently; have good political qualities and professional ethics; not within the disciplinary period; not within the period of implementing regulations related to discipline according to the Party's regulations and the law.

- Meet the standards on training and fostering qualifications of the professional title of preschool teacher grade I as prescribed in Point a, Clause 3, Article 5, Circular 01/2021/TT-BGDDT and Clause 2, Article 1, Circular 08/2023/TT-BGDDT.

- Meet the standards of professional competence and skills of the professional title of preschool teacher grade I as prescribed in Point a, Point b, Point c, Clause 4, Article 5 of Circular 01/2021/TT-BGDDT and Clause 4, Clause 7, Article 1 of Circular 08/2023/TT-BGDDT.

In particular, the emulation titles and forms of rewards as prescribed in Clause 7, Article 1 of Circular 08/2023/TT-BGDDT must be the emulation titles and forms of rewards achieved during the time holding the professional title of preschool teacher grade II and equivalent.

- Meet the requirements for the time holding the professional title of preschool teacher grade II (including the time holding the equivalent rank) as prescribed in Clause 8, Article 1 of Circular 08/2023/TT-BGDDT.

(Article 4 of Circular 13/2024/TT-BGDDT)

2. Conditions for considering promotion of public primary school teachers from December 15, 2024

* Conditions for promotion to primary school teacher grade II from December 15, 2024:

Primary school teachers are eligible to register for consideration for promotion to the professional title of primary school teacher grade II (code V.07.03.28) when meeting the following criteria and conditions:

- Appointed to the professional title of primary school teacher grade III (code V.07.03.29).

- During the time holding the professional title of primary school teacher grade III or equivalent, there are 03 consecutive years of work before the year of consideration for promotion to the professional title with quality classified as completing tasks well or better; having good political qualities and professional ethics; not being subject to disciplinary action, not being subject to implementation of regulations related to discipline according to Party regulations and laws.

- Meet the standards on training and fostering qualifications of the professional title of primary school teacher grade II as prescribed in Point a, Clause 3, Article 4 of Circular 01/2021/TT-BGDDT stipulating codes, professional title standards and appointment, salary arrangement for teaching staff in public primary schools and Clause 2, Article 2 of Circular 08/2023/TT-BGDDT.

- Meet the standards of professional competence and skills of the professional title of primary school teacher grade II as prescribed in points a, b, c, d, đ, e, h, clause 4, Article 4 of Circular 01/2021/TT-BGDDT and clause 3, Article 2 of Circular 08/2023/TT-BGDDT.

- Meet the requirements for the period of holding the professional title of grade III primary school teacher (including the period of holding the equivalent rank) as prescribed in Clause 4, Article 2 of Circular 08/2023/TT-BGDDT. In case the teacher, before being recruited and accepted, has worked for a period of time in accordance with the provisions of law and has paid compulsory social insurance, it shall be implemented according to the Government's regulations at Point d, Clause 1, Article 32 of Decree 115/2020/ND-CP, as amended and supplemented at Clause 16, Article 1 of Decree 85/2023/ND-CP.

(Article 5 of Circular 13/2024/TT-BGDDT)

* Conditions for promotion to primary school teacher grade I from December 15, 2024:

Primary school teachers are eligible to register for consideration for promotion to the professional title of primary school teacher grade I (code V.07.03.27) when meeting the following standards and conditions:

- Appointed to the professional title of primary school teacher grade II (code V.07.03.28).

- During the time holding the professional title of primary school teacher grade II or equivalent, there are 05 consecutive years of work before the year of consideration for promotion to the professional title with quality classified as completing tasks well or better, of which at least 02 years are classified as completing tasks excellently; have good political qualities and professional ethics; not within the disciplinary period; not within the period of implementing regulations related to discipline according to the Party's regulations and the law.

- Meet the standards on training and fostering qualifications of the professional title of primary school teacher grade I as prescribed in Clause 2, Clause 5, Article 2 of Circular 08/2023/TT-BGDDT.

- Meet the standards of professional competence and skills of the professional title of primary school teacher grade I as prescribed in Points a, b, c, d, e, Clause 4, Article 5 of Circular 02/2021/TT-BGDDT and Clause 3, Article 2 of Circular 08/2023/TT-BGDDT. In particular, the emulation titles and forms of commendation as prescribed in Point e, Clause 4, Article 5 of Circular 02/2021/TT-BGDDT must be the emulation titles and forms of commendation achieved during the time holding the professional title of primary school teacher grade II or equivalent.

- Meet the requirements for the time holding the professional title of primary school teacher grade II (including the time holding the equivalent rank) as prescribed in Clause 6, Article 2 of Circular 08/2023/TT-BGDDT.

(Article 6 Circular 13/2024/TT-BGDDT)

3. Conditions for considering promotion of public secondary school teachers from December 15, 2024

* Conditions for promotion to grade II secondary school teacher from December 15, 2024:

Secondary school teachers are eligible to register for consideration for promotion to the professional title of secondary school teacher grade II (code V.07.04.31) when meeting the following standards and conditions:

- Appointed to the professional title of junior high school teacher grade III (code V.07.04.32).

- During the time holding the professional title of junior high school teacher grade III or equivalent, there are 03 consecutive years of work before the year of consideration for promotion to the professional title with quality classified as completing tasks well or better; having good political qualities and professional ethics; not being subject to disciplinary action; not being subject to implementation of regulations related to discipline according to Party regulations and laws.

- Meet the standards on training and fostering qualifications of the professional title of junior high school teacher grade II as prescribed in Point a, Clause 3, Article 4 of Circular 03/2021/TT-BGDDT stipulating codes, professional title standards and appointment, salary arrangement for teaching staff in public junior high schools and Clause 2, Article 3 of Circular 08/2023/TT-BGDDT.

- Meet the standards of professional competence and skills of the professional title of junior high school teacher grade II as prescribed in points a, b, c, d, đ, e, g, i, clause 4, Article 4 of Circular 03/2021/TT-BGDDT and clause 3, Article 3 of Circular 08/2023/TT-BGDDT.

- Meet the requirements for the duration of holding the professional title of junior high school teacher grade III (including the duration of holding the equivalent rank) as prescribed in Clause 4, Article 3 of Circular 08/2023/TT-BGDDT. In case the teacher, before being recruited and accepted, has worked for a period of time in accordance with the provisions of law and has paid compulsory social insurance, the Government's regulations at Point d, Clause 1, Article 32 of Decree 115/2020/ND-CP, as amended and supplemented at Clause 16, Article 1 of Decree 85/2023/ND-CP, shall apply.

(Article 7 Circular 13/2024/TT-BGDDT)

* Conditions for promotion to Grade I secondary school teacher from December 15, 2024:

Secondary school teachers are eligible to register for consideration for promotion to the professional title of secondary school teacher grade I (code V.07.04.30) when meeting the following standards and conditions:

- Appointed to the professional title of junior high school teacher grade II (code V.07.04.31).

- During the time holding the professional title of junior high school teacher grade II or equivalent, there are 05 consecutive years of work before the year of consideration for promotion to the professional title with quality classified as completing tasks well or better, of which at least 02 years are classified as completing tasks excellently; have good political qualities and professional ethics; not within the disciplinary period; not within the period of implementing regulations related to discipline according to the Party's regulations and the law.

- Meet the standards on training and fostering qualifications of the professional title of grade I junior high school teacher as prescribed in Clause 2, Clause 6, Article 3 of Circular 08/2023/TT-BGDDT.

- Meet the standards of professional competence and skills of the professional title of junior high school teacher grade I as prescribed in Points a, b, c, d, đ, e, g, i, Clause 4, Article 5 of Circular 03/2021/TT-BGDDT and Clause 3, Article 3 of Circular 08/2023/TT-BGDDT. In particular, the emulation titles and forms of commendation as prescribed in Point i, Clause 4, Article 5 of Circular 03/2021/TT-BGDDT must be the emulation titles and forms of commendation achieved during the time holding the professional title of junior high school teacher grade II and equivalent.

- Meet the requirements for the time holding the professional title of junior high school teacher grade II (including the time holding the equivalent rank) as prescribed in Clause 7, Article 3 of Circular 08/2023/TT-BGDDT.

(Article 8 Circular 13/2024/TT-BGDDT)

4. Conditions for considering promotion of public high school teachers from December 15, 2024

* Conditions for promotion to grade II high school teacher from December 15, 2024:

High school teachers are eligible to register for consideration for promotion to the professional title of high school teacher grade II (code V.07.05.14) when meeting the following criteria and conditions:

- Appointed to the professional title of high school teacher grade III (code V.07.05.15).

- During the time holding the professional title of high school teacher grade III or equivalent, there are 03 consecutive years of work before the year of consideration for promotion to the professional title with quality classified as completing tasks well or better; having good political qualities and professional ethics; not being subject to disciplinary action; not being subject to implementation of regulations related to discipline according to the Party's regulations and the law.

- Meet the standards on training and fostering qualifications of the professional title of high school teacher grade II as prescribed in Point a, Clause 3, Article 4 of Circular 04/2021/TT-BGDDT stipulating codes, professional title standards and appointment, salary arrangement for teaching staff in public high schools and Clause 2, Article 4 of Circular 08/2023/TT-BGDDT.

- Meet the standards of professional competence and skills of the professional title of high school teacher grade II as prescribed in points a, b, c, d, đ, e, h, Clause 4, Article 4 of Circular 04/2021/TT-BGDDT and Clause 3, Article 4 of Circular 08/2023/TT-BGDDT.

- Meet the requirements for the period of holding the professional title of high school teacher grade III (including the period of holding the equivalent rank) as prescribed in Clause 4, Article 4 of Circular 08/2023/TT-BGDDT. In case the teacher, before being recruited and accepted, has worked for a period of time in accordance with the provisions of law and has paid compulsory social insurance, it shall be implemented according to the Government's regulations at Point d, Clause 1, Article 32 of Decree 115/2020/ND-CP, as amended and supplemented at Clause 16, Article 1 of Decree 85/2023/ND-CP.

* Conditions for promotion to Grade I high school teacher from December 15, 2024:

High school teachers are eligible to register for consideration for promotion to the professional title of high school teacher grade I (code V.07.05.13) when meeting the following standards and conditions:

- Appointed to the professional title of high school teacher grade II (code V.07.05.14).

- During the time holding the professional title of high school teacher grade II or equivalent, there are 05 consecutive years of work before the year of consideration for promotion to the professional title with quality classified as completing tasks well or better, of which at least 02 years are classified as completing tasks excellently; have good political qualities and professional ethics; not within the disciplinary period; not within the period of implementing regulations related to discipline according to the Party's regulations and the law.

- Meet the standards on training and fostering qualifications of the professional title of grade I high school teacher as prescribed in Point a, Clause 3, Article 5, Circular 04/2021/TT-BGDDT and Clause 2, Article 4, Circular 08/2023/TT-BGDDT.

- Meet the standards of professional competence and skills of the professional title of high school teacher grade I as prescribed in Points a, b, c, d, đ, e, h, Clause 4, Article 5 of Circular 04/2021/TT-BGDDT and Clause 3, Article 4 of Circular 08/2023/TT-BGDDT. In particular, the emulation titles and forms of commendation as prescribed in Point h, Clause 4, Article 5 of Circular 04/2021/TT-BGDDT must be the emulation titles and forms of commendation achieved during the time holding the professional title of high school teacher grade II and equivalent.

- Meet the requirements for the time holding the professional title of high school teacher grade II (including the time holding the equivalent rank) as prescribed in Clause 5, Article 4 of Circular 08/2023/TT-BGDDT.
