Suspend circulation and recall 2 batches of cosmetics advertised with incorrect uses

The Drug Administration of Vietnam (Ministry of Health) has just decided to suspend circulation and recall two batches of cosmetics due to false advertising of uses, inconsistent with the features of the cosmetic products and inconsistent with the information in the product declaration form.

Specifically, the first batch of products recalled is Turmeric Cream E150 - box of 1 tube of 20g, batch number: 01, production date: January 2, 2024, expiry date: January 1, 2029, announcement receipt number: 287/22/CBMP-BN.

The product is brought to market by Tan Ha Lan Company Limited (address: No. 8, Group 13, Group III, Tay Ho Ward, Hanoi ); manufactured at Tan Ha Lan Company Limited Branch in Bac Ninh (Lot F1, Dong Tho Multi-Craft Industrial Cluster, Van Mon Commune, Bac Ninh Province).

According to the Drug Administration, the product's label and instructions contain phrases that are inconsistent with the features and uses of the cosmetic, and do not match the published information, such as: "For smooth, white skin as bright as the sun", "natural vitamin E", "helps get rid of acne", "removes stretch marks, dark spots".

These advertisements are considered "exaggerated", exceeding the nature of normal cosmetic products, and violating the provisions of Point d, Clause 1, Article 18, Circular No. 06/2011/TT-BYT.

The Drug Administration has sent documents to the Department of Health of provinces and cities and Tan Ha Lan Company Limited, requesting the suspension of circulation and nationwide recall of the above-mentioned violating product batch.

At the same time, the Department of Health is requested to notify cosmetic businesses and users in the area to immediately stop using and trading this batch of products, conduct recalls, inspections, supervision and handle violations according to regulations.

Tan Ha Lan Company Limited and its branch in Bac Ninh are required to send recall notices to all distribution and product usage points; and send recall reports to the Department of Drug Administration before September 25, 2025.

In case the violating element cannot be removed (the product label cannot be separated), the product batch must be destroyed according to the provisions of Clause 54, Article 2, Decree No. 126/2021/ND-CP.

In addition, the company must review all labeling and instructions for use on other batches of this product that have been produced. If similar errors are discovered, the company must promptly notify the distribution and usage establishments of the recall and send a review and recall report to the Department before September 7, 2025. The company will be fully responsible before the law if the report is not truthful.

The Drug Administration also requested the Hanoi Department of Health and the Bac Ninh Department of Health to monitor the product recall, inspect the compliance with legal regulations of Tan Ha Lan Company Limited and its branches in the production and trading of cosmetics; and strictly handle violations if detected.

On the same day, the Drug Administration of Vietnam continued to issue a document suspending the circulation and recalling nationwide the Sofpaifa product batch - box of 1 tube of 5g. The label states: announcement receipt number: 002220/20/CBMP-HCM; batch number: 0010724; production date: July 16, 2024; expiry date: July 16, 2027.

The product is manufactured and marketed by Quang Minh Pharmaceutical Trading Joint Stock Company (address: 4A Lo Lu, Long Phuoc Ward, Ho Chi Minh City).

The product label includes information such as “cream for itching caused by mosquito and ant bites”, “effective on itching caused by insects such as mosquitoes, fire ants, bedbugs, fleas, ticks, caterpillars, leeches, jellyfish, bees, etc.”, “has anti-itch, antiseptic, and skin-soothing properties”.

These are phrases that are not consistent with the uses and nature of cosmetics, and are not consistent with the information in the declaration form, easily misleading consumers into thinking that the product has a therapeutic effect.

Similarly, the Drug Administration requested to recall the entire batch of Sofpaifa products, notify businesses and users to stop using them and return them to the supplier; monitor and handle violations if any.

The Drug Administration recommends that consumers be wary of cosmetic products with advertising content that exceeds reality, especially products that, although not drugs, make commitments to treatment properties, causing confusion about their uses.

People should choose products that are legally declared, have clear origins, and comply with labeling and advertising regulations to protect their health and avoid risks when using them.
