Health news update July 20th: Preventing the circulation of substandard cosmetics on the market.
The Hanoi Department of Health has recently issued document No. 3313/SYT-NVD to its departments and divisions, the Hanoi Center for Testing Drugs, Cosmetics, and Food, and the health departments of districts, counties, and towns, requesting strengthened management of cosmetics.
Do not allow substandard cosmetics to circulate in the market.
Previously, the Ministry of Health issued directive No. 3873/BYT-VPB on this matter, stating that based on information from the press, several cases have recently been discovered involving the detection and handling of establishments producing and trading counterfeit cosmetics and cosmetics of unknown origin being bought and sold on social media platforms, causing anxiety among consumers. To address this situation, the Ministry of Health has assigned tasks to the Drug Administration Department, the Ministry of Health Inspectorate, and the Departments of Health in provinces and cities.
The Ministry of Health requests the Department of Health of provinces and cities to strictly implement administrative procedures on granting acceptance numbers for domestically produced cosmetic product declaration forms; granting certificates of eligibility for cosmetic production; and re-issuing certificates of eligibility for cosmetic production to ensure time progress and avoid causing inconvenience to businesses.
Strengthen inspection, monitoring, and post-inspection of the implementation of regulations by businesses in the production and distribution of cosmetic products, focusing on issues of origin and advertising information. Proactively coordinate with local market management agencies to promptly inspect and detect cases of manufacturing and trading counterfeit or imitation cosmetic products, or misleading advertising that exceeds the stated scope of use, and strictly handle violations.

The Hanoi Department of Health has directed its departments and divisions, according to their functions and duties, to research and implement the directives contained in the Ministry of Health's document.
The Department of Health requests the Hanoi Center for Testing Drugs, Cosmetics, and Food to actively collect samples for testing of cosmetic products at production, business, and usage facilities to promptly detect substandard cosmetic products and report to the Drug Administration of Vietnam - Ministry of Health for consideration and handling according to regulations.
We request that the health departments of districts, counties, and towns coordinate with relevant agencies to strengthen inspection and supervision of businesses' compliance with regulations, and strictly handle any violations (if any).
Fifteen new substances added to the list of narcotic drugs.
The government has just issued Decree No. 90/2024/ND-CP amending and supplementing the list of narcotic substances and precursors issued together with Decree No. 57/2022/ND-CP dated August 25, 2022 of the Government stipulating the lists of narcotic substances and precursors.
Decree 90/2024/ND-CP adds substances to List II "Narcotic substances that are used restrictively in analysis, testing, scientific research, criminal investigation or in the medical field as prescribed by competent authorities."
The decree added 14 narcotic substances to the Category IIC list. These substances and their potential salts include: 3-Chloromethcathinone (3-CMC); 2-Methyl-AP-237; 3-Methylmethcathinone (3-MMC); ADB-4en-PINACA; ADB-FUBIATA; ADB-INACA; Alpha-PiHP; Butonitazene; Etazene; Etonitazepyne; MDMB-BUTINACA; MDMB-INACA; N,N-Dimethylpentylone; Protonitazene.
At the same time, the Decree also adds Bromazolam to Category III "Narcotic substances used in analysis, testing, scientific research, criminal investigation or in the fields of medicine and veterinary medicine as prescribed by competent authorities".
This Decree takes effect from July 17, 2024.
Children are being hospitalized repeatedly due to detergent poisoning.
In less than a week, Kon Tum Provincial General Hospital admitted and treated three children who were hospitalized due to detergent poisoning, one of whom died.
On the evening of July 17th, 4-year-old YL, residing in Ya Ly commune, Sa Thầy district, was hospitalized after accidentally ingesting an unknown type of cleaning agent. Immediately after discovering the incident, the family took YL to Kon Tum Provincial General Hospital for prompt treatment. Currently, YL's symptoms of poisoning have subsided, and she is receiving level 1 care and monitoring at the Pediatric Department of the Provincial General Hospital.
Previously, on July 13th, YLĐ (4 years old) and YMH (4 years old), both residing in Rờ Kơi commune, Sa Thầy district, were rushed to Kon Tum Provincial General Hospital after ingesting car wash detergent from their neighbor.
Both children were admitted to the hospital feeling weak and nauseous. They received emergency treatment and immediate diagnosis upon arrival. However, due to ingesting a large amount of detergent, YLĐ suffered respiratory and cardiac arrest during the initial resuscitation process. The other child is currently being monitored, treated, and cared for by doctors in the Pediatrics Department of Kon Tum Provincial General Hospital.
Reportedly, all three children drank a pink, mint-scented, unlabeled car wash chemical, mistaking it for a soft drink. According to doctors, if children accidentally ingest medications or chemicals without timely detection and treatment, it can easily lead to dangerous complications such as neurological disorders, respiratory disorders, or even respiratory arrest and death.
